RECOMMENDATION
Staff recommends that Council authorize a Budget Amendment Ordinance (BAO)
reallocating $46,238 from the Police Information Systems Master Plan Capital
Improvement Project (CIP 19109) to the Fire/Communications Computer System
CIP 19312 for the purpose of purchasing and installing a replacement Fire Station
Alerting System.
BACKGROUND
The Station Notification System (SNS) is the mechanism whereby Fire
Department personnel are alerted to emergency calls for service in the Fire
Stations. The SNS is wired from City Hall to each of the eight Fire Stations.
Based on the type of response and location of the emergency, a tone is transmitted
to each specific station that results in the activation of bells and lights at the station
alerting the firefighters. Ad.ditionally, a signal is sent over the normal radio
frequency and the City’s wiring to the stations to ensure notification. Concurrent
with the tones, a voice dispatch of the call by a public safety dispatcher goes out
over the fire station’s public address system. Concurrent with this-process, a copy
of the call from the CAD system is sent to a printer that is located in the fire
station.
As part of the Fiscal Year 1991-92 CIP budget, Council approved $189,283 for a
multi-phased project to upgrade the Fire Department’s computer and

telecommunications technology. Phase’s I through III of the project covered the
needs analysis and procurement of a Fire records management system. Phase IV
will replace the existing SNS with a new Fire Station Alerting system. While staff
identified the need for a new fire alerting system ten years ago, challenges and
obstacles with other phases of the project, delays with vendors, a lack of former
expertise with this type of technology, prevented this project from moving forward
until this time.
DISCUSSION
The current SNS is nearly 30 years old and because replacement parts are no
longer available, is difficult to maintain. Police Department Communications
¯ technicians have had to create makeshift parts in order to keep the system
operational. It is imperative that a new system be purchased.
-Under the present system, dispatchers must go through several steps to alert Fire
Department personnel of an emergency calt. Redundant and unnecessary steps
would be eliminated with newer station alerting technology, expediting the
dispatch of fire resources to an emergency. In an operation where seconds can
mean the difference between life and death, or destruction of valuable property, an
effective and efficient alerting system is critical. When the final phase of the
project is implemented, a copy of the emergency call would be sent
simultaneously to the mobile data computer in the fire apparatus, providing both
timely and confidential communication with Fire Department personnel. This
process becomes especially important when personnel are responding to
.emergency calls from the field.
The Police Department has agreed to assume responsibility for this project. The
new station alerting system will be fully interfaced with the City’s CAD system,
which will ensure that calls are processed rapidly and thereby reducing the overall
response time of Fire Department personnel to the scene of an emergency.
Bid Process
A bid process was completed in 1997 and the desigrfouild for the project was
awarded to Telecommunications Engineering Associates of San Carlos.
Inflationary cost adjustments from the 1997 quote of $117,392 will be negotiated
with the vendor upon approval of this BAO by City Council. In addition, $22,500
will be paid to Public Safety Systems Incorporated (the Police Department’s CAD
vendor) for software programming changes to interface the new Fire Station
Alerting system with other critical public safety computer applications.

RESOURCE IMPACT
Approximately $145,000 is needed to complete the hardware purchase and
professional services required to install the new Fire Station Alerting System. The
attached BAO requests an additional appropriation of $46,238 for CIP Project
19312, Fire/Communications Computer System, offset by transferring funds from
CIP Project 19109, Police Information Systems Master Plan. This project has a
remaining balance of $46,238, originally set aside to purchase the hardware
needed to upgrade the Computer Aided Dispatch (CAD) system hardware from an
HP3000 system to an NT-based system. The NT-based system was under
development by the CAD vendor when the system was purchased in 1999 and was
only recently made available. Since then, Staff has reevaluated this upgrade and
believes that given the current speed and reliability of the existing hardware, this
upgrade is not needed. This BAO has no impact on the Budget Stabilization
Reserve and no future year General Fund ongoing costs.
POLICY IMPLICATIONS
This agreement is consistent with existing City policy.
TIMELINE
Once approved, it is anticipated that this project will be complete by May 2002.
ENVIRONMENTAL REVIEW
This project is exempt from the requirements of the California Environmental
Quality Act (CEQA), pursuant to Section 15301 of the CEQA guidelines.

WHEREAS, pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Council on June ii,
2001 did adopt a budget for fiscal year 2001-02; and
WHEREAS, the current Station Notification System (SNS) is
nearly 30 years old and it is difficult to find replacement parts
and maintain; and
W~EREAS, upgrading the existing system with a new Fire
Alerting System will allow quicker response time for safe.ty
personnel; and
WHEREAS, the budget needs to be amended to transfer $46,238
from CIP 19109, Police Information Systems Master Plan to CIP 19312,
Fire/Communications Computer System; and
.; :WHEREAS, this transfer of .previously appropriated funds is a
one-time event and no future year General Fund ongoing costs are
anticipated; and
WHEREAS, City Council authorization is needed to amend the.
2001-02 budget as hereinafter set forth.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION I. Th@ sum of Forty Six Thousand Two Hundred Thirty-
Eigh% ($46,238) is hereby transferred from Capital Improvement
Project Number 19109 to. the appropriation for Capital Improvement
Project Number 19312.
SECTION 2. This transaction will reduce the amount
appropriated to CIP project 19109 from $46,238 to $0 resulting in
no impact to the Budget Stabilization Reserve.
SECTION 3. As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION 4. The Council of the City of Palo Alto hereby finds
that this project is exempt from the provisions of the California
Environmental Quality Act pursuant to Section 15301 (Existing
Facilities) of the CEQA Guidelines, therefore, no environmental
impact assessment is necessary.
SECTION 5. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.

