SECTION 5. The Council finds that this proj ect is
categorically exempt from the California Environmental Quality
Act under Title 14 of the California Code of Regulations
sections 15301 (existing facilities) and 15304 (minor
alterations to existing public facilities) and no further
environmental assessment is necessary.
