Dear Council Members:
Seven applications were received for three terms on Utilities Advisory
Commission. The City Council voted to interview all applicants. Interviews are
scheduled in the Council Conference Room on June 26th, beginning at 6:30 pm.
The Utilities Advisory Commission applicants to be interviewed are as follows:

would you bring to the Utilities Advisory Commission?
I spent eighteen years with PG&E helping minimize environmental, health, and safety
impacts of utility facilities. I would like to help Palo Alto in the same way using my
experience bridging various disciplines, and applying "lessons learned" from a variety
of utility issues addressed in the past.
I also bring an awareness of issues impacting the schools, neighbors in south Palo
Alto, and a cross section of opinions from various customers I encounter in my
community work.

5. How would you see your role as board member when recommending policy and working with the Council?
I would provide insight on how utitities deal with difficutt environment, hea1th, and
safety issues as cost-effectively as possible. I would also help represent a segment
of the Palo Alto population that others may not know as well, especially south Palo
Alto families of various income levels.
6. What are the current issues facing the Utilities Advisory Commission?
Current issues include:
-Keeping customers' utility costs manageable while maintaining reliability and safety,
-Increasing conservation of power and water,
-Improving customer awareness of utility services.
-Improving the resilience of Palo Alto's transmission system,
-Obtaining more renewable power at competitive prices,
-Maintaining and improving energy effiCiency levels,
-Optimizing the use of funds being considered for under-grounding more electric power lines.
-Investing Electric Special Projects (ESP) Reserve funds for long-term benefits to the electric ratepayers.

I have been intimately involved with Kara, a premier grief support organization located in Palo Alto, since
1980 I served on the board of directors from 1993-2008 and was at times secretary treasurer and president I
am currently chair of the advisory committee. I have been a member of the Palo Alto Mediation Program since
200] and haye served as jts co-chair I am currentlv an emeritus member I am a dues paying member of the
Crescent Park Neighborhood Association. As a family, we contribute to many local organizations such as the
Palo Alto Commubity Fund the PenjnSllla Open Space Trust Boys and ('-rids Club of the Peninsula and the
League to name a few. In the past, I have been aT-ball coach, member of a local service club (Sertoma),
served. on the Duveoeck Site Council Cub Scout den leader Worked on projects for the Stanford Graduate
Alumni Consulting Team to assist local non-profit organizations to name a few.
Most recently, served on City's Infrastructure Blue Ribbon Commission.
4. What is it about the Utilities Advisory Commission that interests you? What qualities, experience and expertise
would you bring to the Utilities Advisory Commission?
One of the unique and outstanding aspects of Palo Alto (among many) is that we own and operate our own
municipal utilities. I was verv fortunate to work for the Utilities Department for 11 years and the City for 14
I was directly involved in many of the issues facing the Utilities today and was part of the initiation of many of
the current efforts. It saddened me to see the gradual erosion of the value of our Utilities in the eyes of the
COmmunity during the late 80's and 90's. I think the formation of the Utilities Advisory Commission was a big
step in the right direction and I get a sense that the current leadership is fully dedicated to reestablishing the
premier status of UtWties in the CmDJDlmitv Recently retired from a yery rewarding teacbin g Career I would
like to be part of the effort to make Palo Alto Utilities the best example of what local control can do to create
high value, responsive service that operates in a very business like manner. I have the time, energy and
experience to be a contributing member of this effort and would be honored to do so.

6. What' are the current issues facing the Utilities Advisory Commission?
There are nwnerous supply, reliability, environmental and rate issues facing the Utilities Advisory Commission.
I believe 2 key issues involve (1) decisions regarding the State of California Cap-and Trade Program and Options
regarding the Use of Allowances provided to the Electric Utility and (2) the challenge of preparing Waier
Customers for the substantial rate increases coming our way over the next several years and how to best mitigate
their impacts. In addition, there is the ongoing challenge of keeping customers informed on the very complex
issues facing the Utilities and gaining confidence that the Department is Striyjng to renresent the interests of all
customers and is responsive to their concerns.
7. If appointed. what specific goals would you like to see the Utilities Advisory Commission achieve?
For 2011-12, I would like to see a decision on the path to develop and construct a second electricity transmission
line into the City and muued jmplemeptation of the· Strategic Plan. In addition. I would like to see rate
changes that are understood by residents and businesses and generally acceptable even though some are likely to
jncrease more than would be desirable -water rates in narticular I am sure that as I become more famili at with
Issues facing the Commission, I will see the need for additional goals, particularly for 2012-13 and beyond.

