UPDATE ON PROPOSED VALLEY TRANSPORTATION
AUTHORITY (VTA) TRANSIT SERVICE REDUCTION PLAN
informational report and no Council action is required.
BACKGROUND
In December, the Santa Clara Valley Transportation Authority (VTA) issued notice of a new
round of proposed transit service reductions, due to the continuing decline in economic
conditions in Santa Clara County (CMR:465:02). The VTA held a series of thirteen public
hearings on the proposed 10 percent service reduction plan during .the first two weeks of
December. The proposed service plan would have resulted in service modifications on 65
of 72 VTA routes. That initial plan impacted eight routes serving Palo Alto, but most of the
changes represented targeted changes that did not appear to affect the essential transit
services to and from Palo Alto. The main exception was the proposed discontinuation of
Saturday service on Lines 86 and 88.
DISCUSSION
Based on input received at the county-wide public meetings and additional public comments
via letters, emails and phone calls, the VTA has developed a revised three-part proposal
which includes: a) restoration of some of the proposed service cuts in Palo Alto, b) a 3
percent service cut to be implemented in April 2003, and c) further service reductions of up
to 9 percent, pending further ongoing assessment of the VTA finances. The revised proposal
has been approved by the VTA Technical Advisory committee, and is scheduled to go to the
VTA Board of Directors for approval on February 6.
The VTA held a public meeting in Palo Alto on Thursday, December 5 at the Lucie Stem
Community Center to discuss these plans and receive public comment. The most severe cut
proposed at that time was elimination of Sunday service on both Lines 86 and 88, two local
feeder routes serving Palo Alto.
Approximately 30 members of the public attended. Several attendees spoke in opposition to
aspects of the plan. Most concerns were expressed by patients and administrators at the
CMR 146:03 Page 1 of 3
Veterans Administration (VA) Hospital, who stated that elimination of Saturday service on
Line 88 would severely impact mobility of patients at the VA Hospital, especially those in
the Blind Rehabilitation Pro~am who have Saturdays free. Both visually impaired bus
riders and the VA Director of Voluntary services discussed the unique concerns and quality
of life issues related to the access to transit at the hospital.
As a result of the input received, the VTA has responded by modifying the aspects of the
proposal that had the most impact on Palo Alto transit riders and has restored the following
elements to its service plan:
Line 22: 24-hour service will be maintained 7 days a week
Line 86: Saturday service will be maintained
Line 88: Saturday service will be maintained.
Staff believes that, with the restoration of these service cuts, the VTA has responded to Palo
Alto community concerns and the remainder of the proposed changes will not alter the
essential transit services to and from Palo Alto. The service changes that continue to be
included in the plan or are to be studied further represent a modest fine-tuning of the
remaining local routes and schedules.
Service changes that remain in the proposed April service reduction plan are as follows:
Line 22 (Eastridge Transit Center to Palo Alto/Menlo Park Caltrain Station):
Selected early morning and evening trips on weekdays and Saturdays would be eliminated.
Line 88 (Veterans Hospital to Louis & Meadow): On weekdays, selected early morning and
evening trips would be modified.
Items the VTA is placing on hold pending further ongoing assessment of agency’s financial
condition include the following:
Line 88 (Veterans Hospital to Louis & Meadow): On weekdays, midday service would
operate only be~,een Charleston/Middlefield, the Veterans Hospital, and the California
Caltrain Station in both directions (similar to the cmTent Saturday route). Midday service
extension to Hillview & Arastradero Road would be eliminated.
Limited Stop Line 300 (East San Jose to Palo Alto Caltrain Station): Midday service would
be discontinued and peak hour sexwice would operate every 30 minutes. The 6:52 p.m.
eastbound trip would be deleted.
Express Line 101 (Camden & Hwv 85 to Pa!o Alto): The 5:10 p.m. and 5:45 p.m.
southbound trips would be combined into one trip.
CMR: 146:03 Page 2 of 3
Express Line 102 (South San Jose to Palo Alto): The 5:12 a.m. northbound and 2:39 p.m.
southbound trips would be deleted.
Express Line 104 (Piedmont Hills to Palo Alto): The routing would be modified to bypass
the Shoreline Industrial Park. Both the morning and afternoon service would be reduced to
three trips in each direction.

