HomeMy WebLinkAbout2002-06-24 City Council (8)City of Palo Alto City Manager’s Report 4 TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: HUMAN RESOURCES DATE:JUNE 24, 2002 CMR: 274:02 SUBJECT: APPROVAL OF RESOLUTION TO ENTER INTO A JOINT POWERS AGREEMENT WITH INTERGOVERNMENTAL EMPLOYEE RELATIONS SERVICE RECOMMENDATION Staff recommends that Council approve and authorize the Mayor to adopt the attached resolution which stipulates that the City of Palo Alto shall become a ,party to the Intergovernmental Employee Relations Service (ERS) Joint Powers Agreement (JPA) effective July 1, 2002. DISCUSSION The City has contracted with outside firms to conduct compensation analysis to assist with determining pay and benefit equity with comparable outside agencies. This year staff recommends the City join the ERS JPA to assist with this analysis. ERS is a joint powers agency consisting of Cities, counties and other government agencies in the Bay Area. ERS provides a valuable, internet-guided tool whereby member agencies are enabled to share information to support human resource activities, including position/classification studies, compensation and benefit review and labor negotiations. ERS provides members.~with access to a web site which includes 2700 updated classifications, access to current salary and benefit information, and memorandums of understandings for.49 Bay Area public agencies. Access to this site will enable the Human Resources Department to develop total compensation surveys within minutes and will substantially enhance staff’s ability to conduct ,classification and compensation analysis. CMR: 274:02 Page 1 of 2 RESOURCE IMPACT ERS membership fees are basedon the number of full-time authorized positions and on the number of memorandum of understandings per agency. Based on the adopted fee sdhedule, the annual cost for Palo Alto is $17,200. ERS waived the startup fee for Palo Alto. Funding for this agreement is provided i’n the 2001-02 Budget. POLICY IMPLICATIONS This request does not represent any change to existing City policies. RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO TO ENTER INTO A JOINT POWERS AGREEMENT WITH INTERGOVERNMENTAL EMPLOYEE RELATIONS SERVICE WHEREAS, the County of Santa Clara (County) and. approximately thirty-eight (38)other public agencies" are present parties to the existing Joint Powers Agreement for Intergovernmental Employee Relations Service (Joint Powers Agreement); and WHEREAS, Sections 4 and 13 of the Joint Powers Agreement expressly permit participation as "Additional Parties" of public agencies other than those presently signatory to the Joint Powers Agreement; and WHEREAS, Section 13 of said Agreement expressly authorizes County for and on behalf of all parties to execute an agreement with such Additional Parties binding same to the terms and conditions of the Joint Powers Agreement; and WHEREAS, the City of Palo Alto is a ,public agency as defined by State Law and is an appropriate Additional Party as defined by the Joint Powers Agreement; and WHEREAS, the City of Palo Alto desires to obtain from Intergovernmental Employee Relations Service Compensation analysis to assist with determining pay ~and benefit equity with comparable outside agencies and other Human Resources support. NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as followsi SECTION i. The Mayor of the City of Palo Alto is hereby authorized and directed to execute the Agreement Adding a Party to the Joint Powers Agreement for Intergovernmental ~Employee Relations Service, as attached hereto as Exhibit ~A". SECTION 2. City Attorney Mayor APPROVED: City Manager Director of Human Resources Director of Administrative Services 020620 cl 8120274 AGREEMENT ADDING A PARTY TO THE JOINT POWERS AGREEMENT FOR INTERGOVERNMENTAL EMPLOYEE RELATIONS SERVICE WHEREAS, the County of Santa Clara (County) and thirty-eight (38) other public agencies are present parties to the existing Joint Powers Agreement for Intergovernmental Employee Relations Services (Joint Powers Agreement); and WHEREAS, Sections 4and 13 of the Joint powers Agreement expressly permit participation as "Additional Parties" of public agencies other than those preser~tly signatory to the Joint Powers ’Agreement; and WHEREAS, Section 13 of said Agreement expressly authorizeS.County for and on behalf of all parties to execute an agreement with such Additional Parties binding same to the terms and conditions of the Joint Powers Agreement; and WHEREAS, the City of Palo Alto is a public agency as defined by State Law and is an appropriate Additional Party as defined by the Joint Powers Agreement; and WHEREAS, the City of Palo Alto has by official action of its legislative body expressly authorized participation under the Joint Powers Agreement as an Additional Party and is prepared to render, upon execution hereof, the appropriate membership fee prescribed by. Sections 7 and 13 of the Joint Powers Agreement; and WHEREAS, County by official action of its Board of Supervisors has expressly authorized execution of this Agreement with the City of Palo Alto as an Additional Party. NOW, THEREFORE, it is agreed that the City of Palo Alto shall become a party to the Joint Powers Agreement effective July 1, 2002 and shall thereafter enjoy the rights and pedorm the duties required in accordance with the terms and conditions thereof. Exhibit "A" IN WITNESS WHEREOF, the below designated parties have executed this Agreement througli their respective authorized agents on the dates set forth below.
