HomeMy WebLinkAbout2004-07-12 City Council (5)TO: City of Palo Alto City Manager’s Report 4 HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: COMMUNITY SERVICES DATE: SUBJECT: JULY 12, 2004 CMR: 352:04 PARK AND RECREATION COMMISSION AND PALO ALTO HISTORICAL ASSOCIATION RECOMMENDATION TO CITY COUNCIL TO NAME THE SOUTH OF FOREST COORDINATED AREA PLAN PHASE I PARK AS "PALO ALTO HERITAGE PARK" RECOMMENDATION The Parks and Recreation Commission, the Palo Alto Historical Association and staff recommend.that the City Council name the dedicated park land at the comer of Homer Avenue and Waverley Street (referred to as the South of Forest Coordinated Area Plan Phase I Park) as Palo Alto Heritage Park. If City Council approves the Commission recommendation, staff recommends that Council approve the ordinance amending Palo Alto Municipal Code Section 22.08.390 to formally name the dedicated park land called the South of Forest Coordinated Area Plan Phase I Park as Palo Alto Heritage Park (Attachment A). COMMITTEE REVIEW AND RECOMMENDATIONS At its iMay 5, 2004 regular meeting, the Board of Directors of the Palo Alto Historical Association (PAHA) received a report from the Association’s Landmarks and Street Names Committee. The committee recommended five names to the Board of Directors: Joseph Davis Park; Russel Van A. Lee Park; Anna Zschokke Park; Birge Clark Park; and Palo Alto Heritage Park. Because there was not a consensus of the committee on preferred names, the list was not ranked by preference. After some discussion, The Board approved a motion that the name "Palo Alto Heritage Park" be recommended to the City Council, and that the names Dr. Joseph Davis Park, Anna Zschokke Park and Dr. Russel Van A. Lee Park be provided for consideration as historically appropriate names. At its May 25, 2004 regular meeting, the Parks and Recreation Commission (Commission) conducted a public hearing on the naming of the park, reviewed the four names forwarded by PAHA and the historical rationale that was used to support these CMR:352:04 Page 1 of 2 recommendations. It determined that none of the names were incompatible with the intended use of the park, and voted unanimously to recommend the name "Palo Alto Heritage Park" to the City Council. On June 7, 2004, Council reviewed the name recommended by the Palo Alto Parks and Recreation Commission, voted unanimously to ratify the name Palo Alto Heritage Park, and directed staff to retnrn with the resolution and .ordinance necessary to formally adopt the name. ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING SECTION 22.08.390 OF CHAPTER 22.08 OF TITLE 2 OF THE PALO ALTO MI!NICIPAL CODE TO RENAME THE SOUTH OF FOREST COORDINATED AREA PLAN PHASE I PARK AS PALO ALTO HERITAGE PARK The Council of the City of Palo Alto does ORDAIN as follows: SECTION i. Section 22.08.390 of Chapter 22.08 of Title 2 of the PaloAlto Municipal Code is hereby amended to read, as follows: ~22.08.380. Heritage Park. That certain 2.01 acre parcel of land, a portion of the land formerly known as the Palo Alto Medical Foundation site and the South of Forest Coordinated Area Plan Phase I Park, as delineated and described in Exhibit A-26 attached to this chapter and incorporated herein by this reference, is reserved for park, playground, recreation and/or conservation purposes; provided however, that underground reservoir, well and pump station facilities necessary for emergency water supply may be located at this site subject to the following requirements: i. The reservoir,well and pump station structures shall be located underground.Any above-ground appurtenances, such as ventilation devices, shall be incorporated into the park design and shall ~support a park use. 2. The design, location and operation of the reservoir, well and pump station structures shall not significantly interfere with or limit park design alternatives. 3. The design, location and operation of the reservoir, well and pump station structures shall not result in a net loss of trees or park acreage. 4. The underground reservoir, well and pump station structures shall be located at a sufficient depth so as to not preclude turf, landscape or tree plantings. 5. A park improvement ordinance shall be adopted in conformance with Municipal Code section 22.08.005 prior to construction of the reservoir, well and pump station." 040707 el 0072404 1 **NOT YET APPROVED** SECTION 2.
