PROJECTS FOR UNIVERSITY AVENUE AND PAGE MILL ROAD
RECOMMENDATION
Staff recommends that Council adopt the attached resolution (Attachment A) authorizing
the City Manager or his designee to submit an application to the Santa Clara Valley
Transportation Authority for a grant of $556,728 in funds from the federal Surface
Transportation Program (STP) for local streets and roads rehabilitation projects in FY
2005/2006. The funds will be used for resurfacing of segments of University Avenue and
Page Mill Road through the City’s Street Resurfacing Program.
BACKGROUND
The Metropolitan Transportation Commission’s (MTC) 2003 survey of local streets and
roads maintenance needs showed that region-wide, over the next 25 years, the cost of
maintaining and replacing the street system that exists today exceeds the revenues
expected to be available for that purpose. In Santa Clara County, the total local road
shortfall is projected to be $1.7 billion. Approximately $500 million of that is on federal
aid-eligible roads.
In response, MTC’s 2005 Regional Transportation Plan (T-2030) directed $990 million in
future federal transportation revenues over 25 years to address the shortfall on the
Metropolitan Transportation System (MTS) roads region-wide. MTC programmed some
of the funds expected from the Transportation Equity Act for the 21 st Century (TEA-21)
reauthorization in 2005/06 and 2006/07 for local streets and roads rehabilitation and
reconstruction. MTC delegated the responsibility to select the projects in each county to
the local Congestion Management Program.
The VTA Congestion Management Program issued a call for projects on June 4, 2004
(Attachment B). The goal of this program is to assure that the MTS streets and roads in
Santa Clara County are in good repair. Where the MTS streets are in good shape or there

are no MTS streets, agencies may petition to fix serious problems on other federal aid
eligible arterials and collectors. A total of $16,074,000 is available for programming in
Santa Clara County in fiscal years 2005/2006 and 2006/2007. The money will not
actually be available to cities and counties until July 2005. All of the funds must be
obligated by April 1, 2007.
DISCUSSION
Palo Alto has three City-maintained streets on the MTS system: San Antonio Road,
University Avenue and Page Mill Road. All three streets meet the road condition index
threshold to qualify for the grant funds. University Avenue from the east city limits at
San Francisquito Creek to Chaucer and two segments of upper Page Mill between
Highway 280 and Skyline Boulevard (Route 35) are straight resurfacing projects that will
be ready for implementation in FY 2005/06. Staff recommends applying the STP funds to
these streets in the first year of the two-year funding cycle. While San Antonio Road
from Highway 101 to Alma Street also would qualify, the scope of this project is not yet
fully defined and was not considered a candidate for grant funding at this time. Public
Works, Parks and Transportation staff are discussing how to integrate the resurfacing of
San Antonio road with the planned multi-year median rehabilitation and re-landscaping
project (CIP PG-00009), and possible road restriping and reconstruction to accommodate
bike lanes.
Application Process
Staff submitted a written request for grant funds to VTA by the submittal deadline on
July 13, 2004. The resolution of the City Council, opinion of counsel and letter of
assurances must be submitted to VTA by September 1. If the City Council decides not to
pursue the grant, staff will advise VTA staff to withdraw the City’s application from
consideration.
RESOURCE IMPACT
The total cost of resurfacing the two streets is estimated to be $706,000, in excess of the
available grant funds. The grant will cover up to $556,728 of the project cost. A
minimum local match of 11.47 percent is required by the VTA. Palo Alto’s local match
of $150,000 is a 21 percent local match, and will be provided from the annual Street
Maintenance and Resurfacing budget of approximately $2.0 million/year.
Since the STP grant funds are disbursed on a reimbursement basis, City funds will be
reimbursed by the grant funds. Staff will notify Council when the grant is formally
approved.
POLICY IMPLICATIONS
STP funds are federal funds, which will require that the City comply with the Caltrans
Local Assistance project delivery policies and procedures. The Public Works Department

has implemented several projects in recent years using federal grant funds and staff is
familiar with the procedures, schedule, timing and reporting requirements.
ENVIRONMENTAL ASSESSMENT
These proposed street resurfacing projects are minor alterations and repairs to existing
facilities and are categorically exempt under the California Environmental Quality Act
section 15301 (c) of the CEQA guidelines.

FUNDING FOR A STREET REHABILITATION PROJECT FOR
UNIVERSITY AVENUE AND PAGE MILL ROAD
WHEREAS, the Transportation Equity Act for the 21st
Century (TEA 21; Public Law 105-178, June 9,1998) and the TEA 21
Restoration Act (Public Law 105-206, July 22, 1998) continue the
Surface Transportation Program (23 U.S.C. § 133); and
WHEREAS, the TEA-21 legislation will guide the Surface
Transportation Program until the TEA-21 Reauthorization bill is
authorized; and
WHEREAS, pursuant to TEA-21, and the regulations
promulgated thereunder, eligible project sponsors wishing to
receive Surface Transportation Program grants for a project
shall submit an application first with the appropriate
metropolitan transportation planning organization (MPO), for
review and inclusion in the MPO’s Transportation Improvement
Program (TIP); and
WHEREAS, the Metropolitan Transportation Commission
(MTC) is the MPO for the San Francisco Bay region; and
WHEREAS, the City of Palo Alto is an eligible project
sponsor for the Surface Transportation Program; and
WHEREAS, the City of Palo Alto wishes to submit an
application to MTC for funds from the Surface Transportation
Program in fiscal year 2005-06 in the amount of $556,728 for a
project to resurface and rehabilitate the following Metropolitan
Transporzation System street segments:
i) University Avenue from the east city limits to
Chaucer Street; and
2) Page Mill Road from mile marker 1.7 to mile
marker 1.9 and from mile marker 2.3 to mile marker 2.6.
WHEREAS, MTC requires, as part of the application, a
resolution stating the following:
i) The commitment of local matching funds of at least
11.47%; and

