SUBJECT:PROPOSED VALLEY TRANSPORTATION AUTHORITY (VTA)
TRANSIT SERVICE REDUCTION PLAN
This is an informational report and no Council action is required.
BACKGROUND
The Santa Clara Valley Transportation Authority (VTA) has issued notice of a new round of
proposed transit service reductions, due to the continuing decline in economic conditions in
Santa Clara County. The VTA will hold public hearings on the proposed plan during the
first two weeks of December. If approved by the VTA Board, the transit service reductions
would go into effect in April 2003.
The VTA has scheduled a public meeting in Palo Alto on Thursday, December 5 at 2 p.m.,
at the Lucie Stem Community Center, to discuss these plans and receive public comment.
DISCUSSION
In response to the worsening economic conditions in Santa Clara County, the Valley
Transportation Authority implemented a first round of service cuts (coupled with fare
increase) in July of this year. The five percent service reduction resulted in relatively
modest service changes in Palo Alto bus routes. The most severe cut is elimination of
Sunday service on Lines 86 and 88.
The new proposed service plan would result in a further 10 percent reduction in bus and
light rail service countywide, with service modifications on 65 of 72 VTA routes. The plan
will impact 8 routes serving Palo Alto, but most of the changes represent targeted changes in
individual trips or service frequency, and do not appear to affect the essential transit services
to and from Palo Alto. The only exception is the proposed elimination of
Saturday service on Line 88.
CMR:465:02 Page 1 of 3
Following is a summary of the main changes on each of the routes serving Palo Alto:
Line 22 (Eastridge Transit Center to Palo Alto/Menlo Park Caltrain Station):
Line 22 would no longer operate from approximately 2:00 a.m. to 4:30 a.m. Selected early
morning and evening trips on weekdays and Saturdays would be eliminated. Service to
Menlo Park would be reduced.
Staff believes that the proposed changes will not significantly change Line 22 service during
the day, which now operates at 10415 minute headways. However, the plan eliminates
overnight bus service between Palo Alto and San Jose. It would impact VTA riders as well
as Samtrans riders who now transfer from Samtrans Line 397 "Night Owl" route which
operates between San Francisco and the Palo Alto Caltrain station.
Line 35 (Stanford Shopping Center to Downtown Mountain View Transit Center): On
Saturdays, service would be extended to the Stanford Medical Center; event 60 minutes,
between approximately 10:00 a.m. and 6:00p.m.
Line 86 (Stanford Medical Center to San Antonio Shopping Center): Saturday service would
be discontinued. As an alternative, Line 35 would be extended to serve Stanford Medical
Center eve~?, 60 mh~utes f!’om approximately l 0. O0 a.m. to 6:O0 p.m., on Saturdays.
In recent years, VTA has eliminated or significantly reduced service on Line 86, which only
runs every 60 minutes during the week and on Saturday, with no Sunday service. The
proposed elimination of Saturday bus service would further erode the viability of this route
and leave residential areas east of Middlefield without weekend bus service.
With the elimination of Saturday service, the segment of the route between the Caltrain
station and Stanford Medical Center would be replaced by the extension of Line 35. Staff
believes that this is a reasonable alternative, as Line 35 is a sub-regional route that has a
higher ridership.
Line 88 (Veterans Hospital to Louis & Meadow): On weekdays, midday sen,ice would
operate only between Middlefield, the Veterans Hospital and the California Caltrain Station
in both directions (similar to the current Saturday route)," midday seta, ice extension to
Hilh, iew & Arastradero would be eliminated. Saturday seta, ice would be discontinued.
This proposal would eliminate midday bus service on Line 88 east of Middlefield along
Louis, Greer and Colorado. Most of the area would continue to be served by Line 86. VTA
staff has confirmed this change would not impact heavily used morning and mid-afternoon
service between Gunn High and Midtown neighborhoods.
This plan would eliminate Saturday service entirely, which would leave the VA Hospital on
Miranda without any weekend bus service, as the Sunday service was eliminated during the
CMR:465:02 Page 2 of 3
first round of VTA service reductions earlier this year. In the past, Palo Alto has
consistently opposed eliminating weekend bus service to this major regional medical center.
Limited Stop Line 300 (East San Jose to Palo Alto Caltrain Station): Midday seta, ice would
be discontinued, and peak hour service would operate eve~3~ 30 minutes. The 6.’52 p.m.
eastbound trip would be deleted.
This route is a limited stop version of Line 22. These changes would not have major impact
on transit service along E1 Camino Real in Palo Alto.
Express Line 101 (Camden & Hwy 85 to Palo Alto): The 5:10 p.m. and 5.’45 p.m.
southbound trips would be combined into one trip.
Express Line 102 (South San Jose to Palo Alto): The 5:12 a.m. northbound and 2.’39 p.m.
southbound trips would be deleted.
Express Line 104 (Piedmont Hills to Palo Alto): The routing would be modified to bypass
the Shoreline b~dustrial Park. Both the mo~wing and afternoon se~n,ice would be reduced to
three trips in each direction.
Staff will attend the December 5 public meeting at Lucie Stem Community Center and will
provide further details to Council as the service reduction plan is refined and finalized for
approval by the VTA Board.
