Recommendation
Staff recommends that Council:
Approve and authorize the City Manager or his designee to execute Contract
Amendment No. 1 (Attachment A) to Contract No.C10135025 with Alta
Planning + Design, in the amount of $266,647 for preliminary design and
environmental assessment services for the Pedestrian & Bicycle Overpass at
Highway 101 (CIP PE-11011). The amendment also includes a feasibility study of
an Adobe Creek Reach Trail –(Phase 1),leading to the overpass. This amount
includes $238,037 for basic services and $28,610 for additional services. The
revised contract amount is not to exceed $377,628, including $338,929 for basic
services and $38,699 for additional services.
Executive Summary
Staff is recommending that the City utilize a design consultant to prepare a
preliminary design and environmental review of a pedestrian and bicycle bridge
over Highway 101 near San Antonio Road. The work would include exploring the
feasibility of a new trail along Adobe Creek to link up with the bridge.In
November 2011, Council approved the concept of a bridge and staff is now

returning to Council with specific next steps.Staff is exploring funding options and
including a design competition as part of the design process.
Background
This project provides year-round access in south Palo Alto between the Baylands,
business parks, and residential districts.Six-month seasonal access is provided by
the Adobe Creek underpass during fair weather conditions.An existing
overcrossing at Oregon Expressway is approximately 1.4 miles north and
inconvenient for users who live in south Palo Alto.The proposed bridge is the
top-ranked “Across Barrier Connection”project in the City’s Draft Bicycle &
Pedestrian Transportation Plan. The Bicycle & Pedestrian Transportation Plan
also identifies the Adobe Creek Reach Trail as the second highest ranked Trail and
Shared Use Pathway project. Feasibility and design of the Adobe Creek Reach
Trail with the Adobe Creek/Highway 101 crossing is recommended as the trail
project is immediately adjacent to the proposed bridge site and provides an
alternative to access the proposed bridge.
The City realizes 43,000 current users at the Adobe Creek seasonal crossing and
the feasibility study identifies potential users of this facility may grow to 74,000
annually.The City is in the process of improving the bike network to the bridge
site with proposed enhanced bikeway facilities on Fabian Way, the closure of bike
lane gaps on Charleston Road between Fabian Way and the City of Palo
Alto/Mountain View border, and new bike route improvements on San Antonio
Avenue.
In April 2010, Alta Planning +Design (Alta) was hired to prepare conceptual design
plans and a feasibility study for the preferred over-and undercrossing at Highway
101 for a new Pedestrian/Bicycle Project. In November 2011, The Palo Alto City
Council unanimously accepted the study that identifies an overcrossing across
Highway 101 at Adobe Creek as the preferred location to provide year-round
pedestrian and bicycle access (Attachment B).Preliminary cost estimates for the
Adobe Creek overcrossing vary from $5M to $9M depending on design elements.
Staff was asked to return to Council to begin preliminary design and
environmental assessment of the overcrossing at Adobe Creek and to consider
incorporating a design competition within the process.

Staff has been working with Caltrans Office of Local Assistance to complete all
necessary paperwork in order to begin the environmental and design phase of the
project. Staff was informed that a Cooperative Agreement between the City and
Caltrans was also necessary because this project spans State Highway 101.
Potential Funding
There is a total of $10.4M of Santa Clara County funds from Stanford University
for mitigating an environmental impact due to the Stanford campus planned
expansion proposed in 2001. In February 2012, the terms to earmark and
administer these funds were specified in an agreement between the County and
Stanford University. During the May 22, 2012, County of Santa Clara Board of
Supervisors (Board) meeting, the Board deferred action on the proposal to
dedicate $5M of the County’s Stanford mitigation funds towards the City’s Adobe
Creek/Highway 101 overcrossing project. This action included deferral of an
additional $3M from the same funds to complete the Dumbarton Link of the Bay
Trail. Members of the Palo Alto Parks & Recreation Commission,the Silicon
Valley Bicycle Coalition, Silicon Valley Leadership Group, and the community
spoke in favor of dedicating $5M towards the overcrossing. The Board requested
that County staff identify a list of projects for which the funds may be eligible and
requested County staff to prepare project proposals by June and then return to
the Board in August 2012 for approval.
Discussion
The current contract allows the City to amend Alta’s contract to provide
preliminary design and environmental assessment services, if the City so chooses.
Alta has provided excellent services and staff recommends that the City use Alta
to provide consultant services for this next phase,which includes preliminary
design and an environmental assessment for the Highway 101 Pedestrian/Bicycle
Bridge at Adobe Creek.In addition, the City would like to perform a feasibility
study to improve the Adobe Creek Reach Trail access to the bridge site based on
community feedback during the review of the City’s Draft Bicycle and Pedestrian
Plan. Consultant services will include structural, civil, geotechnical,
environmental, surveying, and traffic engineering as required.
Scope for the project includes:

