No action is requested. BACKGROUND The Arastradero Road -Trial Restriping Project between EI Camino Real and Gunn High School is the second phase of the Charleston-Arastradero Corridor Plan. Improvements along Charleston Avenue were implemented in 2006 and approved in 2008 to remain in place permanently. Those improvements included a lane reduction from 4-lanes to 3-lanes including center tum lanes into residential streets and commercial properties. Resurfacing and restriping improvements on Arastradero Road were implemented in August and September 2010. Major construction was completed in early October. Two improvements that were previously scheduled for that time remain to be implemented: • Clemo Drive Crosswalk A new enhanced crosswalk with a raised median refuge island and pedestrian-activated flashing beacons • Coulombe Drive Traffic Signal Modification Traffic signal modification to install longer traffic signal mastarms to align traffic signal indications with lane lines and protected "left arrow" signal indications for eastbound Arastradero Rd. traffic turning onto Coulombe Drive .. Post-construction traffic data collection for the project started in October. i \. , \ ., I. \ Project Map Arastradero Road -Trial Restriping Project \ Page DISCUSSION The Arastradero Road -Trial Restriping Project between E1 Camino Real and Gunn High School includes a new street slurry wearing surface application, restriping from a 4-lane to 3-lane configuration with a center tum lane, a new crosswalk and raised median island at Clemo Drive, and traffic signal improvements at Coulombe Drive. Major construction on the restriping project was completed in October after a brief delay in the installation of roadway stencils due to a nationwide shortage in roadway marking thermoplastic material. Installation of the permanent bike lane and parking lanes in thermoplastic is still pending but marked in paint. The final planned improvements at Clemo Drive and Coulombe Drive are scheduled for implementation in NovemberlDecember. The first round of traffic data collection for the Arastradero Road restriping project started in October and a community meeting was held on October 19th to present the data findings, note community comments to date with City responses/proposed solutions, and to solicit additional , community input regarding the project. ' The traffic data presented shows an overall minor decrease of less than 3% on average in vehicle volumes during the morning school commute period and the evening work commute period compared to pre-project data collected in May. Vehicle speed data also shows a very minor decrease in vehicle speeds overall on a daily basis of less than 2-MPH. Travel time data on Arastradero Road was also collected and showed an average travel time of 6-minutes to travel from Alma Street to Gunn High School and just under 4 minutes from EI Camino Real to Gunn High School. Minor reductions or stagnant traffic volume changes would be anticipated in a project of this type as commuters find alternative routes to their destinations. The minor change of 3% though is a positive indicator that the project is not drastically shifting traffic onto adjacent streets, an initial goal of the project; Maybell Street for example, parallel to but north of Arastradero Road, has a daily traffic volume change of less than 1 %. Vehicle speed changes with lane reduction products typically do yield higher vehicle speed reductions but the project is still early in its implementation so on-going monitoring is appropriate. City-suggested alternatives to further encourage vehicle speed reductions are discussed further within this report. Meeting participants requested a better comparison of post-construction travel time data compared to the pre-project condition because those data were unavailable at the community meeting. Staff is working to extrapolate the pre-project condition data for the next community meeting. Meeting participants also noted that the vehicle speed data should be compared by periods of the day instead of an overall daily basis. Staff is also separating out that data for the next community meeting. General Comments: Do Not Like Improvements, Travel Time has Increased, Lane Drop/Merges are confusing El Camino Real Traffic Signal Operations Need Improvement Alta Mesa-McKellar Lane Left Tum Access Needs Improvement Clemo Dr. Crosswalk Needs to be Built Coulombe Dr. Traffic Signal Modifications schedule Donald Drive-Terman Road Traffic Signal Operations Impact corridor operations during the school commute Speeding has not changed on Arastradero Road RESOURCE IMPACT Project is a one-year trial scheduled to end next summer, City will monitor regularly to implement appropriate improvements during the trial City is working with Caltrans to monitor and implement traffic signal timing changes and with the VT A to relocate a bus stop at the westbound lane merge to alleviate impacts City will be adding "Keep Clear" stencils in the eastbound direction of Arastradero Road with "Do Not Block Intersection" signage Construction is scheduled in NovemberlDecember Construction is scheduled in NovemberlDecember The "all-pedestrian" only movement during school commute periods provides a safety enhancement to the community but restriping alternatives to extend the left-tum storage into Terman Road will be pursued New vehicle speed feedback signs are proposed at Hubbart Street and will be installed in the Fall to encourage vehicle speed reductions towards the westerly end of the project area. This project is currently funded from the City's -Capital Improvement Program (CIP) and no additional resources are being requested. POLICY IMPLICATIONS The Arastradero Road Trial Restriping project is consistent with the City Council's policy recommendations in the approval of the Charleston-Arastradero Road Corridor Plan. Page 3 ENVIRONMENTAL REVIEW The City Council adopted a mitigated negative declaration for Phase One and Phase Two of the Charleston Avenue-Arastradero Road Corridor Plan in 2004. ATTACHMENTS A.