SUBJECT: Interview for Opening on the Utilities Advisory Committee
I was pleased to receive an e-mail from the Deputy City Clerk indicating that I had been
selected for an interview with the Council for possible appointment to the Utilities
Advisory Commission. Unfortunately, I will not be available the evening of March 22 as
my wife and I leave for Wenatchee, Washington that morning to attend our youngest
son's wedding on March 24.
The Utilities Advisory Commission (UAC) is a community activity I am well qualified
for and extremely interested in. As you know, I have just completed a term as a
commissioner on the City's Infrastructure Blue Ribbon Commission (IBRC) and would
approach this appointment in the same manner. I have always been a Community
volunteer who becomes fully immersed in that effort and contributes more than my fair
share to the mission. Often the issues involved are complex and controversial, but I do

The UAC is very similar to IBRC in that it involves infrastructure twenty-four hours a
day, seven days a week. A UAC commissioner must be well versed in a myriad of
technical, financial and environmental issues affecting municipal utilities and their
importance to the quality of life in Palo Alto. As evident in my application, by training
and experience -including 15 years of management experience in local municipal
utilities and participation in many of the organizations affecting our utilities -I am well
suited to be a commissioner.
Although I am not available on March 22, I will make every effort to be accessible to
Council members between now and then should you have any questions you would like
me to address. This can be done in the form of e-mail dialogue, a phone call or an

3. Describe your involvement in community activiti~, volunteer and civic organizations:
I currently serve on the Board of Advisors for Students for a Sustainable Stanford, a student group
I co-founded as an undergraduate to originally work with the university to develop and implement a
green building policy. As a docent at the Stanford's Jasper Ridge Biological Preserve, I also helped
establish a still-running ecological field studies program for disadvantaged middle and high school
students at Eastside College Preparatory School in East Palo Alto. As a teaching assistant and
program coordinator, I developed curricula consisting of weekly interactive lesSons in basic
ecological principles and integrated the program into teachers' classroom lessons. I also have
volunteered with Rebuilding Together (formerly Christmas in April) to install energy-saving
measures for low-income homeowners, as a judge for high school student energy competitions,
and as an educational volunteer with the Marine Mammal Center.
4. What is it about the Utilities Advisory Commission that interests you? What qualities, experience and expertise
would you bring to the Utilities Advisory Commission?
Palo Alto is unique in that its utilities department provides electricity, natural gas, and water, and is often
seen as a leader among utilities in adopting forward-looking policies to ensure the city's residents and
businesses' resource use is environmentally sustainable. The Palo Alto City Council has increased its
efficiency and conservation targets substantially over the past several years and has also implemented
and pursued increased use of renewable energy. I am very interested in applying my career working on
clean energy solutions and utility policy to assist the City Council as it continues to pursue progressive
policies and demonstrate leadership in these areas. Furthermore, after recently returning to Palo Alto
after having grown up in Palo Alto's education system (I attended Nixon, Hoover, JLS, and Gunn,
followed by Stanford), I look forward to getting more involved in and serving my commu':lity.

As a member of the Utilities Advisory Commission, I anticipate serving in an adviSOry
capacity to the City Council on policy matters guiding the utilities department. The
UAC can delve into utilities-related topics in more detail than the Council can, and I
look forward to providing sound and balanced guidance to the Council on these
matters.
6. What are the current issues facing the Utilities Advisory Commission?
The UAC faces similar issues as the Palo Alto utilities face; some issues are recurring
(e.g., general ratesetting, efficiency/demand management, renewable energy, and other
procurement policy-setting) and others are one-time issues. The UAC faces the
challenge of advising the City Council on how to ensure fair and effective rates,
including balancing the utilities' compliance with the requirements of the law with
possible strategies to encourage conservation or inverted block pricing. In addition, the
UAC can recommend how the utilities can meet and exceed statewide conservation,
climate, and clean energy goals, while also being more innovative to best serve the
city's customers.
7. If appointed, what specific goals would you like to see the Utilities Advisory Commission achieve?
I believe the UAC can help the City Council identify and evaluate new and innovative
ideas and policies to manage energy and, water use and increase renewable energy
to reduce the city utilities' environmental impact. Efficiency and conservation are the
top priority energy resource for both the state and Palo Alto, and I would like to assist
the Council and utilities department in furthering its leadership in this and other areas
while maintaining the highest standard of reliable and affordable utility services to its
residents and businesses.