2) That the sponsor understands that the Surface
Transportation Program funding is fixed at the programmed
amount, and therefore any cost increase cannot be expected to be
funded with Surface Transportation Program funds; and
3) The assurance of the sponsor to complete the project
as described in the application, and if approved, as programmed
in MTC’s TIP; and
4) That the sponsor understands that funds must be
obligated by June 30 of the year that the project is programmed
for in the TIP, or the project may be removed from the program;
and
5) That the sponsor has

NOW, THEREFORE, the Council of the City of Palo Alto
does RESOLVE as follows:
SECTION i. The City Manager, or his designee, is
authorized to execute and file an application for funding under
the TEA-21 Surface Transportation Program in the amount of
$556,728 for a project to resurface and rehabilitate certain
segments of University Avenue and Page Mill Road; and
SECTION 2. The City Council by adopting this resolution
does hereby state that:
(a) The City of Palo Alto will provide approximately
$150,000 in non-federal matching funds; and
(b) The City of Palo Alto understands that the Surface
Transportation Program funding for the project is fixed at
$556,728, that any cost increases must be funded by the City of
Palo Alto from local matching funds, and that the City of Palo
Alto does not expect any cost increases to be funded with
Surface Transportation Program funds; and
(c) The street resurfacing and rehabilitation project
will be carried out as described in this resolution and, if
approved as programmed in the TIP; and
d) The program funds are expected to be obligated by
June 30 2006, the year the project is expected to be programmed
for in the TIP.

SECTION 3. The Council directs the City Manager to
transmit a copy of this resolution to the MTC in conjunction
with the filing of the application.
SECTION 4. The MTC is requested to support the
application for the project described in the resolution and to
program the project, if approved, in MTC’s TIP,
SECTION 5.The Council finds that the filing of an
application for grant funds does not constitute a project for
purposes of the California Environmental Quality Act (CEQA).
However, the street resurfacing and rehabilitation project is
exempt from CEQA as the repair and maintenance of existing
streets (CEQA Guidelines section 15301(c)).

Federal STP Funds Available
This memorandum serves as the Call-for-Projects for the Federal Surface Transportation
Program (STP) for Local Streets and Roads Rehabilitation for the funding cycles of FY
2005/06 and FY 2006/07. A total of $16,074,000 is available for programmihg.
The goal of this program is to assure that the MTS streets and roads in Santa Clara
County are in good repair. Where the MTS is in good shape or there are no.MTS roads,
fix serious problems on federal aid eligible arterials and collectors.

Fundin~ Targets
Attachment A shows each city and the County’s target amount for the funding cycles.
This target amount is based on each agency’s percentage of MTC’s T-2030 projection of
countywide street maintenance and reconstruction needs. Your agency’s project grant
request must be at least $150,000. If the agency targets are less than $150,000, projects
should be combined with other agencies to ensure efficient delivery. Please call VTA
staff if you need assistance in meeting this requirement.
Proiect Screenin~ Criteria
All Projects must be generated by the agency’s Pavement Management System
(PMS)
Average pavement condition index (PCI) on the roadway must be projected to be
between 0 and 70 (0<PCI<70) in 2006/07.
Each project grant request must be at least $150,000.
An agency may only submit projects on the Metropolitan Transportation System
(MTS) unless the agency certifies that it will have no MTS projects in 2005/06
and 2006/07. Certification Form is included as Attachment F.
Projects must be in 2005/06 and/or 2006/07.
Projects must submit obligation request no later than April 1, and obligate funds
no later than June 30 of the year in which they are programmed.
There is no Maintenance of Effort (MOE) requirement for this program.
Federal funding requires a minimum 11.47% cash match. Additional matching
funds are voluntary.
Pavement and incidental non-pavement expenses are eligible.
Bike facilities will be included in the final striping wherever feasible and
consistent with local plans. ,
Fiber optic cable installation and other ITS elements should be installed in
conjunction with these projects.
Projects should include VTA standard concrete pads and provide ADA accessible
curbside facilities at bus stop locations.
Council Resolution and LeI~al C0~
An authorizing resolution stating the sponsor’s commitment to complete the projects as
scoped, and an Opinion of Legal Counsel MUST accompany all local projects included
in the Program~. Project sponsors and implementing agencies need to submit the
documents by September 1, 2004.
An agency with multiple projects can submit one Resolution of Support and Opinion of
Legal Counsel that encompasses all of the projects. However, individual Certifications of
Assurances accompanying the Resolution of Local Support must be submitted for each
project. A sample Resolution of Support and Opinion of Legal Counsel is provided
herein, as Attachment D and E.
Other Requirements
It is important to note that since funds are federal, you must adhere to Caltrans Local
Assistance Project Delivery Policies and Procedures. Please see Attachment C for
"Things You Should Consider In Developing Your Project".
