Commission
Interviews for the Library Advisory Commission, Architectural Review Board, and
Planning and Transportation Commission are scheduled in the Council Conference
Room on October 24, 2011 at 6:00 p.m. Council will vote to appoint candidates
on November 7, 2011.
LIBRARY ADVISORY COMMISSION
On September 6, 2011 Council voted to interview six Library Advisory Commission
Applicants for one unexpired term ending on January 31, 2014. One Applicant,
Nancy Clark, has since withdrawn her application. The remaining five Applicants
are scheduled to interview on October 24, 2011 per the following schedule:

4. What is it about the Citizen Oversight Committee that interests you? What
qualities, experience and expertise would you bring. to the Citizen Oversight
Committee? The ways in which libraries need to be used in the future are
changing dramatically and continually. I believe my 30 plus years as a
technology executive and consultant put me in a position to help P A address these
changes.
5. How would you see your role as a committee member in fulfilling the duties of
the Oversight Committee for library bond fund expenditures? I would expect to
be able to review ways in which the fund expenditures are being planned and, at
the least, offer my opinions, pro and con, regarding these decisions.

Describe your involvement in community activities, volunteer and civic organizations:
I take an active interest in Palo Alto activities -I always read the quarterly Palo Alto newsletter (with
community activities) front to back and attend activities such as the Foothill Park Star Parties, Moonlight Run,
etc. I've always felt that volunteering is extremely important, and take a special interest in education for kids.
I mentor students at Sequoia High School as part of the Electronic Arts Mentor Program, have served as
coordinator for the Elementary Outreach program of Society of Women Engineers (organized a program
involving 175 4th graders this past year), visit local schools as a guest speaker about space and NASA (Lee
Mathson Middle School, Ohlone Elementary School, Cumberland School), docent for the NASA Ames
Exploration Encounter, and have served as a teaching assistant at the Summer Science Program and as a
substitute teacher at myoid high school.

4 What is it about the Library Advisory Commission that interests you? What qualities, experience and expertise
would you bring to the Library Advisory.Commission?
I would like to start taking a more active role in city matters, and this temporary position in the LAC seems
like a perfect opportunity to contribute while deciding whether I should apply for a more substantial (long-
term) role in the Commission. As a perpetual student, I bring a love of books and libraries. I grew up
spending my summers in my own local public library, reading almost every book in the kids section, and
firmly believe in the importance of libraries for children in particular. This love of all things "library" has
persisted to this day -Forexample, I love visiting libraries in the cities i visit abroad or otherwise, and I started
a book club in my department at Stanford and we're now on our 12th book I'm a "doer", motivated, logical
(an engineer!), and goal-oriented. I've held a variety of leadership roles, one of which is Chair of the
American Institute of Aeronautics and Astronautics chapter at Stanford.
5 How would you see your role as commissioner when recommending policy and working with the Council?
I view the commissioner role as an advisor-like position. I believe matters should be thoroughly discussed and
decided within the LAC, and then fmal recommendations should be given to the Council, for example "here
are the options and this is what we believe is best for these reasons." My own personal views would be aired
in front of the Commission, but only the groups recommendations should be shared with the Council.
6 What do you see as some of the key challenges in implementing the recommendations of the Commission's

From a brief review of the 160p report, the biggest challenges i immediately spot are the a) need for more
physical space and b) the need to "meet learning needs" and keep up a sustainable educational strategy. The
first seems problematic because the needfor more physical space typically requires new land or atleast new
construction, both of which can be expensive. The second seems to be a question oftechnology in the
libraries, and the problem of keeping up with the constant improvement in this area (both equipment and staff
capable of handling it). I'm a little concerned about the statement that there will be "no growth in existing
general fund revenues" and am curious to see what the Commission has determined will be the funding source
for these improvements. I'm encouraged to see "partnership with schools" to be a priority.
7 If appointed, what specific goals would you like to see the Library Advisory Commission achieve?
1) make sure the public has all possible opportunities to have their thoughts heard
2) ensure sufficient and timely release oflibrary-related information and news to the public
3) focus on safeguarding the importance and relevance of libraries in our community by moving forward with
the times (keeping up with technology, etc)
4) concentrate on drawing children into libraries and making our libraries fun, useful, and educational for
them.