Chief Operating
Potential Transit Service Reductions
FOR INFORMATION ONLY
BACKGROUND:
About 80% of the Santa Clara Valley Transportation Authority’s (VTA) operating
rev-enues are generated from sales tax of one form or another. VTA receives a ½ cent
local sales tax, and a 1A cent in State Transportation Development Act (TDA) funds that
are returned to source. These two sales taxes are the principal revenue source VTA has
to fund bus and light rail transit service and capital projects. With the continued poor
performance of the local economy, VTA’s primary revenue source, sales tax, has
experienced a sustained and significant reduction.
In an effort to adch’ess this revenue shortfall, VTA has taken a number of steps to reduce
operating expenses and increase revenues. For example, in the FY 2003 budget, VTA
imposed a hiring freeze, deferred or eliminated $70 million in locally funded capital
projects, developed proposals to significantly reduce administrative expenses and
eliminated over 300 positions. In July 2002, VTA also implemented a 15% fare increase
and 5% service reduction. While these efforts were partially successful in controlling
costs, VTA is still experiencing an expense/revenue imbalance causing reserves to be
ch-awn-down at a rate of approximately $5 million per month. To compound the
situation, VTA’s bus and light rail ridership continues to decline resulting in reduced
farebox revenues. System ridership (bus and light rail combined) has declined nearly
14% in the last 2 years.

DISCUSSION:
VTA cannot absorb this reduction in sales tax revenue without impacting ~ansit service.
In response to current economic conditions, XWA-prepared a Potential Transit Service
Reduction Plan that equated to approximately a !0% reduction in transit service. Staff
mailed the Plan of potential service reductions to all cities located in Santa Clara County
and the County to request comments and conducted 13 public meetings between
December 2 and December 11 in Campbell, Gilroy, Morgan Hill, Mountain View, Palo
Alto, San Jose, and Sunnyvale to solicit public input on the proposed changes. X~I’A
also conduct a public hearing on the proposed service changes in compliance with the
California Emdronmental Quality Act (CEO.A) in early Janum-y 2003. A list of the public
meeting times, dates and locations is included as Attachment A.
The Potential Transit Service Reduction Plan represents a "worst case scenario". The
actual amount of reductions ultimately presented to the Board of Directors may be less
for the following reasons:
After revie~dng input received from the public meetings, phone calls to the
information center, letters, emaBs, and input received from the comment cards
provided with the brochure, staff will determine which items should be removed
from the proposal due to severe rider impact/hardship. In developing the 10% list
of poten~al reductions, it was relatively easy for staff to identify the first 2-3%.
These were items that staff would normally recommend for corrective actions .
through VTA’s Annual Route Evaluation Process. However, identifying the
remaining 7-8% presented a greater chaBenge, as the. impacts to existing riders
increased.
Several financial activities are underway in an effort to minimize the amount of
service reductions that are needed. VTA staff is in the process of re-assessing the
capita] program in an effort to defer or eliminate projects that are significantly
locally funded, and staff is also in the early stages of developing the FY 200312004
operating budget, which may yield additional savings. Additionally, information
onthe last quarter’s tax receipts will be available towards the end of December,
which will be a factor in how much of a semdce reduction will have to be
undertaken. VTA is committed to minimizing the impact this financial situation
has for service-on-the-street, and only implementing a reduction in the amount
deemed absolutely necessary at this time.
Due to the activities described above, the amount and details of the specific Transit
Service Reduction Plan are not available at the time this report is being prepared.
Between now and the next meeting of this Committee, the Transit Service Reduction
Plan will be refined and the staff recommended Plan wJ~ be presented to the Committee
at its January meeting.
Attachment B provides a complete listing, by line, of the 10% potential reductions that
were presented to the public. The staff recommended Transit Service Reduction Plan
would be a subset of these items after reviewing public comments and assessing VTA’s
financial situation. The staff recommended Plan would go to the Board Standing
Committees in January, and to the Board of Directors on February 6, 2003. If approved
by the Board of Directors, the Transit Service Reduction Plan would be implemented on
April 14, 2O03.
ALTERNATIVES:
The Board of Directors could modify the Transit Ser~4ce Reduction Plan to increase or
decrease proposed service reduction levels.
FISCAL IMPACT:
A 10% reduction in transit service is estimated to save approximately $15-20 million.

VTA TRANSIT SERVICE REDUCTION PLAN
REVISED JANUARY 2003
In December 2002, VTA conducted thirteen public meetings to present the Proposed
Transit Service Reduction Plan to the community and obtain public comments and
suggestions. VTA staff reviewed public comments and revised the Proposed Transit
Service Reduction Plan to incorporate comments that were received.
Some of the routes previously identified for modification will not be impacted as
extensively, or will not be changed at all. Unfortunately, other routes will have service
reductions due to the current economic environment and decreased ridership. Other
items will be deferred pending an on-going assessment of VTA’s financial situation.
The following revised plan is composed of three parts:
