Interviews of Candidates for the Architectural Review Board for Two
Full Terms and One Unexpired Term Ending on September 30, 2015
Dear Council Members:
Seven applications were received for three terms on the Architectural Review
Board. The City Council voted to interview all applicants. One applicant, Heidi
Schwenk has withdrawn her application. Interviews for the remaining six
applicants are scheduled in the Council Conference Room on June 26th, beginning
at 5:30 pm.
The six Architectual Review Board applicants to be interviewed are as follows:

The City Council is scheduled to vote for appointments of these terms at the City
Council Meeting, July 2, 2012. One candidate will begin serving immediately to fill
the unexpired term of Heather Young then he or she will serve a full term
beginning on October 1, 2012. The remaining two appointed candidates will
begin serving on October 1, 2012. All three terms will expire on September 30,
2015.

6254.21. (a) No state or local agency shall post the home address or telephone nllmber of any elected or appointed
official on the Internet without first obtaining the written permission of that individual.
(b) No person shall knowingly post the home address or telephone number of any elected or apPOinted official, or of
the official's residing spouse or child, on the Internet knowing that person is an elected or appointed official and
intending to cause imminent great bodily harm that is likely to occur or threatening to calise imminent great bodily
harm to that individual. A violation of this subdivision
is a misdemeanor. A violation of this subdivision that leads to the bodily injury of the official, or his or her residing
spouse or child, is a misdemeanor or a felony,
(c) (1) (A) No person, business, or association shall publicly post or publicly display on the Internet tile home
address or telephone number of any elected or appointed official if that official has made a written demand of that
person, business, or association to not disclose his or her home address or telephone
number.
(6) A written demand made under this paragraph by a state constitutional officer, a mayor, or a Member of the
Legislature, a city council, or a board of supervisors shall include a statement describing a threat or fear for the safety
of that official or of any person residing at the official's home address.
(e) A written demand made under this paragraph by an elected official shall be effective for four years, regarclless of
whether or not the official's term has expired prior to the end of tile four-year period.
(D) (i) A person, business, or association that receives the written demand of an elected or appOinted official
pursuant to this paragraph shall remove the official's home address or telephone number from public display on the
Internet, including information provided to cellular telephone applications, within 48 hours of delivery of the written
demand, and shall continue to ensure that this information is not reposted on the same Internet Web site, subsidiary
site, or any other Internet Web site maintained by the recipient of the written demand.
(Ii) After receiving the elected or appointed official's written demand, the person, bUSiness, or association shall not
transfer the appointed or elected official's home address or telephone number to any other person, business, or
association through any other medium.
(iii) Clause (ii) shall not be deemed to prohibit a telephone corporation, as defined in Section 234 of the Public
Utilities Code, or its affiliate, from transferring the elected or appointed official's home address or telephone number to
any person, business, or association, if the transfer is authorized by federal or state law, regulation, order, or tariff, or
necessary in the event of an emergency, or to collect a debt owed by the elected or appOinted official to the telephone
corporation or Its affiliate.
(E) For purposes of this paragraph, "pubflcly post" or "publicly display" means to intentionally communicate or
otherwise make available to the general public.
(2) An official whose home address or telephone number is made public as a result of a violation of paragraph (1)
may bring an action seeking injunctive or declarative relief In any court of competent jurisdiction. If a court finds that a
violation has
occurred, it may grant injunctive or declarative relief and shall award the official court costs and reasonable attorney's
fees. A fine not exceeding one thousand dollars ($1,000) may be imposed for a violation of the court's order for an
injunction or declarative relief obtained pursuant to this paragraph.
(3) An elected or appointed official may deSignate in writing the official's employer, a related governmental entity, or
any voluntary professional association of similar officials to act, on behalf of that official, as that official's agent with
regard to making a written demand pursuant to this section. A written demand made by an agent pursuant to this
paragraph shall include a statement describing a threat or fear for the safety of that official or of any person residing
at the official's home address.
(d) (1) No person, business, or association shall solicit, sell, or trade on the Internet the home address or telephone
number of an elected or appointed official witll the intent to cause imminent great bodily harm to the official or to any
person residing at the official's home address,
(2) Notwithstanding any other law, an official whose home address or telephone number is solicited, sold, or traded
in violation of paragraph (1) may bring an action in any court of competent jurisdiction. If a jury or court finds that a
violation has occurred, it shall award damages to that official in an amount up to a maximum of three times tile actual
damages but in no case less than four
ttlousand dollars ($4,000).
(e) An Interactive computer service or access software provider, as defined in Section 230(f) of Title 47 of the United
States Code, shall not be liable under this section unless the service or provider intends to abet or cause imminent
great bodily harm that is likely to occur or tllreatens to cause imminent great bodily harm to an
elected or appointed official.
(f) For purposes of this section, "elected or aPPointed official" includes, but is not limited to, all of the
following: (1) State constitutional officers, 2) Members of the Legislature, (3) Judges and court commissioners, (4)
District attorneys, (5) Public defenders, (6) Members of a city council, (7) Members of a board of supervisors, (8)
Appointees of the Governor, (9) Appointees of the Legislature, (10) Mayors, (11) City attorneys, (12) Police chiefs and
sheriffs, (13) A public safety official, as defined in Section 6254.24, (14) State administrative law judges, (15) Federal
judges and federal defenders, (16) Members of the United States Congress and appOintees of the President.
(g) Nothing in til is section is intended to preclude punisllrnent instead under Sections 69, 76, or 422 of the Penal
Code, or any other provision of law.

