Expression Appreciation to the Foothill College Paramedic Program
WHEREAS, emergency medical service is a vital asset to the community, as it provides access to quality
emergency care that dramatically improves the survival and recovery rate of those who experience sudden illness
or injury; and
WHEREAS, the faculty of the EMS Programs of Foothill College established in 1994 has been engaged in
teaching emergency medical care and paramedicine and providing advanced knowledge and skills in lifesaving
to hundreds of students each year; and
WHEREAS, Foothill College EMS Programs are accredited through the Committee on Accreditation of
Educational Programs for the Emergency Medical Services Professions, and the Commission on Accreditation of
Allied Health Education Programs, which assures that Foothill EMS Programs have met the highest standards
required in EMS Education; and
WHEREAS, the long-standing partnership between the Palo Alto Fire Department and Foothill College EMS
Programs has provided quality training to the students of Foothill College and their firefighters, which prepares
them to deliver the highest quality and competent medical care to the citizens of Palo Alto; and
WHEREAS, it is appropriate to recognize the value and the accomplishments of Foothill College
Administration and EMS Programs faculty for all that they do and provide to the City of Palo Alto and Fire
Department; and
WHEREAS, on the evening of October 6, 2017, Palo Alto Ranger Robbie (George) Parry and Foothill
paramedic student Kate Peters were volunteering their time at the Midnight Run in Palo Alto, when a participant
in the event suffered cardiac arrest; and
WHEREAS, Kate Peters and Ranger Perry were able to resuscitate the victim using Foothill College
equipment and utilizing the knowledge they gained through the EMS Programs.
NOW, THEREFORE, I, Liz Kniss, Mayor of the City of Palo Alto, on behalf of the City Council, do hereby
proclaim our appreciation for Kate Peters and Ranger Perry for demonstrating commendable civic response to a
citizen in need while volunteering to serve. The City also proclaims its support and appreciation for its valuable
partnership with the Foothill College EMS Programs.
