HomeMy WebLinkAbout2001-03-12 City Council (22),TO: City of Palo Alto City Manager’s Report HoNOR~BLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: PUBLIC WORKS 3 DATE: SUBJECT: MARCH 12, 2001 CMR:145:01 APPROVAL OF A RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO AUTHORIZING THE CITY MANAGER TO APPLY TO THE SANTA CLARA VALLEY TRANSPORTATION AUTHORITY FOR FUNDS TO OFFSET THE CONSTRUCTION COST OF NEW ALTERNATIVE-FUELS FUELING INFRASTRUCTURE . RECOMMENDATION Staff recommends that Council approve a resolution authorizing the City Manager to submit a funding application to the Santa Clara Valley Transportation Authority (VTA) for funding to offset the construction cost of new alternative-fuels fueling infrastructure and authorizing the implementation of same if the application is approved by the Santa Clara Valley Transportation Authority Board of Directors. BACKGROUND The Bay Area Air Quality Management District (BAAQMD) administers the Trahsportation Fund for Clean Air (TFCA), which is funded by a $4 surcharge assessed on all Bay Area motor vehicle-registrations. The vehicle surcharge generates approximately $20 million per year in TFCA revenue. Forty percent of TFCA funds (the TFCA Program Manager Funds) are allocated by the VTA through a competitive grant application process, in which the City will be participating. DISCUSSION Equipment Management believes that the best way to maximize our utilization of alternatively fueled vehicles is to utilize a wide variety of motor fuels, and to be prepared for emerging ,technologies. To that end, the City will construct an Integrated Fueling Facility in fiscal year 2001-02, which will store and dispense diesel, gasoline, compressed natural gas, propane and other "clean fuels" to City vehicles. The funding requested through this grant ($300,000) will be used to offset the construction cost for the upgrades to the existing CNG fueling facility, and will allow the City to add a propane facility and a publicly accessible CNG dispenser. CMR:145:01 Page 1 of 2 In order to qualify for this funding, the attached resolution must be passed and delivered tO the VTA no later than March 31, 2000. The VTA will audit the project to insure that it was completed,.and complies with the funding agreement. RESOURCE IMPACT The cost to design and construct the Integrated Fueling Facility is estimated at $880,000. These funds are included in the fiscal year 2000-2001 Capital Improvement Program Budget. If received, grant funds in the amount of $300,000 will be used to partially offset construction costs. POLICY IMPLICATIONS This recommendation does not represent any change to existing City policies. ENVIRONMENTAL REVIEW This project is exempt from the provisions of the California Environmental Quality.Act (CEQA) pursuant to Section 15308 (Action by Regulatory Agencies for Protection of the Environment) of the CEQA guidelines. NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as .follows: SECTION I.The~ City Manager or his or her designee is authorized to execute and submit a funding agreement with the Santa ¯ Clara Valley Transportation Authority for the purpose of offsetting the .construction cost of new alternative-fuels fueling infrastructure if said application is approved by the Santa Clara Valley Transportation Authority District Board of Directors. SECTION 2.The Council finds that this is. not a project under the California Environmental Quality Act and, therefore, no environmental impactassessment is necessary.
