IMPACT OF FEE/RESTRICTIVE USE TIMES ON SENIOR GOLF
ROUNDS
This is an informational report and no Council action is required.
BACKGROUND
In December 2000, golf fees were revised (CMR:455:00) to incorporate changes
recommended by the Parks & Recreation Commission, including changes to senior golf
fees. On approving the fees, the Finance Committee requested that staff provide a report
on what impact the new fees had on the number of senior golf rounds played.
DISCUSSION
The new golf fee increases became effective January 1, 2001. As a part of golf fee
changes, staff recommended that senior monthly playcard use be restricted to use
Monday through Thursday before 8:30 a.m. and after 1 p.m. during Pacific Daylight
Savings time. During non-daylight savings time, the cards would be valid anytime
during the day. The intent of the change was to reduce discount play during ’spring and
summer prime time golf periods, while continuing to provide seniors with a variety of tee
time opportunities.
Staff analyzed senior golf rounds data from January through September 2001,
representing 9 months of activity. During that period, overall senior golf rounds have
increased 4.63 percent or 43 rounds.
The senior 10-play discount card rounds increased 44.5 percent or 107 rounds. Senior
Daily fee and Senior Monthly discount card rounds decreased by 25 percent or 64 rounds
during the same period.

Overall, seniors are taking advantage of the flexibility and discounts offered by the 10-
play discount card and are reducing their use of senior discount daily fee and restrictive
monthly discount card. The implementation of the new fees and policies has not
negatively affected senior golfroun~ts~
