REQUEST TO IMPLEMENT GOLF COURSE
CHANGES EFFECTIVE JULY 14, 2003
SENIOR FEE
RECOMMENDATION
Staff recolmnends that Council approve the implementation of the golf course senior fee
changes effective July 14, 2003.
BACKGROUND
In September 2000, staff asked the Parks and Recreation Commission (PARC) to review
the proposed 2001 fee schedule for all users of the golf course. This review of general
golf fees was undertaken because staff was recommending that Palo Alto’s golf fees be
adjusted on January 1 of each year, rather than on July 1, in order to be consistent with
other golf courses with which the City competes. In past years the City of Palo Alto golf
tees were approved in June as part of the Municipal Fee Schedule and implemented in
July. Other local golf courses typically adjust their fees shortly after the first of the
calendar year, so the new fees are in place for the entire peak season of each calendar
year.
DISCUSSION
Golf fees are raised in January of each year, consistent with other regional competing
golf course facilities. Each year, staff evaluates golf course fees and prepares a
recommendation that is consistent with City policy and budgetary goals. This evaluation
is presented to both the Golf Advisory Committee (GAC) and then to PARC for review.
At its June 16, 2003 meeting, Council approved the removal of seasonal daylight/non-
daylight savings time restrictions for discount senior golfers who purchase the monthly
golf discount cards. Staff understood the intent of the Council action, to be implemented
immediately.

RESOURCE IMPACT
It is estimated that this change in discount senior monthly play cards may result in a
$6,200 annual revenue reduction to the golf division. This reduction would come from
potential customer changes from senior daily fee and senior 10-play discount card
purchases to the most deeply discounted monthly play cards. Financial budget
adjustments were made to the 2003-04 Adopted Budget pursuant to Council action taken
on June 16, _00_~.
POLICY IMPLICATIONS
This recommendation does not represent any change to existing City Policies.