our public packet I which is how Council gets them (that's the new part). The

number, or email address to our website without your permission. I need to know
from you whether or not you need me to redact your application before including it
in the packet. The attached Consent Form includes a space to check if you give'
permission for me to post the information on your application and a place to
indicate that you do not give me permission. Please complete the alternate contact

origina!. application information. Without some contact information Council

6254.21. (a) No state or local agency shall post the home address or telephone number of any elected or appointed official
on the Internet without first obtaining the written permission of that individual.
(b) No person shall knowingly post the home address or telephone number of any elected or appointed official, or of the
official's residing spouse or child, on the Internet knowing that person is an elected or appointed official and intending to
cause imminent great bodily harm that is likely to occur or threatening to cause imminent great bodily harm to that
individual. A violation of this subdivision
is a misdemeanor. A violation of this subdivision that leads to the bodily injury of the official, or his or her residing spouse or
child, is a misdemeanor or a felony.
(c) (1) (A) No person, business, or association shall publicly post or publicly display on the Internet the home address or
telephone number of any elected or appointed official if that official has made a written demand of that person, buSiness, or
aSSOCiation to not disclose his or her home address or telephone
number.
(8) A written demand made under this paragraph by a state constitutional officer, a mayor, or a Member of the Legislature,
a city council, or a board of supervisors shall include a statement describing a threat or fear for the safety of that official or of
any person residing at the offiCial's home address.
(C) A written demand made under this paragraph by an elected official shall be effective for four years, regardless of
whether or not the official's term has expired prior to the end of the four-year period.
(D) (i) A person, business, or association that receives the written demand of an elected or appointed official pursuant to
this paragraph shall remove the official's home address or telephone number from public display on the Internet, including
information provided to cellular telephone applications, within 48 hours of delivery of the written demand, and shall continue
to ensure that this information is not reposted on the same Internet Web site, subsidiary site, or any other Internet Web site
maintained by the recipient of the written demand.
(ii) After receiving the elected or appointed offiCial's written demand, the person, business, or association shall not transfer
the appointed or elected official's home address or telephone number to any other person, business, or association through
any other medium.
(iii) Clause (ii) shall not be deemed to prohibit a telephone corporation, as defined in Section 234 of the Public Utilities
Code, or its affiliate, from transferring the elected or appointed official's home address or telephone number to any person,
business, or aSSOCiation, if the transfer is authorized by federal or state law, regulation, order, or tariff, or necessary in the
event of an emergency, or to collect a debt owed by the elected or apPOinted official to the telephone corporation or its
affiliate.
(E) For purposes of this paragraph, "publicly post" or "publicly display" means to intentionally communicate or otherwise
make available to the general public.
(2) An official whose home address or telephone number is made public as a result of a violation of paragraph (1) may
bring an action seeking injunctive or declarative relief in any court of competent jurisdiction. If a court finds that a violation
has
occurred, it may grant injunctive or declarative relief and shall award the official court costs and reasonable attorney's fees. A
fine not exceeding one thousand dollars ($1,000) may be imposed for a violation of the court's order for an injunction or
declarative relief obtained pursuant to this paragraph.
(3) An elected or appointed official may designate in writing the official's employer, a related governmental entity, or any
voluntary professional association of similar officials to act, on behalf of that official, as that official's agent with regard to
making a written demand pursuant to this section. A written demand made by an agent pursuant to this paragraph shall
include a statement describing a threat or fear for the safety of that official or of any person residing at the official's home
address.
(d) (1) No person, business, or association shall solicit, sell,or trade on the Internet the home address or telephone
number of an elected or appointed official with the intent to cause imminent great bodily harm to the official or to any person
residing at the official's home address.
(2) Notwithstanding any other law, an official whose home address or telephone number is solicited, sold, or traded in
violation of paragraph (1) may bring an action in any court of competent jurisdiction. If a jury or court finds that a violation
has occurred, it shall award damages to that official in an amount up to a maximum of three times the actual damages but in
no case less than four
thousand dollars ($4,000).
(e) An interactive computer service or access software provider, as defined in Section 230(f) of Title 47 of the United States
Code, shall not be liable under this section unless the service or provider intends to abet or cause imminent great bodily harm
that is likely to occur or threatens to cause imminent great bodily harm to an
elected or appointed official.
(f) For purposes of this section, "elected or appointed official" includes, but is not limited to, all of the following:
(1) State constitutional officers, 2) Members of the Legislature, (3) Judges and court commissioners, (4) District attorneys,
(5) Public defenders, (6) Members of a city council, (7) Members of a board of supervisors, (8) Appointees of the Governor,
(9) ApPOintees of the Legislature, (10) Mayors, (11) City attorneys, (12) Police chiefs and sheriffs, (13) A public safety
official, as defined in Section 6254.24, (14) State administrative law judges, (15) Federal judges and federal defenders, (16)
Members of the United States Congress and appOintees of the President.
(g) Nothing in this section is intended to preclude punishment instead under Sections 69, 76, or 422 of the Penal Code, or
any other provision of law.

