REQUEST BY FRIENDS OF PALO ALTO JUNIOR MUSEUM AND
ZOO FOR FEE WAIVER AS PART OF CITY PUBLIC-PRIVATE
PARTNERSHIP
RECOMMENDATION
Staff recommends that the City Council approve the request by the Friends of Palo Alto
Junior Museum and Zoo (PAJMZ) to waive all fees related to the provision of a new sign
and re-landscaping in front of the Junior Museum and Zoo site, as part of the Council:
approved public-private partnership.
BACKGROUND
On December 9, 2002, the City Council approved a public-private partnership with the
Friends of the Palo Alto Junior Museum and Zoo for renovation of the PAJMZ. City
Policy and Procedure 1-25, approved by the City Council on February 28, 1994,
encourages the development of public-private partnerships for public benefits. The
policy recognizes that it may be appropriate for the City to waive normal processing and
use fees in order to facilitate a project.
DISCUSSION
As indicated in the attached letter, the Friends of the PAJMZ are planning to construct a
new entry sign and re-landscape the front of the PAJMZ. The hope is to have the project
completed in time for the 70th birthday party on October 2, 2004, immediately preceding
the city’s Black and White Ball.
RESOURCE IMPACT
The Architectural Review Board fee for approval of a sign is $200.

POLICY IMPLICATIONS
This recommendation is consistent with the Council’s public-private partnership policy.

Dear Emily:
The Friends of the Palo Alto Junior Museum and Zoo has a very generous donor for the
construction of a beautiful new sign and re-landscaping of the front of the Junior Museum
and Zoo site. This wonderful donation indicates the impo .rtance that the PAJMZ has had
over the last seventy years in the community and the role it will play in the future, and the
Friends are very excited about the donation!
It is our intention to have the sign constructed and installed, and the front of the building
re-landscaped, for our 70th Birthday Party on October 2, 2004, which immediately
precedes the City’s wonderful Black and White Ball event.
We have met with the City’s planning staff and will be submitting the application shortly
for the sign permit. As part of the public private partnership with the City Council to
improve the museum and zoo site, we are asking that application fees for the permitting
process be waived by the City.
On behalf of the Friends board, Emily, we very much appreciate your continued support
for the PAJMZ and the. Friends’ efforts to make the museum and zoo a better place for
our community.
