SUBJECT: ZONING ORDINANCE UPDATE - CONSULTANT SERVICES
This is an information report and no Council action is required.
BACKGROUND
In 2001, the Policy and Services Committee requested general information on the scopes
of work for consultant contracts related to the Zoning Ordinance .Update. The cumulative
total of the contracts would be greater than the $65,000 "trigger" for Committee review,
but the Committee agreed that a summary of the contracts could instead be brought back
to the Committee at a future date.
DISCUSSION
In 1998, the City adopted its updated Comprehensive Plan to address the community’s
needs through the year 2010. Among the many programs outlined in the Plan, fifty-five
(55) were to be implemented through an update of the City’s Zoning Ordinance, which
had not been revised in a comprehensive manner since 1978. In addition to
implementing Comprehensive Plan programs, the Zoning Ordinance Update will allow
the City to modify the code to reflect modern land uses, clarify terms and definitions,
explore new zoning techniques and formats, make the code more user-friendly, and
enhance its online usefulness. The City Council has deemed the Zoning Ordinance
Update one of its top five priorities for implementation.
In the summer of 2000, the Planning and Community Environment Department initiated
a work program for the Zoning Ordinance Update. As approved by the City Council on
September 18, 2000, the work program designated staff to lead the Update effort, with
considerable input from consultants. The consultants were to "be drawn from local,
regional and nationally known planning and urban design professionals with knowledge

of zoning code formats, innovative zoning techniques, urban design approaches, parking
and transportation standards, graphics, andonline options. This approach will allow staff
to understand and choose from a variety of techniques and approaches those that best suit
Palo Alto." Consultant costs at that time were estimated at $383,200, to be divided
iamong the several planning, design, and environmental consultants, as well as for
contract planning assistance.
Staff has entered into a series of contracts intended to provide professional services to
further the preparation of the Zoning Ordinance Update. The following summarizes each
contract, the purpose and status of the work product(s), and the amount of the contract:
Paul Crawford (Crawford Multari & Clark): Mr. Crawford, who has prepared a
number of zoning ordinances for cities and counties, was retained to 1) prepare a brief
written overview of the zoning ordinance update .process, 2) conduct a half-day
workshop for interested staff, Planning and Transportation Commission, and City
Council members regarding issues related to the update of a zoning ordinance, and 3)
provide peer review and editing services as sections of the ordinance are developed.
The first two tasks were completed in early 2001, and the extent of Mr. Crawford’s
future involvement depends on the timing of work products. The contract amount
was $17,300.
Michael Dyett (D~/ett & Bhatia): Mr. Dyett, who has also prepared a number of
zoning ordinances for cities and counties, was retained to prepare a discussion paper
regarding zoning techniques to address flexibility in the ordinance and balancing that
flexibility with a degree of certainty desired by applicants and o~hers in the
community. The discussion paper was completed and presented by staff to the
Planning and Transportation Commission in July of 2001. The contract amount was
$3,000.
Rick Williams (Van Meter Williams Pollack): Mr. Williams, a San Francisco
architect who has provided design services on other projects for the City, was retained
to prepare an analysis of how the City’s present code constrains effective multi-family
residential and mixed-use development, including visual representations of those
constraints. The requested work is in a preliminary report and will be presented to the
Planning and Transportation Commission in July of 2002. The contract amount was
$20,000.
Rod Jeung (EIP Inc.): Mr. Jeung is providing environmental review services to advise
the City regarding what form the environmental review should take and what
measures or standards can be incorporated into the ordinance to minimize potential
environmental impacts. On March 6, 2002, Mr. Jeung presented an afternoon
workshop to discuss environmental review requirements with interested staff,
Planning and Transportation Commission members, City Council members, and the
public. He will be involved throughout the Update, but a separate contract will be let