I interview Northern Califomia candidates for Comell's Bachelor of Architecture
program.
I am an active member of the Baha'i Faith and "am involved with the community here
in Palo Alto.
4. Wbatis it about the Architectural Review Board 1hat interests you? What qualities, experience and expertise
would 'you bring to the Architectural Review Board? I am Interested in helping serve the community through policy affecting architecture,
urbanism, and design. In my opinion, design choices impact building users and the
community at large. I have very strong convictions about the need to support
flourishing city centers. I believe that my experience with building and public space
projects of different scales in very different urban contexts is a contribution to the
board. I am committed to improving communities through good design.

5. How would you see your role as board member when recommending policy and working with the Council? If it

I would see my rore on the board as a professional who is helping to ensure that
projects are contributing to our community through using good design, activating
street frontage, and adding uses that are beneficial to the City.
I believe that all opinions should be voiced,but that the board should consult and act
as a team whose mandate is to help provide Palo Alto with a built environment that is
sound architecturally, environmentally, financially and socially.
6. What are the CUl'l'eDt issues ~ the Architectmal Review Board?
I believe that one of the fUnctions of the board is to act as a "filter" which ensures that
the built environment benefits inhabitants and users and offers a safe, interesting, and.
vibrant place to live, work, and SOCialize. I believe that some of the current issues
involve commercial and multi-family renovations, new builds on under-used or infill
sites and how these will impact the future direction of Palo Alto. I would imagine that
there are environmental, programmatiC, and contextual issues that the board is
engaged with. The Board also deals with providing an overall vision and trajectory for .
design and building use for Palo Alto.
. 7. If ~~ what specific goaIs would you like to see the Archi1ectural Review Board achieve? I would like to see the support of building growth within certain areas (such as
downtown or specific "growth corridors") and the continuing emphasis on
environmentally responsible building. In this vein, I believe that educating the
community at large about sustainability in regards to architecture and urban
development could be an ongoing goal for the ARB. I would also encourage the
building of more residential facilities so as to better manage the demand for housing,
as well as support increased building heights in an effort to curb commercial sprawl. I.
would try to encourage designs that take advantage of northern California's climate in
the use of materials and spaces. I would also like to see even more emphasis on
bikable and walkable areas.