expertise would you bring to the Library Advisory Commission?
Extensive experience with professional and personal use of various types of libraries on various topics and
types of libraries including the Library of Congress, University Libraries, and public libraries. Locally I have
libraries in San Mateo County, Palo Alto, Santa Clara County via Los Altos, San Jose State University and
Standford University.
I see public libraries as a major cultural, informational, recreational, intellectual and .educational community
resource that I would like help make and maintain effective during the current times of rapid change and
evolution of communication and information distribution science and technology.

I see myself as someone capable in communicating perspective about factors concerning both the library
Commissioners and the Council. Years long leadership positions in my lifetime has included for instance
chairing an international consortium assessing climate change.

1980 -2000 Started as Project Manager, Environment'al Physics and Chemistry and
ended as Program Manager, Atmospheric Sciences, Electric Power Research Institute
[EPRI], Palo Alto, CA.
EPRI conducted its research via utilization of researchers and staff leading in their
fields. The EPRI philosophy for atmospheric sciences was to seek comprehensive
understanding of several topics. My role was to conceptualize, implement science
programs and projects to lead multi-year regional observational air quality, visibility and
precipitation quality studies, to communicate findings and to maintain funding with the
aims of ultimately quantifying how various sources of emissions are related to exposure
at any location, and the relative importance of power plant emissions in context of all
other anthropogenic, biogeochemical and geophysical cycles.
A brief of major achievements, for which documentation is listed in the
attachment, follows.

