FOR PROFESSIONAL PARK DESIGN SERVICES FOR SOUTH OF
FOREST AVENUE (SOFA) PARK
RECOMMENDATION
Staff recommends that Council reject all proposals received on October 22. 2002 for
professional park design services for South of Forest Avenue (SOFA) Park.
BACKGROUND
In 1997, the City began a planning process for the SOFA neighborhood. On April 10,
2000, the City Council approved a Coordinated Area Plan. A working goup, appointed
by the Council, developed a plan concept for the SOFA area. One of the key proposals in
the plan is the development of a new neighborhood park at a central location within the
SOFA neighborhood.
DISCUSSION
On July 9, 2002 the Policy and Services Committee approved a scope of services for the
design of SOFA Park and authorized staff to begin the consultant selection process. A
Request for Proposals (RFP) was issued on September 24, 2002 and advertised through
the Northern California Chapter of the American Society of Landscape Architects. The
proposal period was 28 days, and a total of 19 firms submitted proposals.
A committee comprised of staff from Community Services, Public Works, Planning and
Community Environment Departments, and community members from the SOFA
Neighborhood Association and the Architectural Review Board reviewed the proposals
and selected a short list of seven firms to invite for interviews. The committee carefully
considered each firm’s qualifications and submittal in response to the RFP relative to the
following criteria: qualifications and experience of proposed project manager and key
staff; similar experience and expertise in the type of work and service required; proposed
approach and methodology in satis~,ing project requirements, and proposed fee relative
to the services to be provided.

The interviews were held on December 17 and 19, 2002. In addition to the criteria listed
above, the firms were evaluated on the basis of their presentations and responses to a
series of questions asked by members of the committee. The firm of John Northmore
Roberts & Associates was selected because staff felt that its proposal, presentation and
responses were superior and that it would best meet the unique requirements of the
project scope.
During the time that elapsed between the date that the Request for Proposals was issued
and the decision to hire a consultant, it became evident that the current budget shortfall
would require the postponement or elimination of some capital improvement projects that
require new funding sources. Because of uncertainty concerning the immediate
availability of funding previously identified for the construction of SOFA Park, and no
new source of funding for future maintenance of the proposed park, it was decided that
the design phase be pushed back to FY 2004-2005.
The neighborhood understands the funding issues pertaining to the construction of a new,
full amenity park and has requested that the SOFA Park site be developed on a temporary
basis using an interim landscape plan that would include irrigated turf planted around
existing trees and shrubs. On May 12, 2003 Council approved the redirection of existing
cm-rent infrastructure funds identified for professional park desi~ services and related
issues in order to finmace the design and construction of an interim landscape plan for the
SOFA Park site.