·Public outreach and community input on two bridge options for safe
pedestrian and cyclist travel over Highway 101;
·Refining approach options and alternatives (bridge width, alignment over
Highway 101, position of approach ramps on either side of Highway 101);
·Cost estimating of approach options with an evaluation of structural bridge
types and constructability in an effort to minimize construction costs;
·Special studies (sun/shadow,traffic, geotechnical, lighting);
·Environmental assessment that defines the environmental impacts and
mitigation measures;
·Recommendation of a preferred bridge approach option based on
environmental analysis and community feedback; and
·Feasibility, conceptual design, cost estimates and coordination to install a
bike trail along Adobe Creek with the Santa Clara Valley Water District
(SCVWD)
Adobe Creek Trail Feasibility Study
The Adobe Creek Reach Trail project proposes a new trail along the Adobe Creek
levy managed by the SCVWD between East Meadow Drive and West Bayshore
Road. The Adobe Creek Reach Trail feasibility study includes preliminary design,
community outreach, engineer’s estimates and development of a Memorandum
of Understanding with the SCVWD for future implementation of the project. This
project is recommended to be completed concurrently with the Adobe
Creek/Highway 101 project as the bridge alignment may ultimately impact the
trail project. The trail could become a preferred access point to West Bayshore
Road and the bridge. As a requirement of the SCVWD, completion of the bridge
would be necessary before future grant opportunities are pursued to build the
path.
Public Outreach and Coordination with Agencies
The project includes public outreach and meetings with the community, boards
and commissions, various agencies such as SCVWD, Caltrans and private utility
companies. The City will gain input on the bridge options, discuss opportunities
and constraints and cost estimates of the bridge project. The environmental
assessment process also will include outreach for public and agency comments.
Through a separate agreement with Pacific Gas and Electric, a catenary study will
be performed to evaluate the cost to relocate the high voltage lines should the
vertical clearances not be sufficient between the high-voltage wires and the

proposed bridge. The City will work with Caltrans to obtain the required
agreements for work with in the State right-of-way. Staff will return to Council at
a later date to execute the agreements with Caltrans.
Future Funding and Design Competition
This overcrossing project appears to be eligible for the County’s Stanford
mitigation funds and potential funding will likely be discussed during the Board
meetings tentatively scheduled for this June and August. Staff will continue to
work with County staff should there be a need for additional information about
the project.Funding through State and Federal grants is more likely upon
completion of the Environmental Impact Report (EIR)and the preliminary design
to provide enough information on the environmental mitigations, optimum bridge
alignment, ramp touch-down locations, bridge width and height. Staff continues
to pursue public-private partnerships and grant opportunities as they become
available.
This preliminary design information,coupled with refined cost estimates,could
provide sufficient design criteria and guidelines to begin a design competition. A
design competition process could include a pre-qualification step, a request for
proposals and establishment of selection panel. Following selection of a design
and designer,the options would be: 1) to amend the current contract and include
the designer on the existing team; 2) to establish a new contract with the winning
designer;or 3) establish a new contract with a design/build firm. Before the EIR
process is complete, staff will return to Council this winter with more detail and to
provide an opportunity for Council to weigh in on a design competition process
once the preliminary design shows the exact location of the approach ramps and
bridge alignments.
Resource Impact
Funds for the bridge project in the amount of $226,705 are included in the FY
2011 Highway 101 Pedestrian/Bicycle Overpass Project Capital Fund budget
(Capital Improvement Program Project PE-11011). Funds for the Adobe Creek
Reach Trail feasibility study in the amount of $39,942 are included in the Capital
Improvement Program (PL-12000, Transportation and Parking Improvements).
Policy Implications
Authorization of this project does not represent a change in existing City policies