Completed reporting of the Sulfate Regional Experiment [1974-81] and
associated studies. These established for Northeastern America multi-year, seasonally
and diurnally resolved observations about the intersecting influences of synoptic
meteorological events, chemical and physical transformations of S02 and NOx
emissions and products, and a complex model, diagnostically tested with the
observations, for simulating regional scale influence of interacting emissions and events
on air quality, visibility and deposition.
Led 9-year observational studies [1981-90] designed to characterize air quality
measures and visibility with the major focus on the greater Western USA. An extensive
network of stations took daily optical and aerosol mass and chemistry measurements for
2 years at disparate locations. The study revealed that major aerosol components in the
particle size range influencing visibility were soil dust, carbonaceous material and
ammonium sulfate and nitrate. This demonstrated importance of carbon and nitrates led
to revisions in widespread air quality monitoring practices. The study also discovered that
a then widely used teleradiometric measurement of visual range did not relate predictably
to visibility reduction by aerosols which was therefore replaced by measurements of
extinction. Subsequently I led a 7-year study in which several private and public
organizations participated with a focus on factors, including the measurement processes,
influencing aerosols and visibility within the Golden Circle of National Parks. It served
as a proving ground for new observational procedure and for characterizing the lowest
and highest visibility periods. During this period we established how to relate instrument
measured visibility to the perception of vistas by humans. Overall these decade-plus
observational studies provided the air quality information needed to establish source-
receptor models that were applied regionally in the management of emissions to design
and achieve visual air quality specifications.
Via the Utility Acid Precipitation Study Program [UAPSP] managed the creation,
operation and science involved in continuing and expanding a prior 2-year monitoring
network to establish trends in precipitation chemistry across Northeastern America during
a 9-year period [1979-87] while power plant S02 emissions were being reduced. A
decade of high-quality measurements established inter-regional and inter-annual
baselines for subsequent evaluations of S02 and NOx emission reductions.
Sponsored a 5-year study [1981-86] of how clouds process air pollutants. The
findings on gas-aqueous reactions and mass-transport have been included in the design of
air quality models, and in textbooks on atmospheric science.
Led investigations of the following urban air quality issues:
Denver CO, Metro Denver Brown Cloud, 1987-88. As participant in a 45-day
collaborative source apportionment study during which coal burning was cycled with
gas-burning study participants showed that highest priority emission reductions should be
focused on residential wood burning and motor vehicle emissions.
Denver CO, Northern Front Range [NFR] Air Quality Study, 1996-97. Problem

was to establish events leading to exceedance of Colorado air quality and visibility
standards. At request of Governoris office, initiated and led a study design team, then
participated on oversight committee and technical co-management for the study. Unique
features included upper air meteorological measurements, novel continuous particulate
nitrate and sulfate measurements, diurnal resolution of aerosol composition, extensive
source composition and activity profiling, novel plume in grid modeling, etc. Combined
with prior Denver Brown Cloud studies, the findings demonstrated the importance of
ground level motor vehicle emissions in central Denver, ground level agricultural
emissions in the rural NE Front Range, unique but NFR typical, diurnal and episodic
separated atmospheric behavior of tall stack and ground level emissions. These findings
changed preconceived public policy notions and influenced air quality management
practices.
Kansas City, KS, Ozone Study, 1997. This study was to determine the
contribution of power plant NOx emissions outside the metroplex on exceedances of the
I-hour ozone air quality standard within the city. Upon analysis of 4-year data sets of all
available and error-corrected data on air quality, meteorological trajectories and wind
fields from ground and upper air observatories with respect to all days with exceedance
hours, the study established the fraction of 03 concentration due to the stationary NOx
emissions on days with trajectories towards the city. This led the local air quality
management agency to allocate proportional and feasible NOx emission reductions to all
relevant sources. '
Dallas-Ft Worth TX Winter Haze Study, winters 1993-95. At request of the
Texas Natural Resource Conservation Commission [TNRCC] the study, supervised by an
independent panel of experts, was to establish contributions of power plant and industrial
emissions outside the metroplex. Observational features included measurements from
towers, aircraft, and a ground station network of detailed chemistry, meteorology,
extinction, visual appearance and emission profiles. Using the data to understand the
mechanisms that govern the transport, chemical transformation of emissions, and data-
tested plume-in-grid models, the air quality consequences of the TNRCC proposed S02
reductions were simulated with error bounds. Findings showed that the most effective
improvement in DFW winter haze would come from reductions of the various urban
emissions and from large regional scale S02 reductions. The outcomes demonstrated that
even within a fixed schedule and budget, an applications study was successfully cross-
linked with ongoing fundamental research.
Model Evaluation Consortium for Climate Assessment [ME2CA], 1991-96]. Co-
initiated and managed an international consortium of individual companies, industry
groups and public organizations. The objective was to determine via collaborative
numerical experiments and a centralized super-computing facility the strengths and
weaknesses in climate forecasting. The outcomes accelerated the rate of progress on
climate modeling and assessment, gaining international scientific recognition (e.g. the
1992 IPCC update). Results from the consortium's work narrowed the range of
assumption previously accepted. Some of the findings were incorporated into the 1992
IPCC update. The consortium's efforts led to guidelines for the utilization of climate

