CITY MANAGER, JANUARY 2003 THROUGH MARCH 2003
This is an informational report and no Council action is required.
DISCUSSION
The Palo Alto Municipal Code (PAMC) authorizes the City Manager to award contracts
for the purchase of supplies (materials and equipment), regardless of the dollar amount.
The PAMC authorizes the City Manager to award contracts for services up to $65,000.
Quarterly reports are required for supply contracts awarded by the City Manager over
$65,000, and for service contracts awarded from $25,000 to $65,000.
The attached report lists service contracts from $25,000 to $65,000 (Attachment A)
awarded from January through March 2003. There were no supply contracts over
$65,000 awarded during this time period. Attachment B provides blanket order supply
contracts over $65,000 and service contracts from $25,000 to $65,000 awarded between
January and March 2003. (Blanket orders are service or material contracts established for
multiple purchases with a specific vendor for a specified length of time and dollar
amount.) For items where no bids were received, awards were made in accordance with
the Municipal Code. Revisions to the Code are being drafted by the City Attorney’s
Office to clarify the solicitation processes that are necessary to obtain these services.
