City Pall ALto C ty Manager’s Report TO: FROM: DATE: SUBJECT: HONORABLE CITY COUNCIL CITY MANAGER FEBRUARY 18, 2003 DEPARTMENT: UTILITIES CMR:118:03 APPROVAL OF A CONTRACT WITH GOLDEN STATE UTILITY CO. IN THE AMOUNT OF $2,794,937 FOR GAS MAIN REPLACEMENT CAPITAL IMPROVEMENT PROJECT 12, CIP 36802 RECOMMENDATION Staff recommends that Council: 1. Approve and authorize the Mayor to execute the attached contract with Golden 9 "State Utility Co. in the amount of $_,794,9~7 for Gas Main Replacement Project 12. Authorize the City Manager or his designee to negotiate and execute one or more change orders to the contract with Golden State Utility Co. for related, additional but unforeseen work which may develop during the project, the total value of which shall not exceed $138,063. DISCUSSION Project Description The work to be performed under the contract is for Gas Main Replacement Project 12 (Attachment C). The contract includes installation of approximately 31,970 linear feet of new polyethylene pipe, 484 new customer service pipes, and setwice stubs to reconnect 129 existing customer setwice pipes. Upgrading the system to polyethylene pipe will eliminate leaks in the project areas and reduce loads on the existing cathodic protection system, thereby extending its useful life. Additionally, larger size mains will increase distribution system reliability. CMR:118:03 Page 1 of 3 The project targets a specific material type of piping that is approaching the end of its useful life. If this material type is not replaced, it will continue to contribute to maintenance activity associated with gas leaks, including related cost to repair these leaks, and expose the City to potential liability. This work is being performed by contract because the project is too large for the City to complete with existing staff. Bid Process A notice inviting formal bids for Gas Main Replacement Project 12 was sent on December 31, 2002 to tlv’ee builders’ exchanges and six contractors. The bidding period was 22 days. A pre-bid meeting was held on January 14, 2003; 8 bidders attended the meeting. Bids were received from 4 qualified contractors on January 21, 2003, as listed on the attached bid summary (Attachinent A). Bids ranged from a high of $3,713,971 to a low bid of $2,794,937. Contractors not responding indicated that they did not submit a bid because they were too busy. Staff has reviewed all bids submitted and recommends that the bid of $2,794,937 submitted by Golden State Utility Co. be accepted and that Golden State Utility Co. be declared the lowest responsible bidder. The bid is 7 percent above the staff/engineer’s estimate of $2,612,091. The change order anaount of $138,063, which equals approximately 5 percent of the total contract, is requested for related unforeseen work, which may develop during the project. Staff checked references supplied by the contractor for previous work performed and found no unresolved significant compla{nts. Staff also checked with the Contractor’s State License Board and found that the contractor has an active license on file with past legal action taken against contractor’s license. The action is 15 years old. The company changed its ownership and management in 1998. RESOURCE IMPACT Funds for this project are included in the FY 2002/03 Utilities Department Gas CIP No. 36802 budget. CMR:118:03 Page 2 of 3 POLICY IMPLICATIONS The award of this contract does not represent any changes to existing City policy and is consistent with the Council approved Utilities Strategy No. 1: Operate distribution system in a cost effective manner; and Strategy No.7: Implement pro~ams that improve the quality of the environment. ENVIRONMENTAL REVIEW This project is categorically exempt from the provisions of the California Environmenta! Quality Act and no further environmental review is necessary.
