SUBJECT:APPROVAL OF THE CITY MANAGER’S APPOINTMENT OF
LESLIE LOOMIS AS THE DIRECTOR OF HUMAN RESOURCES
I am pleased to recommend for your approval the appointment of Leslie Loomis as the
Director of Human Resources. Leslie is currently the Human Resources Director for the City
of San Carlos, where she established the department and has overseen it for the past 14 years.
In addition, Leslie has developed¯ and led a Supervisory Academy Program, instituted a
number of successful employee appreciation programs and oversaw the Quality of Life
Program in San Carlos. Prior to her tenure in San Carlos,¯ Leslie spent four years working
with the City of Redwood City.
Loomis, a resident of Redwood City, will head the City’s Human Resources Department,
which includes 15 employees and an annual budget of $2.3 million.
Leslie was selected from a final group of three candidates, which resulted from a regional
search initiated in September. Leslie will begin her new assignment on April 15.
