WITH SANDIS HUMBER JONES IN THE AMOUNT OF $74,200
FOR FINAL DESIGN OF THE ARASTRADERO ROAD BIKE PATH
(CAPITAL IMPROVEMENT PROGRAM PROJECT 19815)
RECOMMENDATION
Staff recommends that Council:
Approve and authorize the Mayor to execute Amendment No. 1 to Agreement
$9114919 with Sandis Humber Jones in the amount of $74,200 for the final,design
of the Arastradero Road Bicycle Path Capital Improvement Program (CIP) Project
19815.
o Authorize the City Manager or his designee to negotiate and execute one or more
additional change orders to the contract with Sandis Humber Jones for related,
additional but unforeseen work that may develop during the project, the total value
of which shall not exceed $7,420.
DISCUSSION
On April 5, 1999, the City entered into an agreement with Sandis Humber Jones for the
design of bicycle path improvements on Arastradero Road fronting Gunn High School.
The initial phase of the contract was funded by State Transportation Development Act
(TDA) monies which was sufficient to cover the preliminary design only. The
preliminary design included surveying the site and developing the conceptual roadway
and landscaping.design. The City has since obtained additional TDA monies to fund
Amendment No. 1 (Attachment A), which will provide for completion of the remaining
design.
The project involves the replacement of existing sidewalk bike paths with on-street bike
lanes on Arastradero Road, from just west of Georgia Avenue to Foothill Expressway.
This project will facilitate safer bicycle travel to Gunn High School and the Stanford
Research Park. It will also eliminate a major gap in the on’street bike lanes on

Arastradero Road, which extends from Deer Creek Road to just west of E1 Camino Real.
In addition to the installation of bike lanes, the project will require roadway widening
approximately 300 feet in advance of Miranda Avenue to accommodate the re~ocation of
a right turn lane, a landscape stripand the portion of the sidewalk fronting Gunn High
School. Staff will continue to coordinate this project with the Palo Alto Unified School
District and the Palo Alto Bicycle Coalition.
RESOURCE IMPACT
The initial contract in the amount, of $34,250 for preliminary design was funded by a
$35,000 grant by the State Transportation Development Act. The TDA grant was not
sufficient to fund the complete design which will cost an additional $74,200. Therefore,
staffproposes Amendment No. 1 resulting in a total contract cost of $108,450.
Staff has received additional TDA funding in the amount of $420,000 to fund the
remaining design in Amendment No. 1 and the subsequent construction of the
improvements. These new grant funds are included in the 2000-01 budget in CIP 19815.
ENVIRONMENTAL REVIEW
A Mitigated Negative.Declaration was approved for this project on April 17, 1997.

This Amendment No. 1 to Contract No. S9114919
("Contract") is entered into r~~.,~D/ , by and between the
~CITY OF PALO ALTO,. a chartered cit~ and a municipal corporation
of the State of California ("CITY"), and Sandis Humber Jones, a
California Corporation, located at 605 Castro St., Mountain
View, California ("CONSULTANT").
RE C I TAL S:
WHEREAS, the Contract was entered into between the
parties for the provision of professional design and
construction management.services~ and
WHEREAS, the parties wish to amend the Contract by
modifying the compensation provisions ’and adding services for
the preparation of a final design;
NOW, THEREFORE, in consideration of ¯the covenants,
terms, conditions, and provisions of this .Amendment, ¯the ~parties
agree:
SECTION I.The dollar amount in the section of the
Contract entitled "City Account Number" is increased to
$74,200.00.
SECTION¯2. The date for completion of the services in
the section of the Contract entitled "TERM" is hereby amended to
be December 31, 2001.
SECTION 3.The exhibit to the contract, dated
April 9, 1999 and consisting of the CONTRACTOR’S proposal, is
amended by amending Tasks 5 through 6, and adding Tasks 7 through
I0, the Additional Services and Assumptions, as shown in Exhibit
A to this Amendment.
SECTION 3.Except as herein modified, ail Other
provisions of the contract, including any exhibits ¯and
subsequent amendments thereto, shall remain in full force and
effect.

