Recommendation from Policy & Services Committee Regarding Ballot
Measure to Repeal and/or Substantially Modify Charter Provisions
Requiring Binding Interest Arbitration for Public Safety
Based on direction provided at the June 28, 2011 Policy and Services Committee
meeting, staff has prepared the following four documents for the Committee’s
review at the July 12, 2011 meeting:
1.Draft resolution calling election to repeal binding interest arbitration.
2.Draft ordinance requiring labor impasse mediation. Some committee
members suggested an ordinance to require mediation for labor impasses if
the Council chooses to pursue repeal of the Charter provision on
arbitration.
3.Draft language substantially modifying binding interest arbitration-track
changes version. The modifications in which various members of the
Committee expressed interest on June 28 are included in this draft, which is
presented in the redline/strikeout format to show changes, deletions, and
additions to the existing Charter language.
4.Draft language substantially modifying binding interest arbitration-clean
version. This version is a clean copy, accepting the changes in #3. It is
provided for ease in reading and to assist the Committee in envisioning the
potential final form of a modified arbitration provision.