models.
North American Research Strategy for Tropospheric Ozone [subsequently
renamed NARSTO], 1995-ongoing. Co-initiated and co-led a tri-national consortium of
private and public research organizations with the intent for each to satisfy their
individual planned goals via joint planning and implementation of field studies and
knowledge assessment, i.e., a bottoms-up enterprise with top-down coordination. It
serves to provide a scientific basis for the management of emissions consistent with
protecting human health and the environment from adverse risks and with statutory
requirements. Numerous accomplishments and findings, with emphasis on ozone,
particulate matter and emissions are accessible via www.narsto.org
NARSTO-Northeast, 1993-98. Initiated and led the first NARSTO field study. Its
main goal was to conduct research to determine the relative importance ofVOC and NOx
emissions within urban areas, the role oftransported ozone and its precursors to areas not
attaining air quality standards, the importance of biogenic VOC, and the relative
contributions of regional and local NOx on locally formed and regionally transported
ozone. Four years [1994-97] of evolving field experiments including ground level and
upper air chemical and meteorological observations coupled with data analysis and
modeling studies met the goals. The findings on several scales of transport,
transformations and mixing influenced the subsequent deliberations [1997-98] ofthe
Ozone Transport Commission. .
In addition to detailed involvement with studies listed below I participated on
governing or technical review committees of the following urban, regional, national or
international programs, e.g.: National Acid Precipitation Program, Eulerian Model
Evaluation Field Study, Central California Air Quality studies, South Cosat [CA] Air
Quality Study, Southeastern Oxidant Study
1974 -1980 Started as Technical Manager and ended as General Manager,
Environmental Chemistry Center, Environmental Research and Technology, Inc.,
Thousand Oaks, CA and Concord, MA.
As General Manager, supervised the operations in California and Massachusetts
which conducted sponsored laboratory and field studies on atmospheric aerosols and on
the chemistry of other environmental topics. The Technical Manager job focused
primarily on the development and utilization of technical resources, including a testing
laboratory, and performed technical assessments for various clients. Major
accomplishments have been to establish the value of atmospheric aerosol studies, to
influence the acceptance of a new primary standard for ozone measurements, to co-
design the Portland OR Aerosol Characterization Study, and to co-design and conduct the
Sulfate Regional Experiment.
1973 -1974 Chief, Laboratory Services, Region IX, U.S. Environmental Protection
Agency, San Francisco, CA.

Managed and developed the operations of the laboratory and coordinated federal,
state and local agency concerns on the scientific aspects of emerging air quality control
issues. The mission of the laboratory was to provide a broad spectrum of services
ranging from microbiology to quality assurance of air quality monitoring networks for a
region ranging from Nevada and Arizona to Hawaii and Micronesia. Major
accomplishments were establishing productive levels of technical communications with
and among the various government agencies in California, various federal research
organizations and creating a regional reference center for air quality measurements.
1972 Visiting Professor, Department of Oceanography, Florida State University,
Tallahassee, FL. On sabbatical, guided faculty on principles of aerosol sampling, taught
a general course on air quality and published a review on air quality measurements.
1963 -73 Chief, Air and Industrial Hygiene Laboratory, State of California, Department
of Health, Berkeley, CA.
Led, advanced and established measurement methods and technology on a broad
range of atmospheric constituents. Studies also included atmospheric processes, lung
tissue responses to 03 and N02 exposure, in-vitro bioassays, identifying crucial
biochemical responses when low concentrations of ozone, nitrogen oxides and particulate
lead are inhaled. The work addressed operational criteria and training for running air
quality monitoring networks. Co-leading and participating in one major project
[ACHEX] characterized the composition and occurrence of atmospheric aerosols in
California. It produced new concepts about particle size distributions, chemical
composition as well as origins, fates and optical properties of atmospheric aerosols. The
findings have a lasting global influence on aerosol characterization research, and the
setting of air quality standards and criteria for and monitoring of particulate matter,
visibility and N02.
1957 -63 Research Chemist, same affiliation.
Participated in a broad scale research program that assisted air quality
management in California and the determination of National Ambient Air Quality
Standards and criteria. Major personal accomplishments included characterizing the non-
polar and polycyclic aromatic hydrocarbons in airborne particulate matter, sampling and

