C ty Manager’s Report TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: POLICE DATE: SUBJECT: SEPTEMBER 23, 2002 CMR:394:02 ACCEPTANCE OF LOCAL LAW ENFORCEMENT BLOCK GRANT (LLEBG) FUNDS IN THE AMOUNT OF $17,150 RECOMMENDATIONS Staff recommends that the Council approve the acceptance of Local Law Enforcement Block Grant (LLEBG) funds in the amount of $17,150. BACKGROUND The Federal Bureau of Justice Assistance has again made funds available to local agencies under the LLEBG program for the purposes of reducing crime and improving public safety. The Police Department has applied for and been awarded LLEBG funds, in 1996, 1997, 1999, 2000, and 2001. In previous years, LLEBG funds have been used to fund a coordinator for the City’ s Positive Alternatives for Youth (PAY) program. Last year, the funds were used to fund a part-time Employment Coordinator position and a variety of outreach activities. DISCUSSION Staff intends on using LLEBGfunds this year to pay for an outreach specialist who will assist the PAY Coordinator in working with the schools and referrals. Conditions for. acceptance of LLEBG funds are a public hearing to approve the expenditure request and the continuation of an advisory board that was formed in 1998. Representatives from the Police Department, Recreation Division of the Community Services Department, Santa Clara County District Attorney’s Offic, e, Count2) Superior Court, Palo Alto Unified School District, Parent-Teacher Association (PTA) Council, and non-profit organizations including the YMCA continue to serve on the Advisory Board. CMR:394:02 Page I of 3 The Board held a meeting on September 3, 2002, and approved the recommended expenditures. The PAY program will continue to provide job coaching, mentoring, academic support, and counseling to approximately 25 high school students, during the next year. Special emphasis will be given to the implementation of a community intern program for about 10 to 15 eighth and ninth graders. Working with businesses and organizations including JambaJuice, Lytton Gardens, Palo Alto Child Care Corporation, and Youth Community Services, these young people will be provided opportunities to enhance their self-esteem and gain self-confidence by volunteering. RESOURCE IMPACT In compliance with the Bureau of Justice Assistance (BJA) requirements, ’the City has established a Local Law Enforcement (LLE) fund in the Federal and State Grants Special Revenue Fund. LLEBG funds in the amount of $17,150 will be deposited into the sub-fund. Revenues and associated expenses of $17,150 will be budgeted in the LLE fund as part of the mid-year report. Matching funds in the amount of $2,306 are included in the Police Department’s non-salary budget and will also be transferred to the LLE sub-fund as part of the mid-year report. POLICY IMPLICATIONS Expenditures of funds associated with the grant funds are consistent with City Policy. ENVIRONMENTAL ASSESSMENT This is not a project subject to CEQA requirements.
