APPROVAL OF A RESOLUTION DONATING SURPLUS
FIRE EQUIPMENT TO OAXACA, MEXICO
RECOMMENDATION
Staff recommends that Council adopt the attached Resolution donating surplus fire equipment to
Oaxaca, Mexico.
BACKGROUND
In early 2003, Palo Alto Neighbors Abroad contacted the Fire Department inquiring about the
possibility of surplus fire equipment being donated to Palo Alto’s sister city, Oaxaca, Mexico.
Staff communicated with Oaxaca’s Fire Chief and confirmed the need for such equipment and
the willingness to coordinate with the Mexican government should the request be approved by
the City Council.
DISCUSSION
The Fire Department has two surplus fire apparatus and equipment, a 1988 Ford F-350 4-wheel
drive patrol truck and a 1993 Ford E-350 lifeline ambulance (including gurney). This equipment
is no longer used by the Fire Department as it has exceeded its useful life. The equipment will
have a greater value in continuing to protect life and property in Oaxaca, Mexico than if it were
sold to a second hand antique fire equipment dealer.
Neighbors Abroad has agreed to coordinate with the government of Mexico for the transfer and
shipment of the equipment.
RESOURCE IMPACT
The value of the surplus equipment is approximately $13,000.
POLICY IMPLICATIONS
This donation is consistent with existing City policies and furthers international and intercultural
understanding.

TIME LINE
Transportation of the equipment will occur within 60 days of Council’s approval
resolution.
ENVIRONMENTAL IMPACT
The request is not a project subject to the California Environmental Quality Act (CEQA).

RESOLUTION NO.
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO
ALTO DONATING SURPLUS FIRE EQUIPMENT TO
OAXACA, MEXICO
WHEREAS, the Council did in 1964, establish a sister
city affiliation with Oaxaca, Mexico; and
WHEREAS, 2004 marks the 40th anniversary of the sister
city relationship between City of Palo Alto and Oaxaca, Mexico;
and
WHEREAS, the Council desires to continue to serve the
community interests of international and intercultural
understanding; and
WHEREAS, the Fire Department has two surplus fire
apparatus and equipment, a 1988 Ford F-350, 4 whee! drive Patrol
Truck and a 1993 Ford E-350 Lifeline Ambulance (including
gurney); and
WHEREAS, Neighbors Abroad is a volunteer organization
that maintains and carries out the activities of the City of
Palo Alto’s officially recognized Sister City Program; and
WHEREAS, Neighbors Abroad has requested the Fire
Department to donate this surplus fire equipment to Oaxaca,
Mexico; and
WHEREAS, the surplus fire apparatus would serve the
population of Oaxaca, Mexico by protecting life and property;
and
WHEREAS, the Fire Chief of Palo Alto has communicated
with the Fire Chief of Oaxaca and has confirmed the desire to
accept such equipment; and
WHEREAS, Neighbors Abroad has coordinated with the
government of Oaxaca, Mexico and the government of Mexico for
the transfer of said equipment; and
WHEREAS, Government Code section 3711.0 authorizes a
city to spend money for promotion of sister city and town
affiliation programs.

NOW, THEREFORE, the Council of the City of Palo Alto
does RESOLVE as follows:
SECTION i. To authorize the City Manager to cause the
donation and transfer of the surplus fire apparatus consisting
of a 1988 Ford F-350, 4 wheel drive Truck and a 1993 Ford E-350
Lifeline Ambulance (including gurney) to the City of Palo Alto’s
Sister City of Oaxaca, Mexico.
SECTION 2. To authorize the Fire Chief of Palo Alto to
coordinate with the Fire Chief of Oaxaca, Mexico, and the Palo
Alto Neighbors Abroad for the transfer of the surplus property.
SECTION 3. The Council finds that this is not a project
under the California Environmenta! Quality Act and, therefore,
no environmental impact assessment is necessary.