(iii) Clause (ii) shall not be deemed to prohibit a telephone corporation, as defined in Section 234 of the Public Utilities
Code, or its affiliate, from transferring the elected or appointed official's home address or telephone number to any person,
business, or association, if the transfer is authorized by federal or state law, regulation, order, or tariff, or necessary in the
event of an emergency, or to collect a debt owed by the elected or appOinted official to the telephone corporation or its
affiliate.
(E) For purposes of this paragraph, "publicly postU or "publicly display" means to intentionally communicate or otherwise
make available to the general public.
(2) An official whose home address or telephone number is made public as a result of a violation of paragraph (1) may
bring an action seeking injunctive or declarative relief in any court of competent jurisdiction. If a court finds that a violation

occurred, it may grant injunctive or declarative relief and shall award the official court costs and reasonable attorney's fees. A

4. What is it about the Architectural Review Board that interests you?
The ARB has the ability to influence the character and quality of the built-environment in Palo Alto. From the
public's point of view, these two aspects appear subjective, however they bear on how our city is perceived, and
ultimately the economic health, vitality, and value of our community. My desire to continue to serve our
community, and help preserve and improve the quality of both our natural and man-made environment, leads
me to share my experience as a practicing professional with this board. ,
What qualities, experience and expertise would you bring to the Architectural Review Board?
My experience over the last decade, including the last seven-and-a-half years as a member of the Planning &
Transportation Commission and prior six years as a member of the City's Architectural Review Board, has laid
the groundwork and a solid foundation for my understanding many of the city growth and demand issues, and
physical constraints our community is currently facing. I've reviewed hundreds of projects, and have become
familiar with the current building inventory, and goals of developers and business owners in Palo Alto. Further,
as a member of the Rail Corridor Task Force, Library Bond Stakeholders Committee, Palo Alto/Stanford Red
Ribbon Taskforce for Disaster Preparedness, SoFA II Working Group, and Public Safety Citizen's Advisory
Committee, I've interacted with interested citizens, business owners, and community leaders. These experiences
continue to fuel my desire to continue to serve our community, to manage, preserve and improve the high quality
of our natural and built environment, and to share my experience as a practicing professional. I believe my
volunteer public service experience and point of view could significantly benefit this body.
Seven years ago, prior to being appointed to the Planning & Transportation Commission, I served as an officer on
the American Institute of Architects California Council (AIACC) Executive Committee, and participated in
crafting and advancing the statewide organization's Public Policy and Legislative Agenda in Sacramento. We've
lobbied for, among others, affordable and transit oriented housing, livable communities, sustainable design and
energy-efficient buildings, and adequate public school environments. Before retiring from the AIACC board, I set
in motion the statewide organization's plan for preparing, coordinating, and dealing with the aftermath of
natural disasters, with the AIACC Disaster Preparedness Handbook; a model now being utilized by many other
AlA components nationally. I continue to serve on the AIACC Urban Design Task Force recommending policy.

