SUBJECT:APPROVAL OF A BUDGET AMENDMENT ORDINANCE IN THE
AMOUNT OF $596,066 FOR THE CONSTRUCTION OF TRAILS, BAY
TRAIL PATH AND FOOT BRIDGE (CIP 10001, OPEN SPACE TRAILS),
CONSTRUCTION OF BAYLANDS PARKING LOTS (CIP 10003,
BAYLANDS PARKING LOT IMPROVEMENTS), AND DESIGN &
FABRICATION OF INTERPRETIVE EXHIBITS (OPEN SPACE
OPERATING BUDGET)
RECOMMENDATION
Staff recommends that Council approve a Budget Amendment Ordinance (BAO) in the
amount of $521,066 from the Infrastructure Reserve, to provide an additional appropriation
for Capital Improvement Program (CIP) project 10001, Open Space Trails, in the amount of
$342,000, and CIP 10003, Baylands Roads and Parking Lot Improvements, in the amount
of 179,066. Staff also recommends that Council approve a BAO in the amount of $75,000
from the General Fund Budget Stabilization Reserve to provide an additional appropriation
for new educational exhibits at the Lucy Evans Baylands Nature Interpretive Center. The
additional funding for each of these projects will be reimbursed by Califomia State and
National Park Service grants.
DISCUSSION
Trail and Habitat Improvements
In Fiscal Year 1999-2000 Council approved the creation of CIP project 10001, Open Space
Trails and funded it for restoration of park trails and adjoining habitat, trail heads, picnic
areas, fences and park amenities. In FY 2002-2003, $116,000 was appropriated. The
approval of the following four grants would increase this appropriation by $342,000.
Faber-Laumeister Bay Trail Segment
On February 20, 2001, Council approved a $55,000 grant application to the San Francisco
Bay Trail Project for the improvement of the Bay Trail along the City-owned Faber-
Laumeister Tract in East Palo Alto (CMR: 134:01). The San Francisco Bay Trail Project
serves as a local clearinghouse for distribution of these State Coastal Conservancy grant
funds. This project will repave an eight-tenths of a mile segment of the Bay Trail between

O’Connor Street and Weeks Street in East Palo Alto. Work on this project will be completed
by January 1, 2003.
Once the grant application was approved by the Bay Trail Project, $55,000 was included in
the FY 2000-01 CIP 10001 allocation. The grant award was subsequently increased by the
Bay Trail Project by $15,000 in order to widen the trail from 6-feet to 8-feet, which is the
Bay Trail’s standard width for multi-use sections. In April 2002, Council approved a contract
with the San Francisco Bay Trail Project to accept the full $70,000 grant (CMR:227:02). An
additional $15,000 needs to be appropriated into CIP 10001 to reflect the larger grant
amount.
Arastradero Preserve Trail Improvements
On December 17, 2001, Council approved the submission of two grant applications, one for
$225,000 and another for $80,000, to the State of California for trail related projects that are
part of the approved Arastradero Trail Master Plan (ATMP) (CMR 367:01). Funding for
both of the requests were approved in full. These funds need to be appropriated to CIP 10001
for FY 2002-2003.
One project will repair rutted trail treads, install drainage dips along the trails where
neceSsary, and reroute trails that are either too steep or are inappropriately sited. Abandoned
routes will be scarified and re-seeded with grasses. Bids were solicited for Phase I of the
trail improvements and habitat restoration and a contract has been awarded.
The second project will close and restore to natural habitat the inappropriately sited Perimeter
Trail, which parallels a creek that flows to Matadero Creek, and lake-side trails that run along
the west rim of Arastradero Lake.
Arastradero Preserve De Anza Trail Bridge
In October 2001, staff submitted a grant request to the National Park Service for $22,000 to
finance improvements to the De Anza Historic Trail within the Arastradero Preserve. This
grant was approved for the full amount requested. The grant amount of $22,000 needs to be
appropriated to CIP 10001 for FY 2002-2003.
This project reroutes the De Anza National Historic Trail between the Los Altos Hills
entrance to the Preserve and where it intersects with the Gateway Trail to a new alignment
away from Arastradero Road, including a new 6-foot wide multi-use pedestrian bridge that
has been constructed to cross the creek near the border of Los Altos Hills.
Baylands Parking Lot Improvements
In Fiscal Year 1999-2000, Council approved the creation of CIP project 10003 for Baylands
parking lot improvements. $120,000 was appropriated in FY 2002-2003 for the repair, re-
grading and surface hardening of the gravel parking lot at the Byxbee Park Hill trailhead.

This project improves the gravel parking lots at both the Byxbee Park Hills and the Sailing
Station by re-grading the deteriorated surface, adding a new layer of resin-hardened rock, and
installing of bio-swales along the margins of the parking lots to capture and naturally filter
run-off water.
On May 20, 2002 Council approved the submission of a grant application to the State of
California for $179,066 for improvements to the Baylands Sailing Station and Byxbee Park
Hills Parking lots (CMR:237:02). Funds from CIP Project 10003 provide the necessary
matching funds required for this grant. This grant provides sufficient funding to complete
the project, as the bid received for construction exceeded the original budget. The grant
amount of $179,066 needs to be appropriated to CIP 10003 for FY 2002-2003.
Lucy Evans Baylands Nature Interpretive Center Educational Exhibits
On December 17, 2001, Council approved the submission of a grant application to the State
of California for $75,000 to design, construct and install new bilingual educational exhibits
at the Lucy Evans Baylands Nature Interpretive Center (CMR:367:01). There is currently
$134,240 in the adopted Open Space Division budget for this project. This additional
funding will allow another phase of the project to be completed. Funding for this request
was approved in full.
This project will create stimulating, interactive exhibits and displays at the Lucy Evans
Baylands Nature Interpretive Center that are designed for a diverse audience. Display
captions and labels will be in English and Spanish, and will be completely ADA-accessible.
The exhibit conveys the importance of the marsh and wetland habitat, informs visitors about
things to do around the Baylands, and educates visitors on how they can help preserve and
protect the Baylands. The displays will be built and installed in the phases. The work will
be completed by March 1, 2003.
RESOURCE IMPACT
The attached BAO requests an additional revenue and expense of $596,066, as outlined on
the following table:

