ADDITIONAL FLOOR AREA IN STANFORD RESEARCH PARK
This is an informational report and no Council action is required.
DISCUSSION
In 2002, the City Council mandated that any project adding floor area and new jobs in the
Stanford Research Park would require a supplemental Environmental Impact Report
(EIR) to be prepared. This mandate was the result of growth occurring in the Stanford
Research Park much more quickly than anticipated in the Comprehensive Plan. The
supplemental EIR would evaluate the impacts of the gowth beyond that expected and
evaluated in the original Comprehensive Plan EIR. Two small projects have been
proposed in the Research Park that are exempt from the California Environmental Quality
Act (CEQA) and do not add new jobs and therefore are not subject to Council’s mandate.
The first project is an office remodel at 1801 Page Mill Road that would result in a net
floor area addition of 80 square feet. The expanded reception area would not result in
additional traffic or employees. The Architectural Review Board reviewed the project on
February 20, 2003 and the Director approved the project on February 25, 2003. The
second project is a 910 square foot addition to the Foothills Tennis and Swimming Club
at 3351 Miranda Road, to provide a cardio equipment room for the use of club members.
The room addition would not result in additional traffic or employees. The project
requires approval of a Conditional Use Permit to expand the existing use as well as
architectural review and approval. Both projects are exempt under CEQA section 15301
(minor alteration of existing facilities). Therefore, no environmental review is required.
Cumulatively, these projects would not result in a worsening in traffic conditions or the
jobs/housing imbalance.

Staff will continue to prepare informational reports to update Council on CEQA-exempt
projects in the Stanford Research Park. At such time as any project application is
received for a non-exempt project, environmental review will be required.
