SUBJECT: Recommendation by the Palo Alto Historic Association to Adopt a Resolution
Re-Naming a Public Street in the Vicinity of the 700 Block of Matadero Road a
"Packard Court"
RECOMMENDATION
Staff and the Palo Alto Historical Association (P AHA) recommend that the City Council adopt a
resolution naming the public street created by a previously approved four-lot subdivision
"Packard Court."
BACKGROUND
The parcel map for a minor four-lot, cul-de-sac subdivision in the Barron Park neighborhood at
the approximate location of the 700 block of Matadero Avenue was approved by the Director of
Planning and Community Environment in May 2008. At a meeting on May 6, 2009, PAHA
unanimously recommended the street name "Packard Court" for the new public street created by
the subdivision. Staff recently discovered that the proposed street name did not receive City
Council review as required by the City Council adopted policies. The street name identified by
the subdivision applicant, "Emma Court" was recorded with the parcel map.
DISCUSSION
As described in City Council Policy 1-16/PLN, the naming of city streets shall be the
responsibility of the City Council. The procedure requires that P AHA submit a list of suggested
names that is reviewed by the "Communications Division" for possible conflicts. The approved
list of recommended names is then placed on the City Council consent calendar for review.
The street name suggested by P AHA is "Packard Court". This name was chosen in honor of
David Packard and the Packard Family, co-founder of Hewlett Packard, former residents of the
Barron Park neighborhood, and known for many technological and philanthropic endeavors. No
other street names were recommended. The suggested street name was reviewed by the Building
Division, Fire Department and geographic information technology staff. No conflicts with this
name, were identified.

ALTERNATIVES TO STAFF RECOMMENDATION
As described in the City Council policy, Council may refer this recommendation to the Policy
and Services Committee for further discussion.
RESOURCE IMPACT
City Council action on street naming would not result in any resource impacts to the City.
POLICY IMPLICATIONS
Review of public street names by the City Council is consistent with Policy 1-161PLN of the
Policies and Procedures Manual.
ENVIRONMENTAL REVIEW
Street naming is not a project that requires environmental review under the California
Environmental Quality Act.

Resolution of the Council of the City of Palo Alto Re
Naming a Public Street in the Vicinity of the 700 Block
of Matadero Road as "Packard Court"
WHEREAS, a Parcel Map for a four lot subdivision in the vicinity of the 700
block of Matadero Road was approved by the Director of Planning and Community
Environment on May 13,2008;
WHEREAS, the street name identified by the subdivision applicant "Emma
Court" was recorded with the parcel map;
WHEREAS, Policy and Procedures 1-16 governs street naming and requires the
City Council, upon recommendation by the Palo Alto Historical Association
("Association") to review new street names;
WHEREAS, in accordance with Policy and Procedures 1-16, the Palo Alto
Historical Association reviewed names for the subdivision;
WHEREAS, on May 9,2009, the Association reconlIDended the use of "Packard
Court" as a name for the new street created by the parcel map; and
WHEREAS, this name was selected to honor David Packard and the Packard
Family· co-founder of Hewlett Packard, former residents of the· Barron Park
neighborhood, and known for many technological and philanthropic endeavors.
NOW, THEREFORE, the Council of the City of Palo Alto does hereby
RESOLVE as follows:
SECTION 1. The Council hereby names the street created by the four lot
subdivision, more particularly described in Exhibit A, located in the vicinity of the 700
Block of Matadero Road, as "Packard Court," in recognition of David Packard, co
founder of Hewlett Packard and known for many technological and philanthropic
endeavors; and

SECTION 2. The Council finds that the adoption of this resolution does not
constitute a project under the California Environmental Quality Act and the CEQA
Guidelines and, therefore, no environment assessment is required.
