HomeMy WebLinkAbout2003-05-20 City Council (2)TO: ATTN: FROM: Manager’s Repor CITY COUNCIL FINANCE COMMITTE CITY MANAGER DEPARTMENT: PUBLIC WORKS DATE: SUBJECT: MAY 20, 2003 CMR:263:03 PROPOSED REVISIONS TO UTILITY REFUSE RATE SCHEDULES: REQUEST FOR ADOPTION OF A RESOLUTION TO AMEND UTILITY RATE SCHEDULES R-l, "DOMESTIC REFUSE COLLECTION", R-2, "COMMERCIAL REFUSE COLLECTION",AND R-3,"COMMERCIAL REFUSE COLLECTION" RECOMMENDATION Staff requests that the Finance Committee recommends that Council approve the attached resolution amending Utility Rate Schedules R-l, "Domestic Refuse Collection", R-2, "Commercial Refuse Collection", R-3, "Commercia! Refuse Collection", and R-4. "Special Refuse Collection". BACKGROUND In June 2002 (CMR: 258:02), Council approved staff’s recommendation to modify refuse rates initiated as a result of recommendations by Brown Vence & Associates (BVA) in its Refuse Cost of Service Study (CMR: 413:00). Consequently, effective July 2002, the commercial bin service rates were changed to differentiate between the size of containers and the collection frequency, and a taro-part rate for debris boxes was created to separate the cost of renting and hauling. Staff modified the collection rates of bulky items to reflect the residential and COlnmercial rates charged for bulky items at the Palo Alto landfill. Staff also simplified the refuse rates by eliminating R-1-FA, "Refuse Collection" for service area two, and by clarifying the service and language in the utility rate schedules. DISCUSSION This ?’ear, staff proposes to build on these rate changes and the recommendations by BVA by increasing the miscellaneous service rate to reflect the actual cost of providing service; clarifying rates for extra collection services; and continuing to simpli~ the refuse rate schedules. 1)Increase the miscellaneous one-person and two-person service rate in Rate Schedules R-l, R-2, and R-3" The current rate for both the miscellaneous one- person and the two-person service has not changed since 1996 and does not reflect ....Pao~e 1 of 3CMR.26~.0o ~ 2) 4) 5) the current labor cost of providing this special service. The miscellaneous one and the two person service rate is used infrequently and only when customers request special services beyond the traditional service provided by the Palo Alto Sanitation Company (PASCO) or services not specified in the rate schedules. One example of where the miscellaneous rate is applied is when PASCO is asked to enter a commercial or residential property to pull out a container in order to service it. This rate is also applied when PASCO is requested to provide repair service to collection containers owned by customers. The rate will increase by approximately fifteen percent and will be reflected in the refuse rate schedules R-l, R-2 and R-3. The impact of the increased rates will not be significant since these miscellaneous rates are only used for uncommon selwice requests. Addition of service rate and monthly rental cost for 1.5 cubic yard bins to Utility Rate Schedule R-3: Effective July 2002, the commercial bin service rates were changed to differentiate between the size of containers and collection frequency. During this rate change, the rental and service rates for 1.5 cubic yard-sized bins were omitted t’rom the Rate Schedule R-3. This addition will correct the current rate schedule to reflect the availability of the various bin sizes and services. Special debris box service rates: This charge is for debris box service that is requested outside of normal business hours. In an effort to continue clarifying rates, staff proposes to define the special debris box setwices available and their corresponding rates. Currently these extra charges are assessed based on an existing general surcharge rate. The charges for the service will remain the same. Addition of the 38-gallon recycling cart rental fee to Rate Schedules R-1 and R-2: Currently businesses are offered five recycling carts at no additional charge as an incentive for businesses to recycle. Businesses requesting more than the initial five recycling carts are assessed a rental fee depending on the cart size. There are three cart sizes available, the smallest being a 38-gallon cart. However, its rental fee is not listed on the rate schedules. The small cart size is particularly beneficial to businesses with limited storage space. Staff recommends adding the 38-ga!lon recycling cart rental fee of $1.15 to rate schedules R-2. This rental fee is only assessed if a business exceeds the five recycling carts already offered to businesses at no additional charge. Staff also recommends adding the 38-gallon rental fee to R-1. Repeal of Utility Rate Schedule R-4: Utility Rate Schedule R-4 refers to collection rates also stated in Utility Rate Schedule R-3. Staff recommends repeal of R-4 in order to reduce the repetitiveness and to simplify the refuse rate schedules. CMR:263:03 Page 2 of 3 RESOURCE IMPACT The only proposed rate change that will have a resource impact to the Refuse Fund is the rate increase of the miscellaneous one-person and two-person service listed in rate schedules R-l, ’Domestic Refuse Collection’, R-2, ’Commercial Refuse Collection, and R-3, ’Commercial Refuse Collection’. The rate increase will have an annual impact of less than $500 to the Refuse Fund. ENVIRONMENTAL ASSESSMENT This project is not under the California Environmental Quality Act (CEQA) and no further environmental review is necessary. RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING UTILITY RATE SCHEDULES R-l,R-2, AND R-3 OF THE CITY OF PAL0 ALTO UTILITIES RATES AND CHARGES PERTAINING. TO REFUSE COLLECTION WHEREAS, the Council has considered the need for an adjustment in refuse collection rates and recycling collection services; NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION !. Pursuant to Section 12.20.010 of the Palo Alto Municipal Code, Utility Rate Schedule R-I (Domestic Refuse Collection) is hereby amended to read in accordance with Sheets R-I-I and R-I-2, attached hereto and incorporated herein. The foregoing Utility Rate Schedules, as amended, shall become effective on July i, 2003. SECTION 2. Pursuant to Section 12.20.010 of the Palo Alto Municipal Code, Utility Rate Schedule R-2 (Commercial Refuse Collection) is hereby amended to read in accordance with Sheets R-2-1 and R-2-2, attached hereto and incorporated herein. The foregoing Utility Rate Schedules, as amended, shall become effective on July i, 2003. SECTION 3. Pursuant to Section 12.20.010 of the Palo Alto Municipa! Code, Utility Rate Schedule R-3 (Commercial Refuse Collection) is hereby amended to read in accordance with Sheets R-3-1, R-3-2, R-3-3 and R-3-4, attached hereto and incorporated herein. Section 1 of Resolution Nos. 5567, 5704, 5933, 6044, 6143, 6622, 6709, 6798, 7002, 7109, 7205, 7327, 7598, 7893 and preceding resolution numbers adopting and amending Utility Rate Schedule R-4 (Special Refuse Collection) are hereby amended to delete all references to Special Refuse Collection services. SECTION 5.