to prepare the environmental document upon compilation of a draft ordinance for
public heating. Mr. Jeung’s work began early this year, and the contract amount was
$25,000.
Paul Jensen, AICP: Mr. Jensen provides contract planning services to prepare
analyses and discussion papers regarding land uses and land use classifications in the
zoning ordinance. He has prepared two discussion papers and presented them to the
Planning and Transportation Commission in July of 2001 and February of 2002. The
contract amount was $15,000.
Curtis Williams, AICP: Mr. Williams provides contract planning services as an
adjunct to staff on an ongoing basis, approximately half-time. His scope of services
includes a wide variety of tasks, including analysis and development of background
information; preparation of discussion papers and staff reports; presentations to
community groups, the Planning and Transportation Commission, and the City
Council; and management of some of the daily zoning ordinance update activities. An
initial contract of $80,000 covered work from late 2000 through February of 2002,
and a current contract of $40,000 extends through the remainder of this calendar year.
This information is summarized in Table 1 (Attachment A). These consultants were
generally retained based on selection from a list of qualified consultants solicited early in
the Update process. Contracts have been limited to less than $25,000 (except for contract
planning) to allow for the use of "short form" contract procedures to expedite the process.
Urban Design Consultants
One of the primary tasks of the Zoning Ordinance Update is to develop design criteria
and. prototypes for new development types outlined in the Comprehensive Plan, including
village residential, mixed use, and transit-oriented residential development. The design
work would also address multi-family housing design and methods to pr.ovide effective
transitions of intense uses adjacent to residential areas. For this purpose, the City seeks
to retain design consultants to assess the City’s current code opportunities and
constraints, develop design options for these development types, and test the new
standards and criteria against real world site scenafios~ The consultants would then help
to create a form code, including preparation, of-necessary graphics to be incorporated into
the code.
In January of 2002, staff issued a Request for Qualifications (RFQ) to fifteen urban
design and architecture firms, and subsequently received seven statements of
qualifications. A panel of Planning staff, a Planning and Transportation Commission
member, and an Architectural Review Board member interviewed five of the firms and
recommended two firms as having complementary skills that would be most valuable to
the Zoning Ordinance Update process. Staff is finalizing scopes of work to divide the
necessary tasks between the two consultants, and then anticipates preparing, contract
documents for approval by the City Council.

Attachment C outlines the combined scope of work for the design consultants. It appears
likely that the project will involve two phases: Phase 1 .to evaluate the City’s existing
code constraints and opportunities, and to develop an overall design process; and Phase 2
to develop design alternates and prototypes, to present concepts to the public in
community workshops, focus groups, and study sessions, to test the feasibility of the
proposed standards, and to produce graphics for the Zoning Ordinance. Costs of the
project have not yet been finalized, but Phase 1 is expected to be approximately $40,000,
and Phase 2 may be near or in excess of $100,000.
Parking and Traffic Consultants
Staff has developed a scope of work to retain a traffic and transportation consultant to
assist with updating the City’s parking standards in the Zoning Ordinance (Attachment
D). The consultant would also provide input to the development of criteria for multi-
family, mixed-use, and transit-oriented development, as the feasibility of those
development types is highly dependent on parking and traffic constraints, Staff is
prepared to develop a RFQ to distribute to qualified transportation consultants in the Bay
Area upon review by the Policy and Services Committee. The cost for such services is
expected to be approximately $30,000 to $50,000.
Future Anticipated Consultant Services
In addition to those consultants already under contract with the City or in the process’ of
being considered, staff expects that the Zoning Ordinance Update will require some
additional consultant services in the future, including:
¯Economic analysis to assist the urban design consultants to test the. feasibility of
standards for multi-family, mixed-use, and transit-oriented (and possibly commercial)
development, with an estimated cost of $10,000 - $20,000.
¯Editing assistance to proofread the draft ordinance from an outside perspective, with
an estimated cost of $10,000.
¯Preparation of the appropriate environmental review document, the cost for which
could range from $30,000 for a Negative Declaration to $100,000 if a full
Environmental Impact Report (EIR) is required.
Budget Implications
The 2001-2002 fiscal year budget includesS200,000 for consultant services plus
$130,000 for contract planning services (part-time staff) to support the Zoning Ordinance
Update. Another $200,000 is programmed for community outreach, printing and
graphics, some of which may supplement the consulting services budget. In addition, the
proposed 2002-03 budget includes an additional $120,000 for consulting and related
services. Table 2 (Attachment B) outlines these figures and indicates contract
commitments to date and the remainder available for allocation.