(2) An offiCial whose home address or telephone number Is made public as a result of a violation of paragraph (1) may
bring an action seeking injunctive or declarative relief in any court of competent jurisdiction. If a court finds that a violation

occurred, it may grant injunctive or declarative relief and shall award the official court costs and reasonable attorney's fees. A
fine not exceeding one thousand dollars ($1,000) may be Imposed for a violation of the court's order for an injunction or
declarative relief obtained pursuant to this paragraph.
(3) An elected or appointed offiCial may deSignate in writing the official's employer, a related governmental entity, or any

Currently serve on the board of directors of the California Clean Energy Fund and on
the National AdviSOry Council for Environmental Entrepreneurs. Have served on the
UAC since 2009 and previously served on the Palo Alto CDBG Citizens Advisory
Commission. Co-chaired the PAUSD Measure A campaigns in 2005 and 2008 and
served on the Parcei Tax Oversight Committee from 2006-2010. Served on the
board of directors of Clara-Mateo Alliance and InnVision. Served on the Duveneck
site council. Have been a youth sports coach in Palo Alto (Little League baseball,
A YSO soccer, YMCA basketball).
4. What is it about the Utilities Advisoly Commission that interests you? What qualities, experience and expertise
would you bring to the Utilities Advisory Commission?
I am particularly interested in energy issues, given the importance providing energy to consumers and businesses
a"t reasonable prices while reducing environmental impacts (including greenhouse gas emissions). That covers
not only electricity and gas, but also water, for which California uses more electricity (for transportation) than
almost anything else.
I bring a range of relevant experience and expertise 10 the UAC, including my knowledge of California energy
issues, my acquaintance or friendship with key energy policy makers al the sate and federal level, and my
experience from eight years of service on the board of directors of the California Clean Energy Fund (CaICEF).
In addition, I served for two years as a deputy director of the White House Office of Science and Technology
Policy in the Clinton Administration and have additional policy-making experience from my time in that role.

5. How would you see your role as board member when recommending policy and working with the Council?
It's fairly straight forward. The UAC makes recommendations to the City Council. We
certainly hope the City Council accepts our recommendations, but the final decision
rests with the City Council. I do think it is important on the UAC to work proactively to
identify po:licy recommendations that might not arise but for the UAC's efforts. Finally,
in terms of my specific role, I focus on two things in particular: (i) working with my
colleagues on the UAC to deliver consensus recommendations to the City Council
whenever possible, and (ii) using my network of contacts in the energy sector to bring
forward the best energy-related ideas possible for consideration in Palo Alto .
6. What are the current issues facing the Utilities A.dvisory COlmnission?
The UAC faces some one-off issues (i.e., they arise once and don't arise again), but many
more are recurring issues. The recurring issues are usually the most significant and include
issues like how to handle rate setting given Prop 21 B and the constitutional mandate for
conversation pricing. Reducing Palo Alto's dependence on traditional fossil fuels is an
important and ongoing issue --it is at the core of a variety of issues ranging from our energy
efficiency goals to our RPS targets. On that point, I believe it is also incumbent on the UAC
to identify innovative approaches to reducing Palo Alto's use of fossil fuels. We've already
taken steps in that direction with the Palo Alto CLEAN program and the field testing program
for innovative products and technologies, but more can and, I'm sure, will be done.
7. If appointed, what specific goals would you like to see the Utilities Advisory Commission acbieve?
The UAC needs to do its day-to-day work of reviewing CPAU recommendations and
providing the City Council with the UAC's views of those recommendations. But I
believe it is also quite important for the UAC to move beyond simply reviewing CPAU
recommendations and proactively address the issues I raised in the second half of
my response to question 6 above --finding new ways for Palo Alto·to reduce it's use
of fossil fuels. In the years ahead, we will spend an increasing amount of time on
Smart Grid deployment and use of the funds that had been held in the Calaveras
Reserve.