I. Summary
The Palo Alto Fire Department issued a Request For Proposal in 1996 for a fire
station alerting system. Our firm was selected by the City to design and build the
new system. This document is the firs.t deliverable product wherein specific needs are
identified and firm costs are set forth.
We have confirmed the City’s conclusion that the existing station alerting system
must be replaced due to its age and condition. A commercially available system
made by Zetron, Inc., known as the Model 6/26, meets the City’s requirements. It is a
modem system that uses polled digital communication to assure reliable operation,
and can be integrated with a computer aided dispatch system. We recommend that
this product be used to replace the aging alerting system.
Existing Equipment And Facilities
The TEA staff conducted a detailed inspeetion of the Palo Alto fire stations to
determine the requirements for each facility. The existing fire station alerting system,
known as the Selective Notification System (SNS) uses proprietary hardware that was
manufactured by SpeedCall, Inc. about twenty years ago. It is a very complex system
and we are not aware of any direct replacement that is commercially available in
today’s market. The SNS equipment must be replaced due to its age and condition.
No components of the original system, except for some the building wiring and PA
speakers, should be reused.
The SNS equipment includes integrated public-address ~PA) amplifiers. As a result,
new PA amplifiers will need to be furnished for all fire stations. The larger stations
will require multiple PA amplifiers to achieve fault resistance and to accommodate
the increase in the total number of speakers that will be installed.
The SNS equipment at each fire station use two independent sources of audio from
the Communications Center. One audio source is delivered via wireline and the other
via radio. Unlike the proposed Zetron system, an SNS fault would only be reported
during a station alert. No self-testing is performed.
The wireline facilities that connect the Communications Center with the fire stations
are a combination of City-owned cane and Pacific Bell facilities. Pacific Bell
facilities are used only for the fire stations that are not equipped with City cable. It is
important to note that the City’s cable was not designed for digital data
communications, like the Zetron station alerting system uses. We believe that it will
probably work satisfactorily, however we cannot guarantee its performance. The City

should be prepared to use Pacific Bell facilities if problems develop with the City
cable.
Most fire station PA speakers can be reused, even though many of the speakers have
not been in service for several years. Many of the speakers are currently not utilized,
however we have tested most of them and determined that they are suitable for reuse.
Several new speakers and some wiring will need to be added. Specific details are
included in this report.
Zetron Model 6/26 Equipment
The proposed Zetron Model 6/26 system will be configured only for communication
over wireline. It will be setup for continuous polling to assure a fully supervised
system. ;Yhis design will provide a facility to immediately notify the dispatcher of a
failure of the Zetron equipment or the wireline communications facilities. It will not
be required to wait until adispatch occurs to discover that there is a fault condition.
The PA amplifiers and speakers at the fire stations will not be supervised. In other
words, the dispatcher will not be made aware of a fault condition if a PA system fails
at a fire station.
The Zetron station alerting system will be configured to support a computer printer at
each fire station, however printers will not initially be provided. It will be possible to
use the Zetron facilities to send printed information to the stations if the City’s
computer aided dispatch (CAD) system has the appropriate interface software.
Printers are not being provided as part of. this project, however all of the
communications components are included. The City intends to procure the printers as
¯ part of its CAD project.
The advantage to Using the Zetron system to support the CAD printers is that no
additional communications lines will be needed to the fire station. The disadvantage
to using the Zetron system to send printed data to the fire stations is that the quantity
of data must be kept relatively low. It will not be practical to send lengthy reports to
station printers due to potential problems with contention for time on the
communications line. Sending large amounts of data to the printers could delay the
station alerting process. Sending dispatch data should work satisfactorily.
Secondary Station Alertin~ System
A secondary station alerting system is an important requirement for all fire station
alerting systems. It should be used only in the event of a failure of the Zetron
equipment or of a communications line between the Communications Center and a