including Comprehensive Plan Transportation Element Policies.
In addition, the Adobe Creek/Highway 101 Overcrossing project and adjacent
Adobe Creek Reach Trail project is identified as top-priority projects in the City’s
Bicycle a Pedestrian Transportation Plan.
Environmental Review
The bridge project is subject to the requirements of the California Environmental
Quality Act (CEQA). An Initial Study will be completed during this design phase.
Initial environmental analysis indicates that an Environmental Impact Report (EIR)
would be required for the proposed project. Areas of potential impacts that
would likely be analyzed include sun/shadow impacts, short-term construction
(including noise), visual and traffic impacts. The environmental analysis will be
done in accordance with the National Environmental Protect Act (NEPA)
concurrently in anticipation of any Federal grant funding.
The Adobe Creek Trail work is a planning and feasibility study and therefore
exempt from CEQA review pursuant to Section 15262 of the CEQA guidelines.
Should a trail project be approved, an environmental assessment in accordance
with CEQA would be prepared during the next phase of the project.
Next Steps
Pending Council approval of the contract amendment, the tentative project
timeline is as follows:

AMENDMENT NO. 1 TO CONTRACT NO. C10135025
BETWEEN THE CITY OF PALO ALTO AND
ALTA PLANNING + DESIGN
This Amendment No. 1 to Contract No. C10135025 (“Contract”) is entered into on
________________, 2012 by and between the CITY OF PALO ALTO, a charter city and a municipal
corporation of the State of California (“CITY”), and Alta Planning + Design, a corporation in the State
of California, located at 1410 Third Street, San Rafael, CA 94901 (“CONSULTANT”).
R E C I T A L S:
WHEREAS, the Contract was entered into between the parties for the provision of
profession consulting design services for the Highway 101 underpass/overpass pedestrian/bicycle
feasibility study (“Project”); and
WHEREAS, the parties wish to amend the Contract to increase the scope of services,
schedule of performance and compensation;
NOW, THEREFORE, in consideration of the covenants, terms, conditions, and
provisions of this Amendment, the parties agree:
SECTION 1. Section 1, SCOPE OF SERVICES is hereby amended to add the following:
“Consultant shall perform the services described in Exhibit “A” as revised in
accordance with the terms and conditions contained in this Agreement. The performance of all
Services shall be to the reasonable satisfaction of the CITY.”
SECTION 2. Section 3, SCHEDULE OF PERFORMANCE, is hereby amended to add the
following:
“Time is of the essence in the performance of services. CONSULTANT shall complete the Services
within the term of this Agreement and in accordance with the schedule set forth in Exhibit “B”, as
revised, attached to and made part of this Agreement. Any Services for which times for
performance are not specified in the Agreement shall be commenced and completed by
CONSULTANT in a reasonably prompt and timely manner based upon the circumstances and
direction communicated to the CONSULTANT. CITY’S agreement to extend the term or the
schedule for performance shall not preclude recovery of damages for delay if the extension is
required due to the fault of the CONSULTANT.”
SECTION 3. Section 4, NOT TO EXCEED COMPENSATION, is hereby amended to read
as follows:

“ The compensation to be paid to CONSULTANT for performance of the Services
described in Exhibits “A”, including both payment for professional services and reimbursable
expenses, shall not exceed three hundred thirty eight thousand nine hundred twenty nine dollars
($338,929). In the event Additional Services are authorized, the total compensation for services
and additional and reimbursable expenses shall not exceed three hundred seventy seven thousand
six hundred twenty eight dollars ($377,628). The applicable rates and schedule of payments are set
out in Exhibit “C”, as revised, which are attached to and made part of this Agreement.
Additional Services, if any, shall be authorized in accordance with and subject to the provisions of
Exhibit “C”. CONSULTANT shall not receive any compensation for Additional Services performed
without the prior written authorization of CITY. Additional Services shall mean any work that is
determined by CITY to be necessary for the proper completion of the Project, but which is not
included within the Scope of Services described in Exhibit “A”.
SECTION 4. Section 12, SUBCONTRACTING, is hereby amended to read as follows:
“Notwithstanding Section 11 above, CITY agrees that subconsultants may be used to
complete the Services. The subconsultants authorized by CITY to perform work on this Project are:
1. Mark Thomas and Company ‐ Transportation, Civil and Structural Engineering, Survey
Support
2. ESA ‐ Environmental Analysis
3. Parikh ‐ Geotechnical Engineering Support
4. AEC ‐ Lighting
CONSULTANT shall be responsible for directing the work of any subconsultants and for any
compensation due to subconsultants. CITY assumes no responsibility whatsoever concerning
compensation. CONSULTANT shall be fully responsible to CITY for all acts and omissions of a
subconsultant. CONSULTANT shall change or add subconsultans only with the prior approval of the
city manager or his designee. “
SECTION 5. Section 13, PROJECT MANAGEMENT, is hereby amended to read as
follows:
“CONSULTANT will assign Randy Anderson as the principal‐in‐charge to have
supervisory responsibility for the performance, progress and execution of the Services and Casey
Hildreth as the project manager to represent CONSULTANT during the day‐to‐day work on the
Project. If circumstances cause the substitution of the principal‐in‐charge, project manager, or any
other key personnel for any reason, the appointment of a substitute principal‐in‐charge and the
assignment of any key new or replacement personnel will be subject to the prior written approval
of the CITY’s project manager. CONSULTANT, at CITY’s request, shall promptly remove personnel
who CITY finds do not perform the Services in an acceptable manner, are uncooperative, or present
a threat to the adequate or timely completion of the Project or a threat to the safety of person or
property.
The CITY's project manager is Elizabeth Ames, Public Works Department, Engineering Services
Division, at P.O. Box 10250, Palo Alto, CA 94303, Telephone: 650.329.2502. The project manager
w ill be the point of contact with respect to performance, progress and execution of the Services.
The project engineer is Holly Boyd, Telephone: 650.329.2612. The CITY may designate an alternate
project manager from time to time.
SECTION 6. The following exhibit(s) to the Contract is/are hereby amended to read
as set forth in the attachment(s) to this Amendment, which are incorporated in full by this refer
ence:
a. Exhibit "A" entitled "SCOPE OF SERVICES".
b. Exhibit "B" entitled "SCHEDULE OF PERFORMANCE".
c. Exhibit "c" entitled "COMPENSATI ON & HOURLY RATE SCHEDULE".
SECTION 7. Except as herein modified, all other provisions ofthe Contract, including
any exhibits and subsequent amendments thereto, shall remain in full force and effect.

Scope of Work
General Information/Background
The Highway 101 Pedestrian/Bicycle Overcrossing Feasibility Study was completed and approved by the
City Council in November 2011. The result of the feasibility study was the preference for an overcrossing
at the Adobe Creek location to provide year-round access for pedestrians and cyclists over Highway 101.
The next steps for implementation of the overcrossing project is to refine and evaluate bridge
alignment/design alternatives; identify a preferred alternative with community input; conduct
environmental review and secure project funding; and initiate the Caltrans permitting and approval
processes. Because this project crosses over Highway 101, a Caltrans facility, the project must comply with
Caltrans procedures as outlined in the Caltrans’ Project Development Procedures Manual (PDPM) dated
September 29, 2011. Upon review of this manual and in consultation with Caltrans staff, this project is
expected to require the development and approval of a Permit Engineering Evaluation Report (PEER).
The intent of this phase of the project is to provide sufficient information to make decisions on preferred
alignment and understand costs associated with construction, right of way, utilities and mitigation
measures. Should the City decide to proceed with a project to construct an overpass, the preliminary design
shall be used as the basis to pursue funding opportunities project and for Caltrans review. A separate bridge
design competition process will be considered to select a designer simultaneously or after the completion of
this phase to guide the project through to construction.
Closely related but independent from the bridge overcrossing design is the potential for a trail connection
along Adobe Creek from the existing seasonal underpass to E. Meadow Drive utilizing the existing Santa
Clara Valley Water District (SCVWD) maintenance road. In order to ensure compliance with SCVWD
guidelines and to position this project for outside grant funding, a separate trail feasibility study and
preliminary design task is included in the scope of work.
Services
Alta Planning + Design will serve as the Prime Consultant and provide project management, planning,
public outreach, and data collection services. Mark Thomas and Company, Inc. (MTCo) will provide
engineering, survey, and structural design services including Caltrans coordination. ESA will provide
environmental documentation services, Parikh Consultants will provide geotechnical investigation services,
and ACE will provide electrical engineering services for this Scope of Work.
Consultant services will consist of preliminary design & engineering, public involvement, and evaluation of
two feasible overcrossing alignment alternatives within the vicinity of Adobe Creek, followed by the
development and support of a preferred alternative to support project funding and environmental review. A
joint CEQA/NEPA environmental assessment will be conducted along with data collection of pedestrian,

