SUBJECT: FEBRUARY 12, 2001 REQUEST TO AUTHORIZE THE CITY MANAGER TO. PAY UP TO $400 IN BUILDINGPERMIT FEES FOR REBUILDING TOGETHER (FORMERLY CHRISTMAS IN APRIL)FOR REHABILITATION OF COMMUNITY ASSOCIATION FOR REHABILITATION FACILITY RECOMMENDATION Staff recommends that the City Council approve the request by Rebuilding Together (formerly Christmas in April) to have the City appropriate monies to pay City building permit fees for the proposed project to rehabilitate the Community Association for Rehabilitation (CAR) facility in Palo Alto. BACKGROUND On April 28, 2001, Rebuilding Together will be coordinating a volunteer effort to make needed repairs to the CAR facility. Work will include painting, landscaping, and the possible remodeling of one bathroom to"tnake it compliant with the Americans with Disabilities Act. The ~ity’.s Building Division has estimated the building permit fees for the contemplated work will cost $400. DISCUSSION Rebuilding Together has asked for the City’s consideration of eliminating those fees, recognizing that the p~roject will benefit the clients and staff of CAR and the Palo Alto community. The City Council approved a request from Christmas in April in 1998 for reimbursement of $88 in City building fees for a project at the Sea Scouts building. The City Council approved reimbursement of the fee, which had already been paid by Christmas in April at the recommendation of staff, since the work to be done was on a City facility, although the facility was leased to the Boy Scouts of America for the .Sea Scouts. Rebuilding Together has made similar requests of the surrounding cities, which have been granted. These cities included East Palo Alto, Menlo Park, South San Francisco, Redwood City, Daly City, Mountain View and San Carlos.- CMR:128:01 Page 1 of 2 RESOURCE IMPACT Funding for this recommendation would come from the City’s Budget Stabilization Reserve. POLICY IMPLICATIONS This would be the first time that the City has appropriated funding to pay City fees for a facility which the City did not own, and is consequently a departure from previous Council actions.