SCOPE OF SERVICES FOR
URBSWORKS~ INC. AND VAN METER WILLIAMS POLLACK
Background
The City of Palo Alto is preparing a comprehensive update of the City’s Zoning
Ordinance and anticipates completing a draft for public review by March of 2003. The
Zoning Ordinance Update is intended to reflect the 1998 revision of the City’s
Comprehensive Plan and to incorporate innovative zoning techniques and a design-
oriented approach in a modernized code format.
A key component of the Zoning Ordinance Update is an increased emphasis on graphics,
including the use of a "form" (design-oriented)approach to the code, to the extent it is
deemed appropriate and reasonable for Palo Alto, Another important element of the
Update is to provide for new or revised standards and enhanced design for multi-family
residential development, "village" residential housing types, mixed-use projects, and
transit-oriented development. It is expected that some of the graphics will be represented
as prototype designs either within the Ordinance or as separate design guidelines.
Zoning Ordinance Update Work Program
The work program for the Zoning Ordinance Update calls for the staff to prepare the
ordinance, but with extensive input from consultants to assist with design-oriented
elements and other innovative techniques of the code. The Planning and Transportation
Commission acts as the oversight committee for the Update, in lieu of a separate advisory
committee or task force.
Over the past year, staff has: 1) developed a work program for the Update; 2)identified
an extensive list of zoning issues to be addressed; 3) collected considerable zoning
literature (codes, articles, books), particularly related to new urbanism and design-related
codes; 4) prepared extensive matrices of uses and development standards and other
information pertaining to each of the City’s zoning districts; 5) outlined a preliminary
format for the updated Zoning Ordinance; and 6) prepared (sometimes with consultant
assistance) a series of discussion papers regarding types and formats of zoning codes, the
application of new urbanism to zoning in Palo Alto, flexibility techniques in zoning, land
uses and use classifications, zoning districts, planned community zones, and second units..
These background papers have been presented to the Planning and Transportation
Commission at study sessions, and the Commission has provided preliminary direction
regarding some of these issues.

The next steps in the work program, are to review groupings of zoning districts and to
present recommended changes to the Planning and Transportation Commission,
beginning with the industrial and manufacturing districts. The more design-oriented
districts (multi-family, mixed-use, village residential, and transit-oriented development)
are scheduled for review from July through December of this year, to allow time for
analysis and input from the design consultants.
Staff and the Planning and Transportation Commission have identified opportunities in
the Palo Alto Zoning Ordinance to incorporate design-oriented coding into the document
to represent multi-family, mixed-use, village residential, and transit-oriented development
types, as well as for transitions adjacent to residential areas. These criteria would either be
integrated into current zoning districts or could be developed as new districts in the code.
Other opportunities could include the provision of design-oriented requirements in
planned community zones and/or as part of coordinated area plans. The City does not
anticipate extensive, if any, design-oriented components of its low-density residential
zones (except where "village residential" types might apply) or for its
industrial/~manufacturing zones (other than for mixed-use development). Design input
will also be needed to assist with revisions to the permit procedures to be modified, to
develop graphics to support other sections of the code, and to further and finalize a
revised format for the code.
The work program also notes that the current Update effort does no.~t include: 1) rezoning
of specific properties; 2) preparation of coordinated area plans; or 3)development of
detailed design guidelines. Thus, while coordinated area plans may be an avenue for
implementing design-oriented coding, the Ordinance may provide a mechanism for
outlining how to proceed with such a plan, whereas the development of area-specific (as
opposed to zone-specific) design parameters is not part of the current contract effort.
Similarly, while design prototypes to be incorporated into the .Zoning Ordinance are an
important part of this project, detailed design guidelines outside of the code are to be
completed subsequent to its adoption.
Relationship to Other Consultants and Staff
Staff will continue to lead the Update effort, coordinating preparation of most code
sections, and scheduling review with the public, the Planning and Transportation
Commission, and the City Council. Staffing for the Zoning Ordinance Update team
includes: a half-time Planning Manager, full-time Senior Planner, half-time Associate
Planner, and quarter-time Office Specialist. The Chief Planning Official and Senior City
Attorney are also frequent participants in the work of the Zoning Ordinance Update team.
Other consultants assist with environmental review and with traffic and parking issues as
necessary.
It is expected that the design consultants will share responsibility for the relevant work
effort as follows:

Urbsworks, Inc. will lead the development of the design-related work phase and
process to include an outline of timeframes, product development schedules, and
public participation components; will participate in a supporting role in the
development of specific design analyses, options, and presentations, including design
"testing" of standards and prototypes; and will lead the work effort to translate the
updated provisions into a design-oriented code format.
Van Meter Williams Pollack will lead the development of specific design analyses,
options and presentations, including design "testing" of standards and prototypes; will
assist with the preparation of the scheduling and design work process and-public
participation components; and will provide support for translating the updated
provisions into a design-oriented code format.
It is expected that the consultants will work cooperatively and supportively, along with
staff, and will avoid duplication where possible, while recognizing that some overlap and
on open exchange of ideas between consultants is desirable.
Scope of Services
The Scope of Services is to be divided into two phases: 1) development of a refined
process and approach, including an analysis of potential opportunities and constraints of
the current zoning requirements, and schedules for products and public input; and 2)
development and presentation of alternatives and recommendations, including public
review and preparation of final ordinance products (including graphics). The initial phase
work may result in modifications to the anticipated tasks required for the second phase,
and will be reevaluated at the conclusion of Phase I.
The consultant(s) shall provide urban design services under the supervision of the Chief
Planning Official and Planning Manager of the City. The services shall support the
preparation of the comprehensive update of the City’s Zoning Ordinance, and may
include any or all of the following tasks:
Phase I: Work Program and Opportunities/Constraints
Review of the City’s Zoning Ordinance and Comprehensive Plan with respect to
policies and provisions governing multi-family, commercial, and mixed-use
development standards, and new land use types such as village residential and transit-
oriented development.
Preparation of a work program, process (including public participation), and timeline
for providing urban design assistance and input to the Zoning Ordinance Update.
Analysis of constraints and opportunities in the Zoning Ordinance with respect to
multi-family, commercial, mixed,use, village residential, and transit-oriented
development types. Development standards to be considered should include, but are

not limited to: density, floor-area¯ratio, parking, height, open space and setbacks
(including daylight plane requirements).
Phase II: Alternatives and Recommendations
4.Preparation of graphic/visual presentations of the application of existing ordinance
criteria to typical sites to demonstrate the constraints and opportunities identified.
Development and "testing" of new zoning criteria and design prototypes to
incorporate in the Zoning Ordinance to provide for effective implementation of multi-
family, commercial, mixed-use,.village residential, and transit-oriented development
types.
Recommendations for modifications to Zoning Ordinance standards, including design
prototypes as appropriate, to provide for effective transitions adjacent to low-density
residential development..
Presentation of study materials, visuals, and graphics to community groups, the
Planning and Transportation Commission, and/or the City Council. This task
anticipates a minimum of four (4) community meetings, six (6) meetings with the
Planning and Transportation Commission, and three (3) meetings with the City
Council. Presentations are expected to emphasize visual and graphic understanding
of concepts and recommendations.
Regular meetings with staff as necessary to coordinate project tasks and to review
work products related to the Zoning Ordinance Update. This task anticipates at least
monthly meetings with the principal(s) of one or both firms, and more frequent
meetings as necessary.
9.Submittal of work products in a digital format compatible with the City of Palo Alto’s
PC-based computer system, e.g., MS Office products, .pdf files, etc.
10. Related tasl~s as directed by the Chief Planning Official or Planning Manager.
Anticipated Products
The product of this work is intended to further the development of a "form" (design-
oriented) approach to the City’s Zoning Ordinance. Expected work products include, at a
minimum:
¯Visual representations and graphics demonstrating the constraints and opportunities
of the City’s current code provisions.
¯Visual representations and graphics outlining the potential implications of proposed
development criteria and prototypes, including "testing", of proposed standards for

multi-family, commercial, mixed use, village residential, and transit-oriented
development.
¯Prototypes and/or typologies for the above development types, to address, as
applicable, a project’s desired site layout and parking, orientation to the street,
appropriate height and setbacks, floor area limits, and transitions to and from adjacent
residential areas.
¯Additional graphics to be incorporated into the code to clarify standards.
¯The draft and final ordinances, with design elements included.
Time frame
The scope of services is intended to encompass a period of twelve months, from May 1,
2002, to May 1, 2003.

REQUEST FOR QUALIFICATIONS
PARKING CONSULTANT SERVICES FOR ZONING ORDINANCE UPDATE
The City of Palo Alto is pleased to announce that it is accepting Statements of
Qualifications from traffic engineering and transportation consultants interested in
providing services to review and recommend parking and loading standards to support the
update of the City’s Zoning Ordinance.
Background
The City of Palo Alto is preparing a comprehensive update of the City’s Zoning
Ordinance and anticipates completing a draft for public review by March, 2003. The
Zoning Ordinance Update is intended to reflect the 1998 revision of the City’s
Comprehensive Plan and to incorporate innovative zoning techniques and a design-
oriented approach in a modernized code format. In attempting to update the ordinance for
the first time in 24 years, the City expects to fully evaluate the adequacy and
appropriateness of its parking standards, including parking ratios, size of parking spaces,
and parking lot design. Palo Alto’s Comprehensive Plan and policies emphasize the use
of alternative transportation modes and efforts to minimize parking, but also focus on
protecting the integrity of residential areas.
Another important element of the Update is to provide for new or revised standards for
multi-family residential d~velopment, "village" residential housing types, mixed use
projects, and transit-oriented development. It is expected that parking criteria for these
development types will be critical to their feasibility, as well as to addressing concerns
about parking by neighboring residents and businesses. The City’s consultant must
demonstrate understanding of these concepts and familiarity with modem techniques to
address parking and transportation issues in zoning regulations.
Scope of Services
The City seeks a transportation consultant to provide parking analyses and
recommendations in support of the comprehensive update of the City’s Zoning
Ordinance, to include any or all of the following tasks:

Review of the City’s 1998 Comprehensive Plan and current Zoning Ordinance to
identify parking-related programs and issues.
Analysis of the parking and loading standards in the current ordinance and
recommendations for potential changes to better reflect current professional
standards and to respond to community issues. Parking criteria to be reviewed will
include, but are not limited to, the number of parking spaces required for varying
development types, the size of spaces, shared parking arrangements, and the layout
of parking lots.
Analysis and recommendations regarding parking requirements and approaches to
multi-family and "village residential" development types.
Analysis and recommendations regarding.parking requirements and approaches to
mixed use development.
o Analysis and recommendations regarding parking requirements and approaches to
transit-oriented development.
Assistance to staff and urban design consultants in the preparation of appropriate
standards and criteria to encourage use of alternative transportation modes in multi-
family, village residential, mixed use, and transit-oriented development.
Assistance to staff and urban design consultants in the preparation of regulations for
the effective design of parking lots.
Preparation of memorandums and reports outlining issues of concern and
recommendations regarding current parking standards or proposed revisions to the
Zoning Ordinance.
9.Attendance at meetings with community groups, the Planning and Transportation
Commission, and the City Council, as deemed necessary.
10.Meetings with staff as necessary to discuss parking and transporation-related issues
related to the Zoning Ordinance Update.
11. Related tasks as directed by the Chief Planning Official or Planning Manager.
The scope of services is intended to encompass a period of ten months, from June 1,
2002, to March 31, 2003.

Submittal of Qualifications
The City recognizes your excellent qualifications and experience, and hopes you will be
interested in providing some or all of the requested services. Qualified consultants should
provide a cover letter indicating your interest in the project, a description of your traffic
engineering and/or transportation capabilities in the areas outlined, and. discussion of your
background in working with and preparing standards and regulations for local agencies.
Specific relevant project experience and examples should be provided, as well as
references for those projects. The project manager who would be working with the City
and other key personnel to be involved should be identified, and resumes attached. While
detailed cost estimates are not required, hourly rates for the staff likely to be involved
should be included.
Review and Selection Process
A staff committee will review the consultant information and will determine those
consultants to be interviewed. Interviews will be conducted by the committee and a firm
will be recommended to the City Council for selection. Staff expects that a consultant
will be selected prior to June of 2002, and work would commence immediately thereafter.
Ten (10) copies of the Statement of Qualifications should be sent to Laura Pearce,
Contract Manager, Purchasing and Contract Administration, 250 Hamilton Avenue, Palo
Alto, CA 94301. Statements of Qualifications must be submitted no later than 5:00 p.m.
on May 31, 2002.

