SUBJECT: JOINT PUBLIC HEARING ON REDEVELOPMENT-PLAN AND
FINAL ENVIRONMENTAL IMPACT REPORT BY
REDEVELOPMENT AGENCY AND CITY. COUNCIL FOR JUNE
17, 2002
RECOMMENDATION
Staff recommends that the City Council set the date of June 17, 2002 and consent to a
joint public hearing on June 17, 2002, to be held by the Redevelopment Agency and the
City Council on the Redevelopment Plan and Final Environmental Impact Report for the
Edgewood Rede~ielopment Project.
BACKGROUND
On March 4, 2002, the Redevelopment Agency authorized the circulation and review of
the Redevelopment Plan (Plan) and Draft Environmental Impact Report (DEIR), referred
the Plan and the DEIR to the Planning and Trans..portation Commission, and transmitted
both documents to taxing entities that might be affected by the establishment of a
redevelopment project at the Edgewood Center.
Staff held a community information meeting on the Redevelopment Plan arid Owner
Participation Rules on March 19, 2002, soliciting comments from property owners,
business tenants and nearby residents.
The comment period for the DEIR ended on April 22, 2002 and comments are being
prepared for inclusion into the Final Environmental Impact Report (FEIR).
DISCUSSION
On June 5, 2002 the Planning and Transportation Commission will be reviewing the
Redevelopment Plan for conformity to the Comprehensive Plan and making its report and

recommendations to the Agency. The Planning and Transportation Commission will also
be making a recommendation to the Agency about certification of the FEIR.
As a final step before the Agency adopts the Plan and FEIR, redevelopment law requires
that a joint public hearing be set by the City Council and Redevelopment Agency to
receive written comments on the Plan and FEIR.
POLICY IMPLICATIONS
This recommendation is consistent with existing City policies.
RESOURCE IMPACT
No additional resources are required a~ this time.
ENVIRONMENTAL REVIEW
This action by the City Council is not considered a project under the California
Environment Quality Act.
