HomeMy WebLinkAboutStaff Report 303-05City of Palo Alto City Manager's Report TO: HONORABLE CITY COUNCIL 22A FROM: CITY MANAGER DEPARTMENT: POLICE DATE: JUNE 20, 2005 CMR:303:05 SUBJECT: REQUEST TO SUSPEND VEHICLE IMPOUND FEE IN RESPONSE TO DEMONSTRATION ON JUNE 25, 2005 RECOMMENDATION Staff recommends Council authorize the suspension of the Vehicle Impound Fee for vehicles towed as a result of a demonstration on June 25, 2005. DISCUSSION Staff has learned that a potentially large demonstration is planned for the downtown area on the evening of June 25, 2005. As a result, a sizable area of probable demonstration routes will be posted for temporary no parking in order to keep areas that protesters will be allowed free of vehicles. Subsequently, Police personnel may need to tow unauthorized vehicles. Normally, prior to a towed vehicle being released; a $125 fee as set forth in the 2004/05 Municipal Fee Schedule must be paid. So as to lessen the impact to those individuals whose vehicles might be towed as a result of this non-permitted event, staff seeks Council authorization to suspend the $125 vehicle impound fee for this one time situation. Vehicle owners will still be required to pay the respective tow company charges . . RESOURCE IMPACT The current Vehicle Impound Fee is set at $125. Due to the dynamic nature of this event, staff cannot predict how many vehicles might be towed as a result of the demonstration. POLICY IMPLICATIONS This recommendation does not represent any change to existing City policies. CMR:303:05 Page 1 of2 ENVIRONMENTAL REVIEW This report has no impact on CEQA.
