SUBJECT:REQUEST BY CAMPUS FOR JEWISH LIFE (CJL) AND BRIDGE
URBAN INFILL LAND DEVELOPMENT (BUILD) FOR CITY
COUNCIL APPROVAL TO CONDUCT A PRELIMINARY REVIEW
OF A PLANNED COMMUNITY PROJECT WITH
AFFORDABLE/ATTAINABLE HOUSING UNITS, A COMMUNITY
CENTER AND SENIOR HOUSING AT 901 SAN ANTONIO ROAD.
RECOMMENDATION
Staff recommends that the City Council concur with the applicants’ request for a
preliminary review, by the City Council in a study session at a future City Council
meeting, of their project at 901 San Antonio Road.
BACKGROUND
The project proponents are Bridge Urban Infi11 Land Deve!opment (BUILD), a for-profit
subsidiary of Bridge Housing Corporation, and Campus for Jewish Life (CJL), a non-
profit organization. The 12-acre project site contains a five-story, 265,000 square-foot
building and a surface parNng lot that was formerly utilized by Sun Microsystems. The
site is currently unoccupied and vacant. The application for preliminary review was
received, along with the appropriate application fees, on January 14, 2003. An associated
Tentative Map application for the same subject site was recommended for approval by
the Planning and Transportation Commission on January 15, 2003 and unanimously
approved by Council on March 3, 2003.
DISCUSSION
PAMC Section 18.97.030 states that concurrence of the City Council is necessary to
conduct a preliminary review. The applicant wishes to have a preliminary review of the

project before submitting an application for the Planned Community zone change and
needs concurrence by Council to have the preliminary review.
ALTERNATIVES TO STAFF RECOMMENDATION
Pursuant to PAMC Section 18.97.040 (a), one or more noticed public study sessions can
be held to accomplish the purposes of a preliminary review. In lieu of the Council
concurring to conduct the study session solely at the Council level as recommended by
staff, the Council may choose the following alternatives in accordance with Section
18.97.040 (b):
(1) The Council may direct the study session to be conducted solely by the
Planning and Transportation Commission, or
(2) The Council may direct the Planning and Transportation Commission to
initially study the project before the City Council study session, or
(3) The Council may direct staff to arrange a joint meeting of the City Council
and Planning and Transportation Commission and any other city boards whose
participation is deemed desirable.
Staff is recommending that Council conduct the requested preliminary review for several
reasons. The project proponent intends to submit an application for a Planned
Community development and the project is within 440 yards of the Charleston Road
Corridor and therefore subject to the moratorium on formal consideration of such
application pending completion of the Traffic Management and Safety Study. Policy
direction from Council is desired on the below market rate housing requirement, the
change of land use from office/light industrial to residential and community services,
development impacts, physical constraints including maximum building height, phasing
of a planned community project and public benefits.
RESOURCE IMPACT
Applicants for any preliminary review pay a deposit and staff time expended to process
the application is charged against the deposit, as a part of the City’s existing cost
recovery program.
POLICY IMPLICATIONS
Policy implications of the project would be discussed during the preliminary review
before Council.
ENVIRONMENTAL REVIEW
No environmental review is required for preliminary reviews. However, environmental
issues would be highlighted for the Council during the preliminary review of this project.