5. Discuss your viewpoint regarding current issues and challenges facing the Architectural Review Board.
As buildings age, redevelopment, new construction, and building renovation are a natural evolutionary process.
The most difficult challenge the ARB faces is the integration of new development into a rich and diverse
architectural environment. It is important to minimize projects that can only be characterized as "architectural
blunders" and encourage design excellence, without constraining the hand of the designer or imposing a personal
aesthetic.
6. If appointed, what specific goals would you like to see the Architectural Review Board achieve?
My goal would be to demystify the approval process, and achieve a level of predictability regarding a project's
level of acceptance for applicants, and effectively communicate the City's design guidelines and development
standards, and the process ARB uses to interpret them.

I have been serving on the Infrastructure Blue Ribbon Commission and led the work of
trie "above ground" committee and trie MSC/Baylands worKing group. I fHS has been my
first involvement in Palo Alto aovernment activities. When I was an executive at 3Com,
government relations was one of the departments that reported to my group and this
pro'vided me with an opportunity for direct interaction with local, state and federal
government officials on significant issues. Many of the issues that we are studying at the
IBRC are connected to the work ot the Planning & Transportation Commission. As the
IBBC completes its final report to the City COllnCil, working with the P&TC wOllld he very
interesting and worthwhile.

Continuing my response to question 3 above, the issues and challenges associated with Palo Alto's

The IBRC has met with the City's planners and studied various aspects of the Comprehensive Plan.
Obviously there are Implications for Ihfrastructufe related to the transportation systems in the City's
roads, parking structures, bike paths and transit resources. I believe this is very important to the
overall quality of life ID our communrty and would be Willing to make the commitment to the work of
the Planning & Transportation Commission. As a former corporate general counsel, I am a very
quick study in learning about existing and new regulatory matters. As a corporate director,
consultant and former corporate executive, I have experience in working with others on complex
projects and producing satisfactory results.

5. How would you see your role as board member when recommending policy and working with the Council? Ifit
were necessary to change current roles, how would you approach making such changes?
There have been two study sessions with the City Council and the IBRC in which I ,
have participated. I hese sessions began With bnef presentations about our work In
progress, followed by the OppOrtl !Oity for COllOcil members to express their thOllghts
or ask questions. Any recommendations from a commission should be based on '
analysis of relevant data and grounded In a thorough understanding of the
background and issues presented. Any proposed changes should be the result of
analysis, deliberation and the Council's decision-making process, factoring in
lecollllllelldatioliS of COlllfllissiollS, advisors or tile City staff.
6, What are the current issues facing the Planning & Transportation Commission?
Based on the briefings given to the IBRC, the overall responsibility of the P& TC is
reflected In the on-going work to update the ComprehenSive Plan. I have not
attended any meetings of the P&TC and don't have any comment on partic'lla r
matters on the agenda of current or upcoming meetings. Because the IBRC work
has recently intenSIfied and I was asked to serve as chairman of two committees,
and only having just learned of the vacancy on the Planning & Transportation
Commission, I've been focused on successfully completing our deliverables in my
carr ellt r ole as all IBRC IlIelllber.
7. If appointed, what specific goals would you like to see the Planning & Transportation Commission achieve?
As a general proposition, what attracted me to volunteer for the IBRC was a belief that both locally and
nationally the issues of "Grumbling infrastruGture" were aGl-lte and vitally important. As I learned about Palo
Alto's challenges in planning and funding its infrastructure resources, I formed a view that such resources are
important prinGipally insofar as they Greate a foundation for deli'o'ering serviGes to residents of and visitors to
Palo Alto. Transportation infrastructure is vital and central to the community's operation. Decisions about
what to do, when to do it, and how it should be done are formulated in response to priorities and plans
reflecting the longer-term needs of the community. This is a challenging and complex process and I think it is
important for it to get the proper attention. I don't have a hidElen agenEia of speCial f)rojects, althol;lgh I'm a big
fan of bike paths and public transit and look forward to ways in which Palo Alto may encourage less polluting
vehicles. Sl-lch issl;les as an intermodal transit hl;lb or high sl"eed rail, along with rogional coof)oration on
transportation issues will continue to be important, and deserve objective analysis and consideration.