(C) A written demand made under this paragraph by an elected offiCial shall be effective for four years, regardless of

(D) (I) A person, business, or association that receives the written demand of an elected or appoInted offiCial
pursuant to this paragraph shall remove the offldal's home address or telephone number from public display on the
Internet, indudlng Information provided to cellular telephone applications, within 48 hours of delivery of the written
demand, and shall continue to ensure that this Information Is not reposted on the same Internet Web site, subsIdiary
site, or any other Internet Web site maintained by the recipient of the written demand.
(II) After receiving the elected or appointed official's written demand, the person, bUSiness, or assodatlon shall not
transfer the appOinted or elected offldal's home address or telephone number to any other person, bUSiness, or
aSSOCiation through any other medium.
(III) CiI!use (II) shall not be deemed to prohibit a telephone corporation, as defined In Section 234 of the Public
Utilities Code, or Its affiliate, from transferring the elected or appOinted official's home address or telephone number to
any person, bUSiness, or association, If the transfer Is authortzed by federal or state law, regulation, order, or tariff, or
necessary in the event of an emergency, or to collect a debt owed by the elected or appointed official to the telephone
corporation or its affiliate.
(E) For purposes of this paragraph, ·publlcly post" or ·publiCIy display" means to Intentionally communicate or
otherwise make available to the general public.
(2) An offiCial whose home address or telephone number Is made public as a result of a violation of paragraph (1)
may bring an action seeking Injunctive or declarative relief In any court of competent Jurisdiction. If a court finds that a
violation has
occurred, It may grant Injunctive or declarative relief and shall award the official court costs and reasonable attorney's
fees. A fine not exceeding one thousand dollars ($1,000) may be Imposed for a violation of the court's order for an
Injunction or declarative relief obtained pursuant to this paragraph.
(3) An elected or appointed official may designate In writing the offldal's employer, a related governmental entity, or
any voluntary professional aSSOCiation of similar offldals to act, on behalf of that official, as that official's agent with
regard to making a written demand pursuant to this section. A written demand made by an agent pursuant to this
paragraph shaillnclude a statement describing a threat or fear for the safety of that official or of any person residing
at the official's home address.
(d) (1) No person, bUSiness, or association shall SOlicit, sell, or trade on the Internet the home address or telephone
number olan elected or appointed official with the Intent to cause Imminent great bodily harm to the official or to any
person residing at the official's home address.
(2) Notwithstanding any other law, an offiCial whose home address or telephone number Is soliCited, sold, or traded
In violation of paragraph (1) may bring an action In any court of competent jurisdiction. If a jury or court finds thiilt a

worldwide. This Is achieved by providing pragmatic land use expertise and education to the public and private sector.
I am currently fulfilling my first term as a member of the San Francisco Board of Directors of the JCRC (Jewish
Community RelatiOns Council) and serve on the Legislative Affairs Committee.
I am an active member of the San Francisco Young Leadership Development Program of AIPAC (American Israel Public
Affairs Committee).
I am an active participant in community improvement organizations such as Rebuilding Together SF and Oakland, which

5. How would you see your role as board member when recommending policy and working with the Council? Ifit
were necessary to change current roles, how would you approach making such changes?
As a board member, I think one has to have a passion for his or her community and a willingness to develop an in-depth
understanding of the planning and building code in order to effectively consider how decisions before the ARB will affect
the community.
A board member must work closely with city planners to understand their recommendations at the same time being
respectful and eager to learn the opinions expre_ by residents and fellow Board Members at public hearings.
Regularly, I presume, a Board Member must be willing to make difficult choices tilat will satisfy some, but not all, in the
community.
When recommendations are then referred to the Council, my hope would be that the ARB will have clearly articulated Its
retionale for a decision that provides clarity and consistency to the Council as well as members of the community.
6. What are the current issues facing the Architectural. Review Board?
I Understand that some of the specific matters coming before the ARB include:
(1) the Edgewood Plaza Project,
(2) the VMWare Campus development on the former Roche Site,
(3) the Stanford Shopping Center modification plan, and
(4) a number of other proposed projects including a four story mixed use development on Birch Street, an
eight story hospitality project on Hamilton Avenue, and a residential project on Hawthorne, among others.
Broader issues that the ARB faces include:
(1) providing encouragement in green design and.construction that balances development and preselVation goals,
as well as, .
(~) ensuring that residents and developers feel that the ARB promotes continuity in the community and clarity in
reaching those goals.
7. If appointed, what specific goals would you like to see the Architectural Review Board achieve?
I would like to see the Architectural Review Board continue to promote the orderly and
harmonious development of the City while encouraging preservation of the most desirable uses
of land and improvements.
Hopefully, this can be accomplished while at the same time stimulating green design by
evaluating design proposals and variance requests with an eye to how the development arid
changes affect (if at all) the environment.
I would also like to encourage the preservation of the natural landscape insofar as practical and
promote development that includes landscaping that is generous and inviting.