4. What is it about the Utilities Advisory Commission that interests you?
What qualities, experience and expertise would you bring to the
Utilities Advisory Commission?
I am attracted to the UAC by the opportunity to work with Council and Staff on Palo Alto's
utility budget, policy, and technology for the benefit of the residents of the City. I bring an ability
to understand and evaluate technology and finance, to identify state and federalprqgrams which
might benefit or impact the City, as well as sensitivity to the needs of the City Council, Staff, and
all residents of the City. I am enthusiastic about joining the UAC and I am eager to use my
experience and expertise to contribute to this important civic process.
5. How would you see your role as a commissioner when recommending
policy and working with the Council?
My role is to support the Council with information, analysis, and recommendations. This can
take many forms inCluding working with Staff on in-depth evaluations, providing expertise and
access to experts, evaluating legislative and regulatory matters in Sacramento and Washington
DC which impact Palo Alto, providing oversight, and representing alternative points of view.
6. What are the current issues that the Utilities Advisory Commission will
face?
Current issues facing the UAC include ensuring the reliability and availability of all utility
services, providing stable and low rates, evaluating new technologies such as smart meters, and
balancing multiple goals such as low rates, stable supply, and protecting the environment.
7. If appointed, what specific goals would you like to see the Utilities
Advisory Commission achieve?
I would like to see the UAC continue its excellent work in support of the Council and Staff. I
would like to see the UAC, Council, and Stafftake a proactive approach in identifying and
anticipating future issues and in developing appropriate responses to those issues. The UAC
should help Council and Staffto identify and take advantage of all state and federal programs,
such as financial incentives and subsidies, which can benefit Palo Alto. The UAC should
continue to provide reliable input on all utilities-related subjects, as well as looking over the
horizon to ensure the best long-term future for Palo Alto.

