SUBJECT:APPROVAL AND ADOPTION OF PARK IMPROVEMENT
ORDINANCE FOR THE INSTALLATION OF A RESTROOM AT
HOOVER PARK, 2901 COWPER, AND APPROVAL OF BUDGET
AMENDMENT ORDINANCE IN THE AMOUNT OF $75,000,
RECEIVING A DONATION FROM PEERY & ARRILLAGA
FOUNDATION INTO CIP 10010, PARK FACILITIES IMPROVEMENTS
RECOMMENDATION
Staff recommends that Council approve and adopt the attached Park Improvement
Ordinance authorizing the installation of a permanent restroom facility at Hoover Park.
Staff also recommends that Council approve the attached Budget Amendment Ordinance
(BAO), which increases expenses to Capital Improvement Program (CIP) Project 10010,
Park Facilities Improvement, in the amount of $75,000 and accepts a contribution of
$75,000 from the Peery & Arrillaga Foundation.
BACKGROUND
South Palo Alto’s Hoover Park is used throughout the year for youth athletics, including
Little League baseball and soccer. Additionally, the park contains tennis courts, a
handball court, basketball area, two children’s play areas, dog run, and picnic facilities. In
September.2002, community representatives and park users presented a petition to City
Council requesting the installation of a permanent restroom. The City Council referred
the issue to the Park and Recreation Commission (PARC). Subsequently, John
Arrillaga, on behalf of the Peery & Arrillaga Foundation, contacted the City with a
pledge to donate the cost of a restroom facility for Hoover Park.
The PARC held public meetings and recommended that permanent restrooms be installed
at the City’s three community parks that did not already have restroom facilities: Hoover
Park, Cubberley athletic fields, and Terman Park. The PARC also recommended that
Hoover Park be first to receive a restroom and the others be constructed as funding
becomes available. The City Council approved the PARC recommendations and directed
staff to begin planning for the addition of a restroom at Hoover Park (CMR: 464:01).

DISCUSSION
A public meeting was held at Hoover Park on December 5, 2001, at which the placement
and type of restroom was discussed and generally approved. With this input, staff
researched appropriate restroom manufacturers, produced plans, and received approvals
from the Planning and Community Environment, Public Works and Fire Departments;
and the Santa Clara Valley Water District.
The restroom chosen is a pre-fabricated unit that will be placed at the southern-most
portion of the park, in the picnic area. It contains two wheelchair- accessible restrooms
and a small mechanic’s room (janitor closet) between-theme. The exterior is horizontal
fiber cement siding, which looks like white clapboard construction. The interior walls
are white ceramic tile with epoxy grout, treated with a.unique anti-graffiti finish. The
flooring is concrete with additives, which permanently seals the concrete to a depth of
3/4". This makes it 99 percent water/urine proof. The fixtures are vitreous china. The
doors and roof are green metal. The restrooms have large screened windows and solar
lighting. While the restroom does not contain a drinking fountain, there is an adjacent
existing one. The restroom comes with a five-year warranty.
RESOURCE IMPACT
The attached BAO requests an additional appropriation of revenues and expenses and has
no impact on the Budget Stabilization Reserve. No future General Fund ongoing costs
are anticipated as a result of this BAO.
POLICY IMPLICATIONS
This recommendation does not represent any change to existing City policies.
NEXT STEPS
The schedule for installation includes:, sewer line installation, in May 2002; pre-
installation contract work for water line, backflow preventer, and surfacing preparation in
May or early June; and installation of a pre-fabricated restroom in June 2002.
ENVIRONMENTAL REVIEW
This project is categorically exempt from the California Environmental Quality Act.
This project has been approved by the Santa Clara Valley Water District Community
Projects Group.

AMENDING THE BUDGET FOR THE FISCAL YEAR 2001-02 TO
PROVIDE AN ADDITIONAL APPROPRIATION IN THEAMOUNT OF
$75,000 TO ACCEPT A DONATION FROM PEERY &ARRILLAGA
FOUNDATION INTO CAPITAL IMPROVE/VIENT PROGRAM (CIP) PROJECT
i0010, PARK FACILITIES IMPROVEMENTS
WHEREAS, pursuant to the provisions of Section 12 of Article
III of t~e Charter of the City of Palo Alto, the Council on June Ii,
2001 did adopt a budget for fiscal year 2001-02; and
W~EREAS, Peery & Arrillaga Foundation has provided a $75,000
donation to the City of Palo Al£o to install a permanent restroom
facility at Hoover Park; and
WHEREAS, City Council authorization is-needed to accept and
expend the donated funds to CIP i0010; and
WHEREAS, the additional appropriation of funds is for one-time
expenditures and no future year General Fund ongoing costs are
anticipated; and
WHEREAS, City Council authorization is needed to amend the
2001-02 budget as hereinafter set forth.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION I. Revenue in CIP P~oject Number i0010 is increased
by Seventy~Five Thousand Dollars ($75,000) for receipt of.funds from
Peery & Arrillaga Foundation.
SECTION 2. The sum of Seventy-Five Thousand Dollars ($75,000)
is hereby appropriated to Capital Improvement Project Number i0010.
SECTION 3. The transactions above will have no impact on the
Budget Stabilization Reserve.
SECTION 4. As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION 5. The Council of the City of Palo Alto hereby finds
that this project is categorically exempt from the provisions of the
California Environmental Quality Act (CEQA) pursuant to Section
15311 of the CEQA guidelines.
SECTION 6. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.

The ’Council of the City of Palo Alto does ORDAIN as
follows:
SECTION i. Findings and Declarations.
finds and declares as follows:
The City Council
-(a) Article VIII of the Chapter of the City of Palo
Alto and Section 22.08.005 of the Palo Alto Municipal Code
require that, before any substantial building, construction,
reconstruction or development is commenced or approved, upon or
with respect to any land held by the City for park purposes, the
Council shall first cause to be prepared and by ordinance
approve and adopt a plan therefore.
(b) The City desires to improve and adopt a plan for
capital improvements to Hoover Park, consisting of installation
of a restroom facility on the south west side of Hoover Park.
SECTION 2. The plan’ for the installation of a restroom
facility on the south west side of Hoover Park, a copy of which
is attached, is hereby approved and adopted.
SECTION 3. The City Council hereby finds that this
proj.ect is categoricaily exempt from environmental review
required by the California Environmental Quality Act (CEQA)
pursuant to the provisions of Section 15311 of Title 14 of the
California Code of Regulations.