fire station. We recommend that secondary alerting be done by using DTMF (Touch-
Tone) signaling over the primary radio channel.
The secondary system will unmute the PA speakers and provide a single relay contact
closure for building light control, It will not generate audible alert tones at the fire
stations, like the Zetron system does. We recommend that all dispatch broadcasts be
prefaced with an alert tone generated at the Communications Center. This tone would
be heard in the station and should be sufficient to get the attention of the crew.
Recommended Common Features
Our detailed design for the fire station alerting system includes the following specific
criteria.
TEA will furnish and install a new equipment cabinet for each fire station. This
cabinet will be installed where the old SNS equipment is currently located. The
new cabinet will be mounted on the wall, where possible. If wall mounting is not
practical, the City shall provide a suitable shelf or supporting platform. TEA will
install PA amplifiers, station alerting radio, and secondary alerting system
decoders in the new cabinet.
TEA shall reuse existing wiring and PA speakers where possible. New wiring
will be installed in the most expedient manner possible, consistent with reliable
operation. TEA will not furnish or install metallic or PVC conduit for this
project.
Existing antennas will be reused for the station alerting radios.
The Zetron Model-6 equipment will be mounted at the existing SNS enunciator
location, unless otherwise noted in this document.
All PA systems will use industry-standard 70v line for speaker connections.
New PA speakers will be provided at the locations indicated. The new PA
speakers will have individual volume controls located inside the speaker housing,
unless otherwise noted.
There will not be any provision to set a "minimum volume level" at individual
speakers.
Timers will be provided to automatically cause radio audio to be distributed to all
PA speakers during daylight hours (as specified by the Fire Department). The

monitor audio will be at a volume lower than what will be heard during a
ringdown.
TEA shall furnish and install optional custom-built remote acknowledgment and
indicator panels at the specified locations. The panels will have an indicator lamp
that illuminates during a station ringdown, and extinguishes when the call is
acknowledged. Individual lamps for each apparatus will not be provided.
Specific Zetron Equipment Features And Options
The following implementation-specific features are recommended for the Zetron
Model 6/26 station alerting system.
Two-wire dedicated telephone circuits will be required between each fire station
and a "distributed data bridge" that will be furnished and installed at the-
communications center equipment room. These circuits may be provided by
Pacific Bell, or CRy-owned telecommunications cable may be used. The circuits
must be point-to-point, have an end-to-end loss of less than 20dB. Hum and noise
must be lower than -60dBm and be free from any measurable echo (with the line
properly terminated at each end). W~ believe that the Zetron equipment will work
satisfactorily over the City-owned cane, however we do not offer any warranty
for reliability.
Dispatch audio will be sent from the Commtmications Center to the fire stations
only via radio. Voice audio will not be sent to the stations over the wireline used
for the Zetron station alerting system.
The wireline communication facilities between the Communications Center and
the fire stations will accommodate data transmission for routine self-testing, status
transmission, and control of the alerting equipment. Data from a computer aided
dispatch system can also be sent over these lines to printers.
The Zetron station alerting system shall provide a momentary-contact relay
closure for control of the fire station lights. The fire station electrical system shall
control the duration that the lights remain ,on. TEA shall furnish a normally open
relay contact as part of the Zetron system. Separate contact cIosures for up to
three (3) zones per station shall be provided.
The zoning for automatic building light control will be determined by the
configuration of the building electrical system and not by the Zetron equipment.
TEA shall not make any modifications to the building electrical system, but wilI
provide consulting assistance to City staff when necessary.

configured to louder than the normal radio monitor volume.
¯PA speakers will remain in the "alert" mode after a ringdown is received for a
predetermined time. No manual reset will be provided.

Sound quality in the apparatus bay could be significantly improved by using "Sound
Sphere" type speakers. We recommend that two such speakers be installed.
The existing wiring presently used for the SNS enunciator will be reused for the
Zetron Model-6.
The City shall provide 117VAC electrical power, receptacles (served by the building
generator) in the communications equipment closet and near the location where the
Zetron Model 6 will be installed.
New wiring furnished and installed by TEA will in most cases be run on the surface
in Panduit raceway due to restricted access to ceilings and walls.
An optional "remote acknowledge button" will be furnished and installed in the
upstairs hallway using existing wiring.

Sphere" type speakers. We recommend that four (4) such speakers be installed.

The existing wiring presently used for the SNS enunciator will be reused for the
Zetron Model-6.
The City shall provide 117VAC electrical power receptacles (served by the building
generator) in the communications equipment closet and near the location where the
Zetron Model 6 will be installed.
New wiring furnished and installed by TEA will in most cases be mn on the surface
in Panduit raceway due to restricted access to ceilings and walls.
An optional "remote acknowledge button" will be furnished and installed in the
hallway of the dormitory area.

The City shall provide a clearly labeled point of demarcation for all telephone circuits
and City-owned cable used for the station alerting system.

Warranty & Maintenance Services
TEA shall include the manufacturers standard warranty for all equipment that is
provided as part of this project to the City. This type of warranty generally
requires that a component be deinstalled and sent to the manufacturer for repair.
The manufacturer will repair or replace the defective item without charge during
the warranty period. The labor necessary to diagnose, remove, ship to the
manufacturer and reinstall will be furnished by TEA without additional charge for
a period of 60 days after the system is put into routine service.
The City may opt to have TEA be the single point of contact for all maintenance
and repair issues after the 60 day period for the monthly maintenance fee that is
listed in the detailed cost worksheets.