6254.21. (a) No state or local agency shall post the home address or telephone number of any elected or appointed official
on the Internet without first obtaining the written permission of that individual. .
(b) No person shall knowingly post the home address or telephone number of any elected or appointed official, or of the
official's residing spouse or child, on the Internet knowing that person is an elected or appointed official and intending to
cause imminent great bodily harm that is likely to occur or threatening to cause imminent great bodily harm to that
individual. A violation of this subdivision
is a misdemeanor. A violation of this subdivision that leads to the bodily injury of the official, or his or her residing spouse or
child, is a misdemeanor or a felony.
(c) (1) (A) No person, business, or association shall publicly post or publicly display on the Internet the home address or
telephone number of any elected or appointed official if that official has made a written demand of that person, business, or
association to not disclose his or her home address or telephone
number.
(6) A written demand made under this paragraph by a state constitutional officer, a mayor, or a Member of the Legislature,
a city council, or a board of supervisors shall include a statement describing a threat or fear for the safety of that official or of
any person residing at the official's home address.
(C) A written demand made under this paragraph by an elected official shall be effective for four years, regardless of
whether or not the official's term has expired prior to the end of the four~year period.
(D) (i) A person, business, or association that receives the written demand of an elected or appointed official pursuant to
this paragraph shall remove the official's home address or telephone number from public display on the Internet, including
information provided to cellular telephone applications, within 48 hours of delivery of the written demand, and shall continue
to ensure that this information is not reposted on the same Internet Web site, subsidiary site, or any other Internet Web site
maintained by the recipient of the written demand.
(ii) After receiving the elected or appointed official's written demand, the person, business, or association shall not transfer
the appointed or elected official's home address or telephone number to any other person, business, or association through
any other medium.
(iii) Clause (ii) shall not be deemed to prohibit a telephone corporation, as defined in Section 234 of the Public Utilities
Code, or its affiliate, from transferring the elected or appointed official's home address or telephone number to any person,
business, or association, if the transfer is authorized by federal or state law, regulation, order, or tariff, or necessary in the
event of an emergency, or to collect a debt owed by the elected or appointed official to the telephone corporation or its
affiliate.
(E) For purposes of this paragraph, "publicly post" or "publicly display" means to intentionally communicate or otherwise
make available to the general public.
(2) An official whose home address or telephone number is made public as a result of a violation of paragraph (1) may
bring an action seeking injunctive or declarative relief in any court of competent jurisdiction. If a court finds that a violation
has
occurred, it may grant injunctive or declarative relief and shall award the official court costs and reasonable attorney's fees. A
fine not exceeding one thousand dollars ($1,000) may be. imposed for a violation of the court's order for an injunction or
declarative relief obtained pursuant to this paragraph.
(3) An elected or appointed official may designate in writing the official's employer, a related governmental entity, or any
voluntary professional association of similar officials to act, on behalf of that official, as that official's agent with regard to
making a written demand pursuant to this section. A written demand made by an agent pursuant to this paragraph shall
include a statement describing a threat or fear for the safety of that official or of any person residing at the official's home
address.
(d) (1) No person, business, or association shall solicit, sell, or trade on the Internet the home address or telephone
number of an elected or appointed official with the intent to cause imminent great bodily harm to the official or to any person
residing at the official's home address.
(2) Notwithstanding any other law, an official whose home address or telephone number is solicited, sold, or traded in
violation of paragraph (1) may bring an action in any court of competent jurisdiction. If a jury or court finds that a violation
has occurred, it shall award damages to that official in an amount up to a maximum of three times the actual damages but in
no case less than four
thousand dollars ($4,000).
(e) An interactive computer service or access software provider, as defined in Section 230(f) of Title 47 of the United States
Code, shall not be liable under this section unless the service or provider intends to abet or cause imminent great bodily harm
that is likely to occur or threatens to cause imminent great bodily harm to an
elected or appointed official.
(f) For purposes of this section, "elected or appointed official" includes, but is not limited to, all of the following:
(1) State constitutional officers, 2) Members of the Legislature, (3) Judges and court commissioners, (4) District attorneys,
(5) Public defenders, (6) Members of a city council, (7) Members of a board of supervisors, (8) Appointees of the Governor,
(9) Appointees of the Legislature, (10) Mayors, (11) City attorneys, (12) Police chiefs and sheriffs, (13) A public safety
official, as defined in Section 6254.24, (14) State administrative law judges, (15) Federal judges and federal defenders, (16)
Members of the United States Congress and appointees of the President.
(g) Nothing in this section is intended to preclude punishment instead under Sections 69, 76, or 422 of the Penal Code, or
any other provision of law.

Manufacturing Engineering Manager (Divisional level) 1995 – 1998
• Managed a staff of 39 engineers, supporting manufacturing floors and new product introductions,
resulting in 68% reduction in overtime.
• Convinced executives to fund use of manufacturing resources as part of design teams resulting in
a transfer from design to manufacturing in 4 months in comparison to the historical period of
multiple years.

presented as technical paper.
• Created 6° of freedom simulation program to develop new control law for non-linear feedback control of
mechanical systems. Published and presented as a technical paper.
• Member of the National Academy of Engineering sub-committee for the Celebration of Women in Engineering
1998-2000.
• Member of the National Science Foundation Review Panel for re-engineering engineering education 2000 - 2006.
• Society of Women Engineers’ Fellow (2000), and Distinguished New Engineer Award (1998). Engineering Council
of Sacramento Valley Outstanding Service to the Engineering Profession Award (1987). Sacramento YWCA
Outstanding Woman in Applied Sciences (1985). Los Angeles YWCA Outstanding Achievement Award (1980).
Community activities
• As a Fellow and Senior Life member of the Society of Women Engineers, served on the National Board of
Directors as Region Director (1991-93). Served the Society in all levels of leadership at the local, regional, and
national including being the chair of the first regionally sponsored National Convention.
• Speaker, lecturer and trainer on topics as diverse as non-linear feedback control, motivation, career assessment,
statistics, tax planning and preparation and finances. Prominent speaking engagements include MIT, Notre
Dame, UC Berkeley, University of Pacific, CSU Sacramento and CSU Long Beach.
