Review of Scope of Services
For Consultant Contracts Greater Than $85,000
San Antonio Median Improvements (PE-00I04)
Project Description
This project will renovate medians on San Antonio Road by replacing the median, trees, irrigation
systems, meters and landscaping as necessary. The project will be phased in order to minimize
disruption on San Antonio Road. Phase I in FY 2005-06 and Phase II in FY 2007-08 will address
the medians on San Antonio between Middlefield Rd. and Alma St.
Consultant Scope of Services
Develop a conceptual design for tree and landscape median replacement along San Antonio Road
from the 101 interchange to Alma street. The preliminary design will include the following:
• Conceptual landscape plans and profiles of various locations along San Antonio
• Site and preliminary demolition plans showing curb, gutter and pavement
replacement
• Technical studies including arborist report and construction management plan
• Preparation and certification of the environmental assessment in compliance with
the California Environment~l Quality Act.
• Cost estimate and schedule
The final design and construction phases will include the following:
• Finalize demolition, landscape, irrigation plans and specifications
• Public meetings
• Finalize cost estimate and schedule
• Prepare final bid documents
• Construction services, testing and inspection
As part of the conceptual design and environmental assessment process, identification of trees to
be removed, visual'and other impacts will be identified. Community meetings and a mitigated
negative declaration is anticipated for this maintenance project. The project's preliminary, final
design and construction will be completed in phases and continue several years in coordination
with the annual street maintenance project.

Fire Station Improvements (PF -01004)
Project Description
Improvements to Fire Station 5 include electrical upgrades, toilet renovations, interior
finishes upgrade, apparatus door-operator replacement and seismic upgrades. Fire
Station 8 improvements include seismic upgrade and interior finishes upgrade.
Consultant Scope of Services
Consultant shall provide all necessary design services to evaluate, and replace or upgrade
existing systems at these fire stations. Services shall include architectural design,
mechanical, electrical, geotechnical and structural engineering as required. Consultant
shall prepare cost estimates and a schedule for the project construction. Consultant shall
provide conceptual design, final design, construction documents, and construction
administration services.

General Buildings Study (PF -04001)
Project Description
. This project provides for an update of the facility conditions data contained in the
Infrastructure Management Plan, Building Module prepared by Adamson Associates
dated November 1996. This will be done by performing an in-depth survey of the City's
bUildings. Review of all facility project documentation for the time period since the
previous survey will be included in the facility update. Project costs will also be updated
to adjust for inflation and possible added scope such as seismic upgrades and addition of
air conditioning systems, if needed.
Consultant Scope of Services
Consultant shall provide all necessary services to update the Infrastructure Management
Plan, Building Module. They shall evaluate exiting facilities, review all available
documentation, analyze the cOl1;dition of all major building systems, determine
replacement cycles, and provide cost estimates. They shall also review whether any of
. the buildings need to be seismically upgraded or need other improvements not identified
in the previous study such as air conditioning systems or other appurtenant requirements.
Information shall be provided in a comprehensive report.

Comprehensive Parking Signage Plan (PL06002)
Introduction/Background
Downtown Palo Alto is primarily bounded by Alma on the west, Webster on the east,
Lytton on the north and Forest on the south sides. On-street parking is restricted to 2
hours free parking. The area has 19 off-street public parking facilities. Of the 19
facilities, 6 are garages and the remaining 13 are surface lots. The facilities are restricted
to 2 or 3-hour free parking for customers, as well as certain areas/facilities that are
limited to long-term (permit) parking for employees. Each facility has a large
informational sign located at each entrance informing drivers about the type of parking
available (permit and/or 2 or 3 hour free parking) in the facility. Each facility has several
2 or 3-hour color zone parking signs and/or permit parking signs for enforcement
purposes. Four of the garages provide a mix of both permit and free parking and have
multiple informational signs trying to guide drivers to minimize confusion. The
downtown is divided into four color zones. Reparking within the same zone after the
time limit expires is prohibited. All parking regulations are enforced Monday thru
Friday, 8am to 5pm.
The current color zone signs are fading away and some users find the color zone signs as
well as the informational signs confusing. The goal is to improve the on-street signs as
well as the exterior and the interior signs within all the off-street public parking facilities.
Project Description
The project includes requesting proposals from consultants and selecting .a consultant to
develop effective and optimal designs to replace and/or augment (1) existing 2 or 3 hour
on-street color zone signs, (2) large parking informational signs at entrances to the off-
street public parking facilities, (3) informational/regulatory parking sighs within garages,
and developing designs for informational kiosks and large color zone signs for each block
in the downtown area. The consultant shall also be responsible for preparing a final set
of construction documents including plans, specifications and estimates ready for the City
to bid the job for implementation.
Consultant Scope of Services
Scope of work includes, but not limited to, the following:
1. Research and obtain all existing information.
2. Conduct site visits as necessary to collect data/information and prepare necessary
base maps.
3. Obtain inputs from staff, the Chamber of Commerce Pa~king Committee and the
Business ImprovementDistrict.
4. Consultant may solicit inputs from ARB members thru preliminary study sessions
if necessary ..
5. Prepare and deliver alternative preliminary designs (color, size, materials, fonts
etc) including review by staff and the committees and the ARB including
compiling and addressing all comments ..
6. Based on the review of preliminary designs, develop a final design and submit for
City review.
7. Prepare plans, specifications and cost estimates for review by the City.
8. Finalize construction documents.
Other tasks may include~
1. Assisting the City during the bidding process
2. Reviewing submittals, shop drawings etc.

. Hoover Park Improvements (PE-070002)
Project Description
This project will provide pathway improvements at Hoover Park to address deterioration of the
existing asphalt pathways through the park, and ADA compliance issues. Overall park
renovations identified by 1996 IMP (Adamson Report) include new irrigation, park furniture,
landscaping, and drainage and turf renovations.
Consultant Scope of Services
Develop a conceptual and preliminary design for landscape, irrigation, site furnishings, play area
arid sports equipment at Hoover Park. The design will include the following:
• Conceptual plans of the overall improvements
• Community meetings
• Site and preliminary demolition plans
• Site furnishings such as a trellis, bicycle racks, sports equipment and play
area location plan
• Grading plans showing storm drain and inlets
• Irrigation plans showing irrigation lines, irrigation controller and drinking
fountain locations
• cost estimate and schedule
The final design and construction phases will include the following:
• Finalize demolition, landscape, irrigation and site furnishing plans and
specifications
• community meetings
• Finalize cost estimate and schedule
• Prepare final bid documents
• Construction services, testing and inspection
As part of the conceptual and preliminary design, identification of plants, sports and play area
equipment and other improvements will be identified. Community meetings is anticipated for
this project. The project's conceptual, preliminary and final design and construction will be
completed in separate phases.

Ventura Building Improvements (PF -06002)
Project Description
This project will replace/upgrade mechanical and electrical systems at the Ventura
Building. It will also provide ADA improvements to this facility. Radiant heat systems
will be replaced with above floor systems.
Consultant Scope of Services
Consultant shall provide complete design services to upgrade the mechanical and
electrical systems at this facility. Services shall include architectural design, and
mechanical, electrical, geotechnical and structural engineering services as req~ired.
Consultant shall prepare cost estimates and a schedule for the project construction.
Consultant shall evaluate building systems, provide conceptual and final design,
construction documents, and construction administration services.
