SUBJECT: USE OF A PORTION FOOTHILLS PARK MAINTENANCE YARD
FOR TEMPORARY CONSTRUCTION TRAILERS DURING
PHASE I WATER DISTRIBUTION SYSTEM IMPROVEMENTS
PROJECT CONSTRUCTION
This is an informational report and no Council action is required.
BACKGROUND
Council approved a contract with Anderson Pacific Engineering Construction,
Incorporated for the Phase I Water Distribution System Project (CMR:465:04) on
November 8, 2004. A portion of work to be performed 'under this contract requires work
to performed at each of the reservoir sites in the foothills. There are five reservoir sites
that are located at remote locations between Interstate 280 and Skyline Boulevard.
Because of the remoteness of the sites it is essential that two project construction trailers
be sited in the foothills for the City's contactor and design consultant for onsite field
offices. .
DISCUSSION
Staff has identified a location that will have a minimum impact on use of the park by the
public and park operations. The location is in the Foothills Park maintenance yard for
these temporary project construction trailers. These temporary construction trailers are
for office space only and are approximately 8'W by 20'L. The proposed trailers are on
wheels, and do not require foundations or plumbing. No bathrooms or kitchen facilities
will be in the trailers. The trailers will be used to establish construction field offices; one
for the contractor, Anderson Pacific, and one for the City's design engineering
consultant, Carollo Engineers. The trailers will be removed at the end of the project
construction, which is expected to last approximately one year. The maintenance yard
identified in Foothills Park is at a central location to the bulk of the contract work in the
foothills. By temporarily placing the trailers at this location, the contractor and design
consultant will be near project work sites and have access to land line phones, project
records, plans and maps. Having these tools easily available to the contractors is critical
to efficiently constructing this project and completing it on time.

Staff has determined that placing the project construction trailers in the park maintenance
yard on a temporary basis is not a "substantial" building, construction or development
and a park improvement ordinance is not required.
RESOURCE IMPACT
None.
POLICY IMPLICATIONS
A Park Improvement Ordinance is not required.
Use of a portion of the Foothills Park Maintenance Yard for temporary construction
trailers during the Phase I Water Distribution System Improvements Project construction
is consistent with existing City policies, facilitating implementation of the Council-
approved Utilities' Strategic Plan, supporting Key Strategy No.1: Operate distribution
systems in a cost effective manner, Objective No.1: Enhance customer satisfaction by
delivery valued products and services, and Objective No.2: Invest in utility infrastructure
to deliver reliable service.
ENVIRONMENTAL REVIEW
This project is categorically exempt from the provisions of the California Environmental
Quality Act under Section 15301 (b), Class I Existing Facilities, and Section 15302 (c),
Class 2 Equipment Replacements exemptions, and no further environmental review is
necessary.