PAUL CRAWFORD
(Crawford Multari & Clark Associates)
The consultant shall provide .contract planning services under the supervision of the
Planning Director and Chief Planning Official of the City. The services shall support the
preparation of the comprehensive update of the City’s Zoning Ordinance, and may
include any or all of the following tasks:
1.Preparation of discussion papers and report materials regarding format and
organization of zoning ordinances; use categories and development standards;
and special zoning and related development issues, including but not limited
to nonconforming uses and structures, signs, performance standards, and
online access to zoning ordinances.
2. Background research on zoning topics.
3. In-house training of staff, the Planning and Transportation Commission, the
City Council, and community groups, regarding "state,of-the-art" zoning
formats and organization, graphic design, and flexible zoning techniques.
4. Presentations and facilitation of meetings with community groups, focus
groups, the Planning and Transportation Commission, and the City Council.
5. Meetings with staff as necessary to discuss the above issues related to the
Zoning Ordinance Update.
6. Preparation of sample or draft zoning ordinance text on zoning format and
organization, land uses, or procedures.
7. Review and comment on draft materials prepared by the planning staff.
8. Coordination of meetings and workshops with other consultants regarding
format and organization of zoning codes, land uses, or procedures.

Task 2: Development and presentation of a focused, condensed and City of Palo
Alto specific "Designing and Implementing Effective Zoning Ordinances".
The consultant shall provide these services under the supervision of the Chief Planning
Official and Planning Manager (Project Manager) for the comprehensive update of the
City’s Zoning Ordinance.

The consultant shall provide these services under the supervision of the Chief Planning
Official and Planning Manager (Project Manager) for the comprehensive update of the
City’s Zoning Ordinance.
Fee Schedule
Part 1: $2,600.00
Fee includes all expenses, and either camera-ready copy of report or electronic

The consultant shall provide contract planning services under the supervision of the Chief
Planning Official and Planning Manager of the City. The services shall support the
preparation of the comprehensive update of the City’s Zoning Ordinance, and may
include any or all of the following tasks:
1.Preparation of discussion papers and report materials regarding design-
oriented (New Urbanist) codes and plans.
2.Coordination of meetings and workshops with other consultants regarding
design-oriented codes, zoning districts, and standards.
3. Presentations and facilitation of meetings with community groups, focus
groups, the Planning and Transportation Commission, and the City Council.
4. Meetings with staff as necessary to discuss the above issues related to the
Zoning Ordinance Update.
5. Preparation of sample or draft zoning ordinance text regarding design-oriented
zoning districts and/or standards.
6. Review and comment on draft materials prepared by the planning staff.

The consultant shall provide contract planning services under the supervision of the Chief
Planning Official and Planning Manager of the City. The services shall support the
preparation of the comprehensive update of the City’s Zoning Ordinance, and may
include any or all of the following tasks:
Analysis of constraints and opportunities in the City’s Zoning Ordinance with
regard to the constraints to multi-family and mixed use development, with
specific attention to case studies of 6 - 8 hypothetical site examples.
Development standards to be considered should include, but are not limited to:
floor-area ratio, parking; height, ahd setbacks (including daylight plane
requirements). Limited to application of existing zoning regulations. Includes
preparation of graphic presentations of the case study analyses (plans, section
drawings, supporting figures and text).
Conclusions for guiding modifications to the Zoning Ordinance to address
issues identified by the case studies, including effective transitions from and to
adjacent single-family development.

Presentation of study materials and graphics to community groups,, the
Planning and Transportation Commission, and/or the City Council.
Anticipates 5 meetings with the Principal and 3 meetings with Project
Manager in attendance. Includes one-time preparation of PowerPoint

Proiect Description
The purpose of the Zoning Ordinance Update (Update) is to draft a comprehensive
update to Chapter 18 (Zoning Ordinance) of the Palo Alto Municipal Code (PAMC).
The project may include, but is not limited to, collaboration with city staff, research
related to zoning ordinances and code updates, making public presentation(s), working
with consultants on the Update, reporting on project status and progress, and drafting
preliminary Zoning Ordinance language.
Scope of Services
Meet with city staff, the city attorney, and others as requested by the Project Manager
to implement the Zoning Ordinance Work Plan.
2. In collaboration with city staff, may perform one or more of the following:
a)Research, develop alternatives, and make recommendations on changes to the
Zoning Ordinance;
b) Clarify terms and definitions for the revised Ordinance;
c)Recommend and/or develop graphics to help staff and the public understand how
to apply the Ordinance;
d) Facilitate Environmental and Legal review as needed;
e) Plan and/or assist with public workshops, public hearings, and staff meetings;
f) Draft ordinance language
Provide both hard copy and electronic (Microsoft Word) copies of all materials
