SUBJECT: Demographic Data Collection, 1st and 2nd Quarters 2009-10
This is an informational report. No Council action is required.
BACKGROUND
Since July 1, 2000, the Police Department has been proactively collecting demographic data on all
enforcement contacts. On September 10, 2001, the Police Department submitted its first quarterly
report on this data to Council (CMR:350:01). Since then, 16 additional informational reports have been
submitted.
Since 2000, the Department has continued to evolve and refine the collection and reporting of this
information including changes to the types of information captured, when demographic information is
captured, the manner with which the data is recorded, and how the Department evaluates and reports
this information. In early 2008, due to a staffing shortage, the reporting requirement was suspended by
agreement with the City Manager's Office and City Council and the statistics were posted only on the
Police Department's website. In November 2008, the Council directed the Department to reinstate the
reports. The attached data is a compilation of the demographic data for the first two quarters of Fiscal
Year 2009-10. Data compiled from previous reports are included for comparative analysis. Quarterly
demographic data reports are posted on the Department's website along with the source data. This data
is also available in electronic format from the Police Department on request. The overarching goal is to
provide transparency and meaningful information to the City Council and the public.
The collection of demographic data is just one part of a comprehensive approach that the City of Palo
Alto Police Department has undertaken to enhance police -community relations and to ensure policing
activities are conducted professionally without racial bias.

Demographic infoiniation is captured on all self -initiated enforcement vehicle, pedestrian and bicycle
stops. The Department's Police Records Management System (RMS) captures the following
information:
✓ Race
✓ Age
✓ Gender
✓ Location of stop
✓ Reason for contact
✓ Action taken by the officer (disposition)
✓ City of residence for the individual contacted
✓ Whether or not a search of the individual was conducted, and if a search is conducted, the
reason and outcome of the search.
An officer must make a reasonable determination of the individual's race during the contact in lieu of
asking the person. The following race categories being used for data collection purposes are consistent
with those used by other law enforcement agencies:
✓ White
✓ African American / Black
✓ Hispanic
✓ Asian (includes other Asian, Chinese, Cambodian, Filipino, Japanese, Korean, Laotian, and
Vietnamese)
✓ Other (includes Guamanian, American Indian, Middle -Eastern, Pacific Islander, Samoan,
Hawaiian and Unknown).
A total of 8,641 self -initiated contacts related to vehicle, pedestrian and bicycle stops were made by
officers during the first half of the fiscal year. Of the contacts the Department is reporting, demographic
information has been completed for 100 percent of the contacts during the six month period.
TRAFFIC STOPS REASON BY RACIAL GROUP — Table 1 provides the summary by race for each of
the contacts made during the period and the reason the stop was initiated. The statistical data for this
period is consistent with previous reports.

TRAFFIC STOPS REASON FOR SEARCH BY RACIAL GROUP — Table 2 provides the summary of
all contacts for the first half of the fiscal year and reason for search (if any) broken down by race. Of the
8,641 contacts during the period, approximately 9 percent resulted in a search being conducted (770
searches). Table 2 shows that, of the 770 searches that were conducted, 45 percent were required by
Department policy as a result of either an officer making an arrest (22 percent) or a vehicle impound
inventory (23 percent). Probation/parole situations resulted in 26 percent of all searches. Consensual
searches accounted for 14 percent of the total for the period and searches for probable cause made up
the remaining 15 percent. Comparative figures from past reports are provided in Attachment A. The
statistical data for this period is consistent with previous reports.

REASON FOR STOP AND SEARCH BY RACIAL GROUP, CONSENT — Table 4 provides the
summary of consensual searches by race and the reason for the initial stop. Consensual searches occur
when an individual freely and voluntarily grants the officer permission to search his property or person.
The statistical data for this period shows a slight increase in the percentage of consensual searches of
Hispanics compared to previous reports. The smaller sample size is more likely to produce statistical
anomalies.

PAROLE/PROBATION — Table 6 provides the summary of searches resulting from stops of subjects on
parole or probation broken down by race and the reason for the initial stop. Police officers determine
that a person is on parole and probation after they have been stopped by initiating DOJ and local
database inquiries. All parolees and many probationers are subject to search under the conditions of
their release from incarceration or by court order. The statistical data for this period is consistent with
previous reports.

RESOURCE IMPACT
Although the process has been streamlined through electronic entry by officers in the field, demographic
data collection continues to be labor intensive. Approximately 2,000 hours of administrative staff time
(one FTE crime analyst) is spent annually reconciling the data, preparing analysis of the statistical
information, and reviewing the demographic data cards, citations and arrest reports. Considerable
executive staff time is spent analyzing the data and preparing the quarterly reports for council.