POLICY IMPLICATIONS
This is consistent with existing City policies especially regarding infrastructure maintenance
and renovation.
ENVIRONMENTAL REVIEW
Finding for a Categorical Exemption - Improvement to Existing Facility, Section 15301, was
filed with the State of California and County of Santa Clara (El0211) on June 17, 2002 for
the improvements to the Bay Trail in East Palo Alto.
Findings for a mitigated negative declaration for the Arastradero Preserve Trail Master Plan,
which specifically included trail restoration projects, repair of riparian corridors where
inappropriately sited trails are to be abandoned, and the improvements to the De Anza
Historic Trail bridge were approved by Council on May 14, 2001. Staff has completed all
necessary CEQA (California Environmental Quality Act) documentation. These projects are
intended to correct erosion damage to Arastradero Creek caused by inappropriately sited
trails.
Finding for a Categorical Exemption - Improvement to Existing Facility, Section 15301, was
filed with the State of California and County of Santa Clara (El0130) on May 16, 2002 for
the improvements to the Byxbee Park Hills and Sailing Station Parking Lots at the Baylands
Nature Preserve.
Finding for a Categorical Exemption - Improvement to an existing facility; Section 15301,
was filed with the State of California and County of Santa Clara (E9751) on November 1,
2001 for the improvements to Lucy Evans Baylands Nature Interpretive Center.

ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 2002-03 TO ACCEPT
AND EXPEND GRANT FUNDS IN THE TOTAL AMOUNT OF $596,066
FOR THE CONSTRUCTION OF TRAILS, BAY TRAIL PATH AND FOOT
BRIDGE (CIP i0001, OPEN SPACE TRAILS); CONSTRUCTION OF
BAYLANDS PARKING LOTS (CIP 10003, BAYLANDS PARKING LOT
IMPROVEMENTS; AND DESIGN AND FABRICATION OF INTERPRETIVE
EXHIBITS (OPEN SPACE OPERATING BUDGET)
WHEREAS, pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Council on June 17,
2002 did adopt a budget for fiscal year 2002-03; and
WHEREAS, Council approved the creation of CIP project I0001,
Open Space Trails for the restoration of park trails and adjoining
habitat, trail heads, picnic areas, fences, and park amenities; and
WHEREAS, the State of California Department of Parks and
Recreation has awarded the City four grants, which will provide for
additional expenditures in CIP project i0001; and
WHEREAS, Council approved the creation of CIP project 10003,
Baylands Parking Lot Improvements for replacement of parking lots
and roads, installation of bio-swales, and improvements to
circulation in the Baylands Nature Preserve; and
WHEREAS, the State of California awarded a grant from the
Roberti-Z-Berg-Harris Urban Open Space and Recreation Block Grant
program, which will provide for additional expenditures in CIP
10003, Baylands Parking Lots Improvements; and
WHEREAS, the State of California Department of Parks and
Recreation has awarded the City a grant to provide for educational
exhibits and displays at the Baylands Nature center; and
WHEREAS, City Council authorization is needed to accept and
expend the grant receipts; and
WHEREAS, the additional appropriation of funds requested has
no impact on the Budget Stabilization Reserve and no future year
General Fund ongoing costs are anticipated as a result of this
ordinance; and
WHEREAS, City Council authorization is needed to amend the
2002-03 budget as hereinafter set forth.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION i. Grant revenue in CIP Project Number i0001 is
increased by Three Hundred Forty-Two Thousand Dollars ($342,000) for
receipt of the State of California Grant Funds.
SECTION 2. Grant revenue in CIP Project Number 10003 is
increased by One Hundred Seventy-Nine Thousand Sixty-Six Dollars
($179,066) for receipt of the State of California Grant Funds.
SECTION 3. Grant revenue in the Open Space and Sciences
Services Functional Area of the Community Services Department is
increased by Seqenty Five Thousand Dollars ($75,000) for receipt of
grant funds from California Department of Parks and Recreation for
Nature Center exhibits.
SECTION 4. The sum of Three Hundred Forty-Two Thousand
Doilars ($342,000) is hereby appropriated to CIP I0001.
SECTION 5. The sum of One Hundred Seventy-Nine Thousand
Sixty-Six Dollars(S179,066) is hereby appropriated to CIP 10003.
SECTION 6. The sum of Seventy-Five Thousand Dollars ($75,000)
is hereby appropriated to non-salary expense in the Open Space and
Sciences Services Functional area in the Community Services
Department.
SECTION 7. These transactions will have no impact on the
Budget Stabilization Reserve.
SECTION 8. As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION 9. The Council approved a mitigated Negative
Declaration for the Arastradero Preserve Trail Master Plan, which
includes this project, on May 14, 2001. Staff has included all
required mitigations in the project.
Findings for a Categorical Exemption pursuant to Section 15301
of the CEQA Guidelines - Improvement to existing facility, were
filed with the State of California and County of Santa Clara on
6/17/02, 5/16/02, and ii/i/01 for the improvements to the Bay Trail
in East Palo Alto, to the Byxbee Park Hills and Sailing Station
Parking Lots at the Baylands Nature Preserve, and to Lucy Evans
Baylands Nature Interpretive Center, respectively.
SECTION i0. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.
