SUBJECT:APPROVAL OF BUDGET AMENDMENT ORDINANCE IN THE
AMOUNT OF $25,000, RECEIVING A GRANT FROM THE PALO
. ALTO ART CENTER FOUNDATION AND TRANSFERRING
CITY MATCHING FUNDS OF $25,000 INTO CIP 10204,
LIBRARY MASTER PLAN
RECOMMENDATION
Staff recommends that Council approve the attached Budget Amendment Ordinance to
accept and expend a $25,000 grant from the Palo Alto Art Center Foundation and
approve the transfer of $25,000 in matching funds from the Community Services
Department 2001-02 operating budget. This will appropriate a total of $50,000 to CIP
10204, Library Master Plan. These funds are to implement conceptual architectural
designs for the expansion and remodeling of the Art Center.
BACKGROUND
The Palo Alto Art Center Foundation is a private, nonprofit 501 c (3) organization
founded in 1973 to enhance and support the Palo Alto Art Center. (PAAC) through
memberships, fundraising activities, and community relations. The Foundation’s 19-
member board of directors works .with the Art Center and City of Palo Alto to enhance
programs and expand non-City sources of funding.
DISCUSSION
The Art Center Foundation is directly supporting the proposed expansion and remodeling
project for the Art Center. It has applied for and received a grant from the David and
Lucile Packard Foundation for the conceptual design process being undertaken by Mark
Cavagnero Associates. The $25,000 Art Center Foundation contribution is to be matched
by the City, through the Department of Community Services’ operating budget.

RESOURCE IMPACT
The attached BAO requests an additional appropriation of expenses and has-no impact on
the Budget Stabilization Reserve. No future year General Fund ongoing costs are
anticipated as a result of this BAO. Total funds of $50,000 will be plac.ed in CIP 10204,
Library Master Plan, and will be expended solely for Art Center site and building
architectural design work. The funds necessary to match the grant have been budgeted in
the Department of Community Services budget for 2001-2002.
POLICY IMPLICATIONS
These recommendations are consistent with existing City policies.
TIMELINE
Funds will be expended in the 2001-2002 Budget.
ENVIRONMENTAL REVIEW
This action will approve funding for feasibility studies preliminary to Council
consideration of the Libr.ary Master Plan Project and, as such,’ is categorically exempt
from CEQA; however, appropriate environmental assessment will be required prior to
Council action on the project itself.

ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 2001-02 TO
PROVIDE AN ADDITIONAL APPROPRIATION IN THE AMOUNT OF
$50,000 TO CAPITAL IMPROVEMENT PROGRAM (CIP) PROJECT
10204, LIBRARY MASTER PLAN, TO ACCEPT A$25,000 GRANT
FROM THE PALO ALTO ART CENTER FOUNDATION,AND TO APPROVE
A $25,000 TRANSFER OF FUNDS FROM THE COMMUNITY SERVICES
DEPARTMENT TO CIP 10204
WHEREAS, pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Council on June II,
2001 did adopt a budget for fiscal year 2001-02; and
WHEREAS, the Palo Alto Art Center Foundation has provided a
$25,000 grant to the City of Palo Alto to. fund conceptual
architectural designs for the expansion and remodeling of the Art
Center; and
WHEREAS, an amount of $25,000 will be transferred from the
Community Services Department 2001~02 Operating Budget to CIP 10204;
and
WHEREAS, City Council authorization is needed to accept and
expend the grant receipts and transfer funds from the Community
Services Department to CIP 10204; and
WHEREAS, the additional appropriation of funds is for one-time
expenditures and no future year General Fund ongoing costs are
anticipated; and
WHEREAS, City Council authorization is needed to amend the
2001-02 budget as hereinafter set forth.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION i. Revenue in CIP Project Number 10204 is increased by
Twenty-Five Thousand Dollars ($25,000) for receipt of funds from the
Palo Alto Art Center Foundation.
SECTION 2. Revenue in CIP Project Number 10204 is increased by
a £ransfer from the Community Services Department Arts and Culture
2001-02 operating budget in the amount of Twenty-Five Thousand
Dollars ($25,000) and the Community Services Department Arts and
Culture.operating budget is correspondingly reduced.
SECTION 3. The transactions in sections 1 and 2 will increase
the revenue in Capital Improvement Project Number 10204 by $50,000.
SECTION 4. The sum of Fifty Thousand Dollars ($50,000) is
hereby appropriated to CapitalImprovement Project Number 10204.
SECTION 5. The transactions above will have no impact on the
Budget Stabilization Reserve.
SECTION 6. As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION 7. This action will approve funding for feasibility
studies preliminary to Council consideration of the Library Master
Plan Project and, as such, is categorically exempt from CEQA;
however, appropriate environmental assessment will be required prior
to Council action on the project itself.
SECTION 8. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.