bicycle, motor vehicle, and leisure/recreational activities and needs to inform the project’s basis of design,
outreach, and mitigations. An additional task includes a feasibility study and preliminary design for the
Adobe Creek reach trail, which will follow an independent project schedule and for which the City will
perform environmental evaluation services.
Task 1 –Project Initiation / Management
Task 1 includes project kickoff and scoping activities, ongoing project oversight, and an initial site visit to
collect data from which decisions can be made.
Task 1.1 Project Kickoff/Scoping
An organization and scoping meeting will be held with staff and others (as directed) to:
a. Introduce key staff accessible to the consultant team
b. Review objectives of the project
c. Review scope of services
d. Confirm project area limits
e. Collect available data and published materials
f. Establish meeting and presentation schedule
g. Establish communication channels with other departments
h. Review and list State and Federal required elements
i. Review and list all applicable design and planning standards
j. Coordinate with City departments and other agencies
Task 1.2 Project Management
This task includes overall project oversight and quality control, as well as regular meetings/calls with the
Public Works Department, other City departments and agencies, sub consultants, and potential vendors.
Alta will prepare a detailed schedule for the immediate and potential final design processes. Project
coordination activities will result in a comprehensive project work plan, schedule, submittals, project
meetings, and agendas, minutes and information. This schedule will be monitored and updated as the
project progresses.
Throughout the duration of design of this project, the Consultant Team will coordinate and communicate
with the following entities as needed:
City of Mountain View, City of East Palo Alto, City of Palo Alto (other departments)
Agency stakeholders [Caltrans, Santa Clara Valley Water District (SCVWD), Pacific Gas & Electric
(PG&E) and other utility providers, US Army Corps of Engineers (Army Corps), San Francisco Bay
Conservation and Development Commission (BCDC), and the Valley Transportation Authority
(VTA)]
Others as identified by Consultant and City
Task 1.3 Site Visit
The Consultant Team will conduct a site visit and inventory of the overcrossing and project area that will
include site photography, assessment of traffic, bicycling patterns, pedestrian/leisure activities, aerial
utilities, mature vegetation, drainage, and other features and information. These activities will result in a
site analysis diagram to be used for decision-making throughout the preliminary design phase.

Task 2 – Survey & Site Investigation
2.1 Base Mapping & Initial Topographic Survey
MTCo will provide topographic mapping for the project limits of the Adobe Creek Overcrossing and Reach
Trail projects, at 1”=40' scale with 1' contours. MTCo will prioritize the collection of existing survey data
from Caltrans, including for the Highway 101 Auxiliary Lane Project, and perform conform topographic
surveys to supplement existing base survey information at locations where elevations of features need to be
more precisely determined for design purposes.
2.2 Utilities
MTCo is a professional licensed surveyor and will survey the locations of surface-visible utilities not
shown on existing maps and provide inverts of accessible gravity utilities along the two frontage roads.
The Consultant team will consult with PG&E to determine the feasibility of raising the existing 60kV lines
and necessary horizontal and vertical clearance distances. For activities requiring work on land not
controlled by the City, the Consultant will obtain the necessary written permission to enter the premises.
2.3 Right of Way
Sufficient street monuments will be located so that the right-of-way lines of Highway 101 and the adjacent
properties of the parcels affected by the proposed crossing may be geo-referenced to the topographic
surveys. Right of way determination will be based on the locations of these monuments along with title
reports, available maps and documents from Santa Clara County Official Records and Caltrans records.
Property ownership will be based upon title reports and Assessor’s information.
Plat exhibits and legal descriptions for parcel acquisitions, including temporary construction easements,
will be prepared by MTCo. It is assumed that only Assessor’s Parcel Number 127-10-103 may be affected
by acquisition, and the maximum number of plats and legal descriptions is two.
Task 2.4 Preliminary Geotechnical Report
Parikh will prepare the Preliminary Foundation Recommendation Report for the Bridge APS Report. The
potential geotechnical/geologic impacts and mitigations will be discussed on a broad basis including but
not limited to geology, seismic impacts, groundwater conditions, etc. for the proposed structure
foundations. Generally, the geotechnical issues relevant to the proposed project are presented in a
qualitative manner with no specific design recommendations. Certain design assumptions are made as to
the type of foundations, approximate pile lengths and approximate slope angles. These are helpful in
defining the overall design and evaluating the cost impacts. The report will be based on site review and
readily available data including as-built Log of Test Borings from existing projects and other Caltrans
records. No field exploration work will be completed at this time.
Task 2.5 Preliminary Environmental Review
Project Description
A detailed description of the proposed project will be developed in consultation with the City to form the

characteristics of the project, including proposed width and height of overpass, area of footings, etc. Maps
and graphics of the general project alignment will be included to illustrate the text. The project description
will be refined based on selection of a preferred alignment for proceeding with Tasks 5 and 6.

