HomeMy WebLinkAbout2003-08-04 City Council (8)TO: City Man HONORABLE CITY COUNCIL of Palo Alto ’s Report FROM:CITY MANAGER DEPARTMENT: COMMUNITY SERVICES DATE: SUBJECT: AUGUST 4, 2003 CMR: 382:03 ~N RELATIONS COMMISSION RECOMMENDATION TO THE CITY COUNC~ TO ADOPT THE PALO ALTO UNIFIED SCHOOL DISTRICT FAMILY NIGHT RESOLUTION RECOMMENDATION Staff and the City of Palo Alto’s Human Relations Commission’s (HRC) recommends that the City Council adopt a resolution in support of the Palo Alto Unified School District’s (PAUSD) Palo Alto Family Night. BACKGROUND During the 2000-2001 school year, PAUSD, in collaboration with Adolescent Counseling, Children’s Health Council, Parent Teachers Association, Parent’s Place, Palo Alto Adult Education, and the Palo Alto Medical Foundation, sponsored the Emerging Issues Forum, which focused on issues involving student health. As a result of the forum, a multi-year plan to increase awareness, skills and services to enhance the health and well-being of PAUSD students was developed. The Student Health Awareness, Resources and Education (SHARE) Committee was created to implement the parent education component of the multi-year plan. The SHARE Committee has sponsored many activities to foster collaboration between home, school and the community during the past year. DISCUSSION The purpose of Palo Alto’s Family Nights: Ready, Set, Relax! is to raise awareness about over-scheduling and its impact on families and children. The SHARE Committee, through the designated family nights, wants to encourage discussion among parents, educators, coaches, religious leaders, and community leaders about ways the community can foster a balance between family time, unscheduled time and scheduled activities. Agencies, organizations and government entities who become partners in the Family Night concept through their support of the Palo Alto Family Night Resolution are asked to eliminate scheduled activities, meetings, events and other commitments so that CMR:382:03 Page 1 of 2 families will be free to spend time together. Two nights during the year have been designated, as Family. Night: Thursday, September 4, 2003 and Thursday, January 29, 2004. The PAUSD Board adopted the Family Night concept at its June Board Meeting. Other supporters are the PAUSD Parent Teacher Association, elementary, middle and high school principals, Adolescent Counseling Services and the Palo Alto Medical Foundation. At its July 12, 2003 meeting, the HRC voted, unanimously to recommend the SHARE committee’s concept and resolution for Family Night: Ready, Set, Relax! to the City Council. RESOURCE IMPACT Approval of the Palo Alto Family Night Resolution will not result in any financial commitment to the City. ENVIRONMENTAL REVIEW This resolution is not subject to CEQA requirements. RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO DECLARING SEPTEMBER 4, 2003 AND JANUARY 29, 2004 AS PALO ALTO FAMILY NIGHT: Ready, Set, Relax! WHEREAS, Thursday, September 4, 2003 and Thursday, January 29, 2004 are designated Palo Alto Family Night: Ready, Set, Relax!; and WHEREAS, research shows that family time is an essential part of maintaining the strong family bonds that serve as a foundation for successfu!, healthy childhoods; and WHEREAS, change must occur in the institutions of our community and in the homes of individuals and families to support family bonds; and~ WHEREAS, the purpose of Palo Alto Family Night: Ready, Set, Relax! is to raise awareness about over-scheduling and its impact on families and children; to encourage community members to examine their day-to-day schedules and consciously choose what matters most; to actively involve Palo Alto parents, educators, coaches, religious leaders, and other community leaders in an ongoing dia!ogue about the ways that our contmunity can foster a balance among family time, unscheduled time, and outside scheduled activities; and WHEREAS, the SHARE Committee (Student Health Awareness through Resources & Education) encourages a collaboration of home, schoo! and community to ensure for our youth a sense of wel!-being, and a clear understanding of the many avenues toward happiness and success. NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: // // // // // 030728 sm 0053312 SECTION I. The City Council of the City-of Palo Alto declares Thursday, September 4, 2003 and Thursday, January 29, 2004 as Palo Alto Family Night: Ready, Set Relax! SECTION 2. The Council finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary.