Dear Young,
We are pleased to submit our revised Scope of Services and. Engineering Fee for the
above referenced project. This revised proposal includes changes to our initial proposal
dated December 15, 2000 and is based on Karen Bengard’s letter of request for
changes dated December 19, 2000.
We therefore propose to provide .the following additional services:
TASK 5: ENGINEERING $50,500
We will prepare Construction Documents in three stages of completion: 50%, 95% and
100%. These Documents shall depict the following:
Roadway alignment.
Right-of-way and easements, existing and proposed.
Existing utilities.
Limits of improvements.
Typical road widths, pavements sections and transitions.
Signing and striping.
Signal modifications (design of signal modifications by others)
Street lighting modifications, if needed.
Landscaping modifications and calculations.
Drainage modifications and calculations.
Traffic control and staging.
Construction Details.
Specifications.
Quantities and cost estimates.
We will be available to address comments and concerns of City staff, citizens, City
Council and other groups on an as-needed basis. In addition, at the request of the
Project Manager, we will prepare for and attend the following:

City of Palo Alto: Attend five (5) coordination meetings with City staff.
Gunn High School: Attend two (2) meetings to discuss improvements, right-of-
way needs, etc.
TASK 6:PALO ALTO BICYCLE COALITION NIC
Presentation of the project to the Pal0 Alto Bicycle Coalition will not be within our
scope. The coordination with the bicycle coalition will be provided by the City
staff.
Palo Alto Bicycle Coalition: One meeting is anticipated upon the completion of
the 50% Plans. We will prepare for and present our design at this meeting. We
will also prepare minutes of the meeting and disseminated to attendees.
Gunn High School: Meet as needed to discuss improvements, right-of-way
needs, etc. ...---
TASK 7:CONSTRUCTION DOCUMENTS PHASE DELIVERABLES/REIMBURSABLES $1,000
We will provide the following:
At the 50%, 95% and 100% plan submittal: 2 initial draft sets; 15 final draft sets.
Final construction documents suitable for bid-set reproduction by the City.
Mileage, postage and miscellaneous expenses.
TASK 8:BIDDING SERVICE PHASE $2,700
We will be available to assist the City to clarify the intent of the design documents and
provide the following:
Respond to design questions from the City.
Prepare addenda to clarify or modify design documents.
Attend one pre-bid meeting.
TASK 9: LANDSCAPING $20,000
The following services will be provided for landscaping enhancements within the project
limits:
Prepare plans to depict existing trees to be removed and/or protected, the
location and species of new street trees, and "drought-tolerant" planting in the
park strips.

Prepare plans to depict the irrigation system for the existing as well as all new
street trees and plantings.
TASK 10: CONSTRUCTION ADMINISTRATION
As stated in the Request For Proposal, scope of services and fee will be
negotiated during the Bidding Phase.
ADDITIONAL SERVICES $20,000
The following services will be provided for City of Palo Alto Right- of-way Acquisition
upon request:
Obtain copies of Preliminary Title Reports of properties adjoining Arastradero
Road as required for our work.
Provide field survey to locate property corners and street monumentation as
required to establish he existing of public right-of-way.
Prepare plats and descriptions for fee title land acquisition to facilitate street
widening.
ASSUMPTIONS
Following assumptions have been made in preparation of this proposal:
This proposal does not include Geotechnical Investigation and report. Ourwork
will be based on available Geotechnical Report within the area provided to us by
the City.
This proposal does not include design for modification of traffic signal lights.
However, we will coordinate our work with the City for this item.
This proposal does not include design and/or modification of any high voltage
electrical conduits and gas lines. However, we will coordinate our work with the
City for these items.
We assume that recordation of plats and descriptions will be provided by the City
of Palo Alto.

This proposal does not include the costs to prepare Records of Survey and "
establishment of new Right-of-Way.
We assume that our Preliminary Design has been approved and will be used as
a basis for the final design. ¯
The above services will be provided on a time and materials basis not to exceed the
amounts shown above for each task and will be performed under the terms and
conditions of our current contract.
If this proposal meets with your approval, please return one signed copy of this letter to
our Mountain View office as our authorization to proceed.