Phase I Initial Site Assessment
The Phase I Initial Site Assessment (ISA) study will focus on the proposed crossing and related
improvements only. The ISA will be prepared to identify potential hazardous waste sites and evaluate
environmental factors that may have impacted the soil groundwater quality at the site. The study will
include data collection (VISTA report) and documents research including historical land use based on study
of aerial photographs and other relevant agency documents. No field exploration and/or testing are
proposed in this subtask.
The potential for hazardous materials shall be assessed to include potential impacts and mitigation
measures discussed on a broad basis including but not limited to an evaluation of:
potential for soil conditions to include aerial deposited lead, metals and petroleum hydrocarbons within
project boundaries
Investigate soil within, project boundaries, to determine if soil should be classified as a hazardous
waste in accordance with California Code of Regulations, Title 22.
Initial Environmental Checklist
The Alta team will evaluate each alternative project layout and identify potential environmental constraints
to assist in the determination (and evaluation) of the community preferred project alignment. This
evaluation will assume complete build-out of the Route 101 auxiliary lanes and the Adobe Creek Reach
Trail. The evaluation will also consider potential impacts from nearby land use changes in the
Fabian/Meadow Circle and Shoreline sub-areas, and other projects and factors identified by the City and
Consultant.
The discussion of potential environmental impacts at each location would be refined at this stage of the
planning process to inform the Initial Study checklist, based on information that has been developed on
alignment footprints. Subterranean impacts will also be considered at this stage, as will any suggested
mitigation for likely environmental impacts. The initial discussion of impacts would be refined to the level
of an Initial Study Checklist in Task 6.
Task 2.6 Traffic and Circulation Study
Alta will develop a traffic and circulation technical memorandum that will include an assessment of
bicycle/pedestrian and traffic counts (including an assessment of seasonal variation), a summary of existing
parking supply and utilization within the project area, and a description of conformance to local and
regional transportation plans and policies.
Preliminary identification of temporary construction impacts and development of an initial Highway 101
traffic control plan will also be prepared using bridge assumptions developed in coordination with the City.
The description of impacts and traffic control plan will be revised in Tasks 5 and 6 upon selection and
refinement of a preferred alignment.
This subtask includes the following activities:
Manage and incorporate seasonal bicycle/pedestrian counts
o 24-hour counts will be conducted for a minimum of four days (Thursday through
Sunday) in both the winter and summer months at trail and roadway locations on each
side of Highway 101 in the project vicinity, and at alternative highway crossing locations.

Task 3.3 Preliminary Cost Estimates
Mark Thomas (MTCo) will serve as the professional estimating firm and prepare an estimate of probable
cost based on the preferred design and available information on sub-surface and right-of-way conditions.
We will use clearly stated unit cost assumptions based on recent over-crossing experience in the area. Alta
will assist MTCo with its in-house database of construction cost estimates for design and operating
elements of trail, pedestrian, and bikeway facilities.
Task 3.4 Decision Matrix
Alta, with input from MTCo and ESA, will develop a decision matrix of cost estimates, opportunities and
constraints of the various design components that characterize and contrast the pros and cons of the
alternatives.

Bridge and civil/landscape design concepts will be presented to the public throughout the preliminary

Task 4.1 Initial Public Workshop
After City staff review of the site analysis, parking/traffic study, and initial bridge alignment and ramp
alternatives, the Consultant shall prepare and facilitate one community meeting to gather information and
suggestions and the project goals and objectives from the community.
The public workshop process and outcomes will be documented and summarized for City and public
review, with photos and illustrated plans/maps to accompany a written memorandum.
Task 4.2 Board/Commission/Council Meetings
The Consultant will present draft and preferred bridge alternatives, existing conditions data, landscape and
civil design concepts, and public outreach summaries to various boards, commissions, and advisory
committees, and to City Council. Attendance at up to eight (8) meetings is budgeted, as detailed in Task 4
Deliverables.
Task 4.3 Public Workshop #2
Once the City and consultant team have selected a (draft) preferred bridge alignment and complementary
site design program, the Consultant will prepare and facilitate a second community meeting that confirms
and/or identifies the necessary changes to reach a preferred alternative. The public workshop process and
outcomes will be documented and summarized for City and public review, with photos and illustrated
plans/maps to accompany a written memorandum.

quantity estimate prepared by the design engineer and unit cost information for each of the materials.
