SUBJECT:AUTHORIZATION TO FILE AN APPLICATION FOR A GRANT IN
THE AMOUNT OF $150,000 FROM THE STATE WATER
RESOURCES CONTROL BOARD FOR A RECLAIMED WATER
FACILITIES PLANNING STUDY
RECOMMENDATION
Staff recommends that Council approve the attached resolution for the application for a
$150,000 ~ant from the State Water Resources Control Board on behalf of the Regional
Water Quality Control Plant (RWQCP) for a planning study on its Mountain View / Moffett
reclaimed water pipeline.
BACKGROUND
The RWQCP operates a reclaimed water facility and delivers reclaimed water to various
reuse sites. Reclamation helps the RWQCP to reduce its pollutant discharge to the Bay.
Under the plant’s wastewater discharge permit, the plant is required to promote reclamation
and maintain its reclaimed water usage. The Shoreline golf links in Mountain View is one of
the plant’s existing reuse sites. The existing pipeline from the RWQCP to Shoreline has
deteriorated and is scheduled for replacement. In anticipation of future reuse opportunities in
Mountain View, such as the future Moffett facilities, the replacement pipe will be up-sized.
The RWQCP plans to conduct a planning study for the replacement pipe. This study will
benefit the whole treatment plant. The State Water Resources Control Board presently has
funding available to match 50% of the cost of reclaimed water facilities planning projects.
The potential additional reuse qualifies the plant to apply for the State fund. The uant
application requires Council authorization in the form of the attached resolution.
RESOURCE IMPACT
The planning study is estimated to cost $300,000. The remaining balance of $150,000 is
included in the FY2003-2004 CIP budget. This amount will be allocated among the plant
partners based on the partners’ a~eement. Palo Alto’s share will amount to approximately
$54,OOO.
POLICY IMPLICATIONS
The recommendation of this staff report is consistent with City policies.

ENVIRONMENTAL REVIEW
The adoption of the resolution does not constitute a project under the California
Environmental Quality Act, and therefore no environmental assessment is required.

RESOLUTION OF THE COUNCIL OF THE CITY OF PALO
ALTO AUTHORIZING THE FILING OF AN APPLICATION
FOR A GRANT IN THE AMOUNT OF $!50,000 FROM THE
STATE WATER RESOURCES CONTROL BOARD ON BEHALF OF
THE CITY OF PALO ALTO REGIONAL WATER QUALITY
CONTROL PLANT (PARWQCP) FOR A RECLAIMED WATER
FACILITIES PLANNING STaY
WHEREAS,the Safe, Clean, Reliable Water Supply Act
(1996 Bond Law) established a Water Recycling Subaccount for
low-interest loans for design and construction of water
recycling projects and for grants for facilities planning of
recycling projects;
WHEREAS, the State Water Resources Control Board
established the Water Recycling Facilities Planning Grant
Program (FPGP) by adoption of the Water Recycling Funding
Guidelines (WRF Guidelines) on April 17, 1997, which implemented
provisions of the 1996 Bond Law as well as other bond laws;
WHEREAS, the Palo Alto Regional Water Quality Control
Plant (PARWQCP) staff has reviewed the application, Plan of
Study, and other supporting information for the facilities
planning study and has determined that the submitted documents
comply with the WRF Guidelines;
WHEREAS, the PARWQCP operates a reclaimed water facility
and delivers reclaimed water to various reuse sites. The
existing pipeline from the PARWQCP to Shoreline has deteriorated
and is scheduled for replacement. In anticipation of future
reuse opportunities in Mountain View, such as the future Moffett
facilities, the replacement pipe will be upsized;
WHEREAS, the State Water Resources Control Board
presently has funding available to match 50% of the cost of
reclaimed water facilities planning project; and
NOW, THEREFORE, the Counci! of the City of Palo Alto
does RESOLVE as follows:
SECTION !. That the City Manager or his designee is
hereby authorized and directed to sign and file, for and on
behalf of the City of Palo Alto, a Water Recycling Facilities
Planning Grant Application for a grant from the State Water
Resources Control Board in the amount not to exceed $150,000 for
a facilities planning study of The Mountain View/Moffet
Reclaimed Water Project on behalf of the Palo Alto Regional
Water Quality Contro! Board (PARWQCP) .

SECTION 2. That the City of Palo Alto hereby agrees and
further does authorize the aforementioned representative or his
designee to certify that the Agency has and will comply with all
applicable state statutory and regulatory requirements related
to any state grant funds received.
SECTION 3. That the City Manager or his designee, the
Manager of the PARWQCP, is hereby authorized to negotiate and
execute a grant contract and any amendments or change orders
thereto on behalf of the City and PARWQCP.
SECTION 4. The Council finds that this is not a project
under the California Environmental Quality Act and, therefore,
no environmental impact assessment is necessary.
