REQUEST BY SUNRISE DEVELOPMENT, INC. FOR APPROVAL
OF CITY COUNCIL TO ALLOW THE PLANNING AND
TRANSPORTATION COMMISSION TO CONDUCT A
PRELIMINARY REVIEW OF AN ASSISTED LIVING
DEVELOPMENT PROJECT PLANNED COMMUNITY PROPOSED
AT 2701 EL CAMINO REAL
RECOMMENDATION
Staff recommends that the City Council grant the applicant’s request for a preliminary
review of its project at 2701 E1 Camino Real by the Planning and Transportation
Commission instead of the previously planned preliminary review at City Council.
BACKGROUND
The applicant is Sunrise Development, Inc., a developer of assisted living projects.
Morris Page Mill, LLC owns the subject property. The proposed site was formerly used
as the Greenworld Nursery.
The application for preliminary review of this project was received, along with the
appropriate application fees, on January 10, 2003. On May 5, 2003, the City Council
approved the applicant’s request for a preliminary review at the City Council level.
DISCUSSION
Due to full City Council agendas and the applicant’s desire to obtain input prior to
completing the Planned Community application, the applicant has requested a
preliminary review conducted solely by the Planning and Transportation Commission.
The project is scheduled for preliminary review by the Commission on July 30, 2003.
PAMC Section 18.97.040 states, "the public study session will be conducted solely by the
planning commission; or by the planning commission initially and then by the city
council; or solely by the city council; or as a joint meeting of the city council and
planning commission, or as a joint meeting of the city council and any other city boards,

commissions or committees whose participation is deemed desirable by the city council.
Unless directed otherwise by the city council, the planning commission shall conduct a
study session on all preliminary review matters and forward its comments to the city
council."
ALTERNATIVES TO STAFF RECOMMENDATION
The City Council could direct staff not to take the application to the Commission for the
preliminary review, or to bring the application to the Council after the Commission has
conducted its preliminary review. This would allow the Council to express any concerns
with the project during a preliminary review, at such time as an agenda becomes
available. However, the applicant filed their application for preliminary review in January
of this year and has expended considerable resources to prepare for this review. Any
further delay may cause the applicant to withdraw the request for a preliminary review in
the interest of proceeding with hearings reviewing the Planned Community application.
POLICY IMPLICATIONS
Policy implications of this project would be discussed during the preliminary review
before the Planning and Transportation Commission.
ENVIRONMENTAL REVIEW
No environmental review is required for preliminary reviews. However, environmental
issues would be highlighted for the Council during the preliminary review of this project.
