y °fPal° Alt° City r’s Report TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: COMMUNITY SERVICES DATE: SUBJECT: JULY 14, 2003 CMR: 357:03 REJECTION OF BIDS FOR INSTALLATION OF IRRIGATION SYSTEM AND MAXICOM CONTROLLER AT JORDAN MIDDLE SCHOOL ATHLETIC FIELD (SCHOOL SITE IRRIGATION IMPROVEMENTS, CAPITAL IMPROVEMENT PROJECT #19801) RECOMMENDATION Staff recommends that Council reject all bids for the installation of the irrigation system with Maxicom controller at Jordan Middle School. DISCUSSION Project Description The work to be performed under the contract is for the installation of an irrigation system incorporating the water-conserving Maxicom controller at Jordan Middle School. Bid Process A notice inviting formal bids for this project was sent on April 22, 2003 to six contractors and posted electronically on the City’s site. The bidding period was 24 days. A pre-bid meeting was held on May 8, 2003; five bidders attended the meeting. Bids were received from four contractors on May 16, 2003, as listed on the attached bid summary (Attachment A). Contractors not responding indicated that they did not submit a bid because they were focusing on a different sector of the market, the job was out of their area, and that they were too busy. Staff has reviewed all bids submitted. The City Attorney’s Office recommends that all bids be rejected due to an administrative error in the bidding documents. The error resulted in an ambiguity in the interpretation of the timeline for the licensing requirements. As a result, staff recommends re-bidding this project for construction in summer 2004. The Palo Alto Unified School District has been notified and has indicated that this does not have an impact on its programs. ENVIRONMENTAL REVIEW This contract is not a project as defined by the California Environmental Quality Act (CEQA); and is not subject to CEQA requirements.
