WITH GROSSMANN DESIGN GROUP IN THE AMOUNT OF
$28,619 FOR DESIGN OF REPLACEMENT EXPANSION JOINT
FOR THE CIVIC CENTER PLAZA (CAPITAL IMPROVEMENT
PROGRAM PROJECT 19512)
RECOMMENDATION
Staff recommends that Council:
Approve and authorize the Mayor to execute Amendment No. 1 to Agreement
C8102949 with the Grossmann Design Group in the amount of $28,619 for design
of the Civic Center Plaza’s expansion joint replacement.
Authorize the City Manager or his designee to negotiate and execute one or more
additional change orders to the contract with the Grossmann Design Group for
related, additional-but unforeseen work that may develop during the project, the
total value of which shall not exceed $4,300.
DISCUSSION
Initial Agreement Scope
On April 30, 1998, the City entered into an agreement with Grossmann Design Group to
investigate the cause of water leakage along certain seams in the Civic Center garage and
plaza. The leakage was most noticeable in the garage and Police Department areas after
the plaza landscaping was irrigated, or after prolonged periods of rain. An expansion
joint that allows the various structural elements to move somewhat (due to earthquakes,
thermal expansion, or soil settling, for example) without being damaged was evaluated as
part of the study. Steel reinforcing bars and post-tensioning tendons in the garage’s
structural system were also examined to ensure that they had not been rusted Or corroded
as a result of the leakage. Grossmann Design Group’s August 4, 1999 report stated that
the reinforcing steel and tendons have not been damaged but recommended that the entire
expansion .joint at the plaza level be replaced as soon as possible. COsts for the design

and replacement of the expansion joint have been budgeted in CapitalImprovement
P~ogram (C!P) Project 19512. .~ ....
Scope of Amendment
The Scope of Work for Amendment No. 1 (Attachment A) includes the final design for
the Civic Center’s plaza deck expansion joint replacement. It also provides for additional
test samples in the landscaped area that contains the magnolia trees. There is leakage
coming from this area and the testing will attempt to locate the source of the problem as
well as a solution that will not impact the trees. The additional testing and design for the
new expansion joint should be completed by the end of summer 2001.
Possible Future Work
The consultant’s report further recommended replacing the waterproofing membrane
under the plaza deck within the next five years to prevent potential damage to the steel
reinforcing bars and tendons within the structure. The purpose of the membrane is to
form a waterproof barrier between the plaza and the ceiling of the garage. Replacement
of this membrane would necessitate removal of the entire decorative plaza concrete
topping and possibly some planters and landscaping so that the membrane could be
replaced. This effort could be combined with a re-design of the entire plaza and will be
considered as a future capital improvement project.
RESOURCE IMPACT
The original amount of the agreement with the Grossmann DeSign Group was $39,966
plus $3,000 in change order authority. The proposed amendment is for $28,619, resulting
in a total agreement amount of $71,585. Funds for the design and construction of the
expansion joint replacement are included in the fiscal year 2000-01 budget.
POLICY IMPLICATIONS
Maintenance of City facilities is consistent with City policy and has been encouraged
under the City’s Infrastructure Management Program.
ENVIRONMENTAL REVIEW
Maintenance of existing buildings is exempt from California Environmental Quality Act
(CEQA) review.

AMENDMENT NO 1 TO CONTRACT NO. C8105173
BETWEEN THE CITY OF PALO ALTO AND
GROSSMANNDESIGN GROUP
This Amendment No.1 to Contract No. C8105173
("Contract") is ehtered into , by and between the
CITY OF PALO ALTO, a chartered city and a municipal corporation
of the State of California ("CITY"), and GROSSMANN DESIGN GROUP,
a sole proprietor, located at 326 Ritch Street, San Francisco,
CA 94107 ("CONSULTANT").
R E.C I T AL S:
WHEREAS, the Contract was entered into between the
parties for the provision of professional consulting services in
connection with the Civic Center. waterproofing project; and
WHEREAS, the original Scope of Services included an
Initial Study Phase and a Schematic Design Phase; and
WHEREAS, investigations undertaken during the Initial
Study Phases revealed~the need for addftional Initial Study work
before the Schematic Design PhaSe could be performed; and
WHEREAS, CITY issued a change order authorizing this
additional work, which work was paid for with contract funds
initially designated for the SchematicDesign Phase; and
WHEREAS, the parties wish to amend the Contract by
adding funds for the Schematic Design Phase and to authorize and
provide funds for the Preliminary Design, Contract Documents and
Final Design Phases;
NOW, THEREFORE, in consideration of the covenants,
terms, conditions, and provisions of this-Amendment, theparties
agree:

SECTION I.Section 2.5 is hereby added to read as
"2.5. Upon the reoeipt of CITY’s notice
to proceed, CONSULTANT will commence work on
the Schematic Design Phase and subsequent
Project tasks as provided in Exhibit "E"."
