TO: FROM: DATE: SUBJECT: HONORABLE CITY COUNCIL CITY MANAGER JUNE 23, 2003 of Palo :1 o DEPARTMENT: COMMUNITY SERVICES CMR: 302:03 AGREEMENT WITH SKYHAWKS SPORTS ACADEMY FOR RECREATION YOUTH SPORTS CONTRACT CAMPS RECOMMENDATION Staff recommends that Council approve and authorize the Mayor to execute the attached ageement with Skyhawks Sports Academy for $115,000 to provide revenue-producing youth sports camps on a contract basis. BACKGROUND The Recreation Division utilizes many contractors who provide a variety of services and progams for the community. Fees for these progams are reviewed and approved by the CiD~ Council. Should registration for any of these activities fall short of the minimum required enrollment, the activib is canceled. Any fee collected for a canceled activiD’ is returned to registrants, with no payment to the contractor. DISCUSSION Skyhavvks Sports Academy provides and compensates instructors for a varieb~ of sports camps conducted primarily during the summer. Progam participants in the Skyhawks Sports Camps are expected to exceed 1,300 during 2003-2004. Skyhawks Sports Academy has conducted camps in Palo Alto for the past 10 years. The Palo Alto Municipal Code (PAMC 2.30.140) allows sole source ageements when services are only available from one provider. Although staff continues to investigate the market in the Mid-Peninsula area, staff is aware of no other person or goup with the specialized skills, knowledge and manpower to provide these specific services. Staff routinely searches other communities for organizations with the abilib to provide sports camps for as man)’ as 1.300-1,500 children. Additionally, staff is solicited on a regular basis b? organizations offering summer camps. It would not be feasible to complete a Request for Proposal (RFP) process in time for this season of camps. Camp information must be finalized by JanuaD:. The information is advertised in the Enjoy! course catalog in March. However, staff is concerned that Skyhawks has been offered exclusively for the past 10 years. To ensure qualib~ service and CMR:302:03 Page 1 of 2 competitive pricing for the summer of 2004, staff will initiate an RFP in the early fall of 2003. ALTERNATIVES TO STAFF RECOMMENDATION The only viable alternative is to conduct the program with City staff. This would require an undetermined amount of salary and supply dollars to be added to the budget. This option would not be as cost effective as the present contract arrangement. RESOURCE IMPACT The $115,000 expenditure is anticipated to achieve a 134 percent recover5’ of direct costs by producing revenue of $175,000. Funding of $115,000 for this contract is included in the Proposed City Managers 2003-2004 Budget. POLICY IMPLICATIONS This report does not represent any change to existing Cit); policies. TIMELINE If approved, the contract would be implemented July 1, 2003 and continue in effect through June 30, 2004. ENVIRONMENTAL REVIEW Adoption of the attached contract is not subject to the California Environmental Quality Act (CEQA) under Section 15061(b)(3) of the CEQA Guidelines. Skyhawks Sports Academy is the only organization that can simultaneously provide and compensate instructors for basketball, baseball, soccer, beginning golf, roller hockey, mini-hawk, flag football, multi- sport camp and jr. hawk basketball, jr. hawk soccer, & jr. hawk baseball sports camps conducted during the summer. Skyha~vks Sports Academy is the only organization that can provide such a wide range of offerings of specialty camps, with the highest quality of service, and have the ability to provide staff for as many as 65 campers per camp session while offering as many as 7 camps per week. Additionally, Sk.whawks is able to accommodate this high demand while still offering programs in as many as 52 other Bay Area communities. Participation in previous years has exceeded 1,500. Participation is expected to exceed 1,300 during 2003-04. Annual revenues to the City from this progam exceed $175,000.
