HomeMy WebLinkAbout2002-03-18 City Council (11)City of Palo Alto City Manager’s Report TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: POLICE DATE:.MARCH 18, 2002 CMR:179:02 SUBJECT:RECEIPT OF CALIFORNIA LAW ENFORCEMENT EQUIPMENT PROGRAM (CLEEP) FUNDS IN THE AMOUNT OF $48,738 This is an informational report and no Council action is required. DISCUSSION The 2000 State Budget Act allocated $75 million in California Law Enforcement Equipment Program (CLEEP) monies for "one-time" grants to local law enforcement agencies for the specific purchase of high-technology equipment. In fiscal year 2001-02, CLEEP monies were included once again in the State budget, although at a much lower level of funding. The 2001- 02 State budget provision requires that the State Controller allocate a minimum grant of $30,000 to each police department and sheriff’s office in the state, with the balance of any remaining funds to be allocated in accordance with the proportionate share of the State’s total population that resides in each county and city. The Palo Alto Police Department has received $48,738 in CLEEP funds for the current fiscal year. These funds are included in the mid-year Budget Amendment Ordinance (CMR: 137:02). Staff proposes using .approximately $17,000 of the awarded funds to equip an in-house computer forensics lab. An additional $11,000 will be used for the.purchase of two new software systems: an Investigative Services case management system and a warrants module for the existing Records Management System (RMS). The remaining $20,000 will be used to purchase technology equipment such as night vision goggles, sound meters, intoxilizers, digital cameras and officer safety equipment. RESOURCE IMPACT Palo Alto’s CLEEP entitlement of $48,738 has been received by the City and has been added to ’revenue with offsetting expenses in the Police Department’s 2001-02 budget.