There Is some community concern regarding the overall 'Modernist' design sensibility
of much new construction in palo Alto approved by the ARB. Better community
outreach could educate the community about the architectural issues and decisions

While I enjoy and appreciate· many of the newer, well-designed contemporary projects in town, as do most local

nor seeking broader public involvement in individual approvals. Rather, most people are simply curious about

make available to the general public.
(2) An official whose home address or telephone number is made public as a result of a violati(m of paragraph (1) may
bring an action seeking injunctive or declarative relief in any court of competent jurisdiction. If a court finds that a violation

occurred, It may grant injunctive or declarative relief and shall award the official court costs and reasonable attorney's fees. A
fine not exceeding one thousand dolla~ ($1,000) may be imposed for a violation of the court's order for an Injunction or
dec,larative relief obtained pursuant to this paragraph.
(3) An elected or appOinted offiCial may deSignate in writing the offiCial's employer, a related govemmental entity, or any
voluntary professional association of similar officials to act, on behalf of that official, as that offiCial's agent with regard to

4. What is it about the Architectural Review Board that interests you? What qualities, experience and expertise
would you bring to the Architectural Review Board?
My unique skill set is the result of a widely varied range of project work, the majority of which has
been focused in Palo Alto. My experience includes: Single Family Residential, Multifamily,
Mixed-use, Commercial Shell, Commercial Tenant Improvement, Retail, K-12 Educational, and
Religious project types. This history has given me an opportunity to educate myself and develop a
spectrum of beneficial skills. In addition to becoming well versed in zoning regulations and building
code, my experience over the past 21 years has illustrated a particular expertise in working with
agency staff, boards and commissions, team members and stakeholders toward quality projects. I
thoroughly enjoy the complexities of the work I do and believe I can help others improve their work
as well. I am excited aboutthe prospect of being involved in a broader range of projects to help
elevate the quality and enhance the character of the built environment in Palo Alto.

.. 1 would hope to work with the other members and the Council in open ~iscussion to
improve and further develop policy. Listening to others, understanding the basis of
concerns or issues and having an opportunity to voice my thoughts or ideas toward
refinement of roles or language would be a highly rewarding experience.
6. What are the current issues facing the Architectural Review Board?
With a tremendous quantity of construction and planned development occurring there are a
number of challenges for the ARB. I believe, as I said earlier, the primary issue for the ARB is
to elevate the quality and enhance the character of the built environment in Palo Alto. Helping
applicants improve their projects in terms of aesthetics and land use while encouraging
variation of character within the context of Palo Alto must continue to be a major focus. Each
project must be taken on its own merit and reviewed with a balanced approach and without
ideaology. Encouraging pedestrian oriented projects to promote walkability, amplifying goals
for sustainability, managing issues related to traffic, housing density/affordability and
maintaining the desirability of investment in Palo Alto must all be balanced in consideration of
context and situation.
7. If appointed, what specific goals would you like to see the Architectural Review Board achieve?
Being an advocate for harmonious and considerate development which enhance$
the built environment, seeking the best land use, improving work/living conditions
and creating an expectation for a high aesthetic quality must remain the focus for the
ARB.
In addition, helping to further improve the review process so the projects being
processed are enhanced, from the perspective of all involved, as a result of
participating must be a constant consideration.

