City Manager’s Report
TO:HONORABLE CITY COUNCIL
FROM:CITY MANAGER DEPARTMENT: PLANNING AND
COMMUNITY ENVIRONMENT
DATE:NOVEMBER 24, 2003 CMR: 507:03
SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) CITIZEN
ADVISORY COMMITTEE (CAC) RECRUITMENT PROCESS
This is an informational report and no Council action is required.
BACKGROUND
The Community Development Block Grant (CDBG) Citizen Participation Plan (Plan)
was adopted by City Council on May 8, 2000 and was amended on December 16, 2002.
The Plan calls for a nine-member Citizen Advisory Committee (CAC) to encourage
citizen participation in the development, implementation, and assessment of the CDBG
program. CAC members are advisory to staff on the expenditure of CDBG funds and
CDBG process. Committee members are appointed by the Mayor to serve a two-year
term. Members may serve no more than two consecutive two-year terms.
DISCUSSION
The Planning Division is now recruiting new members for the 2004 CAC to fill the
available slots. The majority of CAC meetings will be held on either Tuesday or
Thursday evenings during the months of January and, if necessary, February. Since the
City initiated a 2-year funding cycle in 2003, the number of CAC meetings has decreased
significantly in the second year of the 2-year cycle. CAC applicants must live or work in
Palo Alto. Those who are, or who advocate for persons of low and moderate incomes,
persons with disabilities, members of minority groups, or elderly are encouraged to
apply.
Applications are now available at the Planning Division counter on the fifth floor of City
Hall, and will be accepted until 5:00 p.m. On Monday, December 1, 2003. An application
for the CAC is attached.
