AMENDING THE BUDGET FOR THE FISCAL YEAR 2003-04 TO
ACCEPT GRANTS AND TO PROVIDE AN ADDITIONAL
APPROPRIATION IN THE AMOUNT OF $8,009 FROM THE ARTS
COUNCIL SILICON VALLEY, $3,903 FROM THE CALIFORNIA
ARTS COUNCIL, AND $18,000 FROM THE PALO ALTO ART
CENTER FOUNDATION
RECOMMENDATION
Staff recommends that the City Council approve the attached Budget Amendment
Ordinance to accept and expend an $8,009 matching grant from the Arts Council Silicon
Valley, a $3,903 matching grant from the California Arts Council, and a $18,000 grant
from the Palo Alto Art Center Foundation.
BACKGROUND
Since 1986 the Arts Council Silicon Valley and the California Arts Council have awarded
grants to the Visual Arts program in support of exhibition programming at the Art Center.
The Palo Alto Art Center Foundation is a private, nonprofit 501 c (3) organization
founded in 1973 to enhance and support the PAAC through memberships, fundraising
activities, and community relations. The Foundation’s 24-member board of directors
works with the City through a public/private partnership to enhance programs and expand
non-City sources of funding. The Art Center Foundation directly supports Project
LOOK!, the Art & Tech Studio Program, Cultural Kaleidoscope, an outreach program of
the Foundation, and a master planning process for the Art Center.
DISCUSSION
The Arts Council Silicon Valley and the California Arts Council grants are in support of
the Art Center’s exhibition program for 2003-04, the fall exhibitions, the fall exhibitions
"For the Love of It" and "Is Money, Money?"; winter exhibitions "Jim Campbell and
Narrating Time"; and spring/summer exhibitions, Youth Art and Cultural Kaleidoscope,
as well as related educational programming.

The grant from the Arts Council Silicon Valley has been received by the Visual Arts
program through the Arts Council Silicon Valley PARTNERS program, made possible in
part by the Community Foundation of Santa Clara County. In the current fiscal year,
these funds have been designated for general operating support, with the aim of providing
quality exhibitions and an in-depth educational experience, and continuing efforts to
reach a broad and expanded population. The funds will strengthen the quality and
visibility of the exhibition and education program, and thereby increase the audience for
the visual arts.
Funds from the Palo Alto Art Center Foundation have been designated for the support of
an educational assistant in the Children’s Art Education Program, which includes Project
LOOK! and the children’s class program. Funds support the staff position through June
30, 2004.
RESOURCE IMPACT
The attached BAO requests an appropriation of expenses which is offset by the grant
revenue and consequently has no impact on the Budget Stabilization Reserve. The funds
necessary to match the grant have been budgeted in the Visual Arts major activity budget
for 2003-2004. No future year General Fund ongoing costs are anticipated as a result of
this BAO.
POLICY IMPLICATIONS
This report does not represent any change to existing City policies.
TIMELINE
Funds will be expended in the 2003-2004 Budget.
ENVIRONMENTAL REVIEW
The program is not a project as defined by the California Environmental Quality Act and
is not subject to CEQA requirements.

ORDINANCE NO.
ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO TO
AMEND THE 2003-04 BUDGET TO ACCEPT GRANTS IN THE AMOUNT
OF $8,009 FROM THE ARTS COUNCIL SILICON VALLEY, $3,903
FROM THE CALIFORNIA ARTS COUNCIL, AND $18,000 FROM THE
PALO ALTO ART CENTER FOUNDATION, AND TO PROVIDE AN
ADDITIONAL APPROPRIATION TO THE COMMUNITY SERVICES
DEPARTMENT OF $29,912
SECTION I. The City Council of the City of Palo Alto does
hereby ordain as fol!ows:
A. Pursuant to the provisions of Section 12 of Article IiI of
the Charter of the City of Palo Alto, the Council on June 16, 2003
did adopt a budget for fiscal year 2003-04; and
B. The Arts Council Silicon Valley has awarded a grant of
$8,009 to the City to support the Art Center’s exhibition program
for 2003-04; and
C. The California Arts Council has awarded a grant of $3,903
to the City for general visua! arts operating support; and
D. The Palo Alto Art Center Foundation has awarded a grant to
the City of $18,000 for temporary staffing in support of Project
LOOK! and the Children’s Class Program; and
E. City Council authorization is needed to accept and expend
the grant receipts as hereinafter set forth.
SECTION 2. Grant revenue in the Arts and Culture Functional
Area of the Community Services Department is increased by the sum
of Twenty Nine Thousand Nine-Hundred Twelve Dollars ($29,912) for
receipt of funds from the Arts Counci! Silicon Valley, California
Arts Council, and the Palo Alto Art Center Foundation.
SECTION 3. The sum of $29,912 is hereby appropriated to the
Arts and Culture Functional Area in the Community Services
Department.
SECTION 4. This transaction wil! not impact the Genera! Fund
Budget Stabilization Reserve.
SECTION 5. As specified in Section 2.28.080(a) of the Palo
Alto Municipa! Code, a two-thirds vote of the City Counci! is
required to adopt this ordinance.
SECTION 6. The Council of the City of Palo Alto hereby finds
that this is not a project under the California Environmenta!
Quality Act and, therefore, no environmental impact assessment is
necessary.