I currently volunteer on the Architectural RevIew Board (1.5 tenns). I wrtte articles, regarding
cJevekipment projects tot the Old Mountain VIeW Neighborhood Association's newsletter. I·atlend
forums on the Grand Boulevard Initiative. I have studied the EI Camino Real corridQr with ,.Iocal
architect and an urban designer. I researched and Illustrated preliminary drawings for the Dream Team
charrette for the University Aven~ transit station.
I organize bicycle rides for Western Wheelers, a Palo Alto cycling club, including $P8Cia1 tours to
historical sites on the peninsula •. , have also serv8ci as a board member. I help design cyc:Ung jerseys
for a century ride thatparlly·benefits the Silicon Valley Bicycle CoaIJIIon. The ride also partners with
POST and organic farms·along the coast to promote open space and sustainable agriculture. I also
occasIona1ly lead atchitectural walking tours of Stanford for Golden Gate Top of the Hill Gang, a·1oca1
hiking and skiing dub. '

I am imerested in ensuring high quality design. that Is compatible with the city. This is a '
challenging task in this, era Where some architects try to stand out with exuberant designs and
others succumb to the ubiquitous design standards of national brands and chains;
I believe that well-designed places are greater th8n the sum of their individual parts. Many area
of PalO Alto have succ8eded at this, so it is critical that new developments fit in with their
surroundings. I can visualiZe the relationship between infrastructure, urban design. architecb.ti'e,
and landscape. I am experienced at·designing a wide variety of projects. including gardens,
houses, multifamily housing, mixed-use transit villages, and campus urban design, and I know
where some pitfalls can happen.

Most of the time, the Comprehen$ive Plan,sp~c plans, zoning .ordinance, and design
guidelines provide thorough policy guidelines and requirement.
Sometimes policy issues are raised during ARB meetings. When a pattern emerges, 'the
board USlJally adds that item to the agenda to the boards' retreat or joint. meetings with
the City Council and/or Planning and Transportation Commission. The planning staff
provide insight, data, and recommendations. In addition, I inquire with profes$iOnat
colleagues with regards to how other cities handle similar issues.
6. What are the CUl'J.'eIlt issues facing the AIehitectural Review Board?
The board should ntview the South EI Camino Design Guidelines, the Planning and
Transportation Commission's housing site list, and the existing zoning since many of the
, proposEid housing sites are located on EI Camino Real. .
The board should have a better framework for reviewing projects that utiliZe California's
density bonus for affordable housing.
The board should carefully consider compatibility and context. The City Council' disagreed
with the board's recommendation for approval on 2 recent, 'large projects (I was the only
board member that dissented on both projects). In addition, many members of the public
have expressed concern about the design characte~ of several, recent projects.
7. If appoilited, what specific goals would you like to see the Architectunll Review Board achieve?
More community outreach is needed for the development process. A few projects .have
generated a lot of publicity, but there are many well designed projects that su~lIy
navigated through the approval process. The ARB's web page could include the Design .
Awards and highlight other successful projects with respect to both design and process. Flow
charts and organization charts In the staff reports could help to Illustrate the approval process.
At'a recent retreat, the board discussed with the chair of the Planning and Transportation
Commission the roles of both commissions regarding some building types/zoning districts in
order to provide a better approval process. The board should continue that disc;uasion and
report to the City Council.
The Board should review the LEEO NO pilot project with the Planning Staff.
The Board should recommend some modifications to the Sign Ordinance as discussed at the
'last two board retreats. .
I Would like to see the board review some of the approved projects after they have been
constructed. The board did review all approved projects for the 2010 Design Awards. A lot of
effort ~ spent selecting the best projects~ but more analysis could happen regarding the
projects that were not considered. . '.

