No Council action is required. DISCUSSION On September 10, 2001, the Police Department submitted its first quarterly report of demographic data on police contacts to Council. These reports were the result of a commitment on the part of the Police Department to voluntarily initiate a program of data collection on all police contacts, not just car stops as many departments across the nation have done. (CMR:145:00 and CMR:350:01) While the policy of data collection has remained in place, the events of September 1 lth and the attendant reassignment of police resources to security functions, training and coordination of efforts with outside County, State and Federal authorities delayed submittal of the subsequent reports until now. As a result, this report will be changed from a quarterly report to a semi- annual report. The attached reports cover the first and second quarters of Fiscal Year 2002- 2003. During the next quarter, staff will be analyzing the information contained in this report in efforts to determine why an apparent disproportionate percentage of blacks and Hispanics are being searched. RESOURCE IMPACT None. CMR:186:03 Page 1 of 2 POLICY IMPLICATIONS This policy is consistent with existing City policies.