(b) No Person shall knowingly post the home address or telephone -number of any elected or appointed official, or of
the official's residing spouse or child, on the Internet knowing that person is an elected or appointed official and
Intending to cause Imminent great bodily hann that is likely to occur or threatening to cause Imminent great bodily
harm to that Individual. A violation of thIS subdivision
-Is a misdemeanor. A violation of this subdivision that leads to the bodily Injury of the official, or his or her residing
spouse or child, Is a misdemeanor or a felony.
(c) (1) (A) No person, business; or association shall publicly post or publicly display on the Intemet the horne
address or telephone number of any elected or appointed offiCial If that official has made a written demand of that
person, business, or association to not disclose his or her_ home address or telephone

(8) A written demand made under this paragraph by a state constitutional. officer, a mayor, or a Member of the

Internet, Including Infonnatlon provided to cellular telephone applications, within 48 hours of delivery of the written
demand, and shall continue to ensure that thIS Information Is not reposted on the same Internet Web site, subSidiary
site, or any other Internet Web site maintained by the -reCIpient of the written demand.
(II) After receiving the elected or appointed official's written demand, the person, business, or assoCIation shall not
transfer the appointed or elected official's home address or teleptaonenumber to any other person, business, or
association through any other medium.
(III) Clause (II) shall not be deemed to'prohlblt a telephone corporation, as defined In Section 234 of the Public
Utilities COde, or Its affiliate, from transferring the elected or appointed-official's home address or telephone -number to
anY person, bUSiness, or association, If the transfer Is authorIZed by federal or state law, regulation, order, or tariff, or
. necessary In the event of an emergency, or to collect a debt owed by the elected or appointed offtclal to the telephone
corporation or Its affllla~. -
(E) For purposes of this paragraph, DpubllclV post" or ·publlcly display" means to intentionally communicate or
otherwise make available to the general public.
(2) An official whose home address or telephone number Is made public as a result of a vlolatlon of paragraph (1)
may bring an action seeking Injunctive or declarative relief In any court of competent jurisdiction. If a court finds that a
violation has -
occurred, It may grant Injunctive or declarative relief and shall award the-official court costs and reasonable attorney's
fees. A fine not exceeding one thousand dollars ($1,000) may be imposed for a violation of the court's order for an .

(3) An elected or ap~lnted official may designate In writing the official's employer, a related governmental entity, or
any voluntary professional association of similar officials to act, on behalf of that offiCial, as that official's agent with

(d) (1) No person, business, or association shall SOlicit, sell, or trade on the Internet the home address Or telephone

(2) Notwithstanding any other law, -an official whose home address or telephone number Is solicited, sold, or traded
In violation of paragraph (1) may bring an action In any court of competeid: Jurisdiction. If a jury or cQurtfinds that a
vlolatlon has occurred, It shall award damages to that official In an amount up to a maximum Of three times the actual
damages but In no case less than four -

Thank you for answering my questions and sending me the link to previous interviews so quickly.
I did attend a meeting earlier this month and was impressed with the three board members' attention to detail
and calm discussions with the representatives for the variety of projects. I also felt infonned about the
commitment that is required of the board members. The board position is a serious and important
commitment. I would like more experience to fulfill the committee's responsibilities to the Palo Alto
Community and be able to dedicate the appropriate amount of time for each project. With all of this knowledge
and the recent changes in my current work load and my on going family commitments~ I need to rescind my
application for the ARB.
Please keep me on the email roster to receive infonnation about a future ARB position. I am very interested in
applying and becoming a board member in the future.

Hello Heidi.
It is a very simple ten minute interview. All nine Council Members (or at the very least a quorum
of Council Members) interview all candidates in succession. There are seven candidates
interviewing for the three available terms on the ARB. The best way to prepare is to vi~w
previous interviews, attend any meetings that take place between now and the interview date,
and make sure you are aware of current projects.