on the Internet without first obtaining the written permission of that individual.
(b) No person shall knowingly post the home address or telephone number of any elected or appointed official, or of the
official's residing spouse or child, on the Internet knowing that person is an elected or appointed official and intending to
cause imminent great bodily harm that is likely to occur or threatening to cause imminent great bodily harm to that
individual. A violation of this subdivision
is a misdemeanor. A violation of this subdivision that leads to the bodily injury of the official, or his or her residing spouse or
child, is a misdemeanor or a felony.
(c) (1) (A) No person, business, or association shall publicly post or publicly display on the Internet the home address or
telephone number of any elected or appointed official if that official has made a written demand of that person, business, or
association to not disclose his or her home address or telephone
number.
(8) A written demand made under this paragraph by a state constitutional officer, a mayor, or a Member of the Legislature,
a city council, or a board of supervisors shall include a statement describing a threat or fear for the safety of that official or of
any person residing at the official's home address.
(C) A written demand made under this paragraph by an elected official shall be effective for four years, regardless of
whether or not the official's term has expired prior to the end of the four-year period.
(D) (i) A person, business, or association that receives the written demand of an elected or appointed official pursuant to
this paragraph shall remove the official's home address or telephone number from public display on the Internet, including
information provided to cellular telephone applications, within 48 hours of delivery of the written demand, and shall continue
to ensure that this information is not reposted on the same Internet Web site, subsidiary site, or any other Internet Web site
maintained by the recipient of the written demand.
(ii) After receiving the elected or appOinted official's written demand, the person, business, or association shall not transfer
the appointed or elected official's home address or telephone number to any other person, business, or association through
any other medium.
(iii) Clause (ii) shall not be deemed to prohibit a telephone corporation, as defined in Section 234 of the Public Utilities
Code, or its affiliate, from transferring the elected or appointed official's home address or telephone number to any person,
business, or association, if the transfer is authorized by federal or state law, regulation, order, or tariff, or necessary in the
event of an emergency, or to collect a debt owed by the elected or appOinted official to the telephone corporation or its
affiliate.
(E) For purposes of this paragraph, "publicly post" or "publicly display" means to intentionally communicate or otherwise
make available to the general public.
(2) An official whose home address or telephone number is made public as a result of a violation of paragraph (1) may
bring an action seeking injunctive or declarative relief in any court of competent jurisdiction. If a court finds that a violation
has
occurred, it may grant injunctive or declarative relief and shall award the official court costs and reasonable attorney's fees. A
fine not exceeding one thousand dollars ($1,000) may be imposed for a violation of the court's order for an injunction or
declarative relief obtained pursuant to this paragraph.
(3) An elected or appOinted official may deSignate in writing the official's employer, a related governmental entity, or any
voluntary professional association of similar officials to act, on behalf of that official, as that official's agent with regard to
making a written demand pursuant to this section. A written demand made by an agent pursuant to this paragraph shall
include a statement describing a threat or fear for the safety of that official or of any person residing at the official's home
address.
(d) (1) No person, business, or association shall solicit, sell, or trade on the Internet the home address or telephone
number of an elected or appointed official with the intent to cause imminent great bodily harm to the official or to any person
residing at the official's home address.
(2) Notwithstanding any other law, an official whose home address or telephone number is solicited, sold, or traded in
violation of paragraph (1) may bring an action in any court of competent jurisdiction. If a jury or court finds that a violation
has occurred, it shall award damages to that official in an amount up to a maximum of three times the actual damages but in
no case less than four
thousand dollars ($4,000).
(e) An interactive computer service or access software provider, as defined in Section 230(f) of Title 47 of the United States

(f) For purposes of this section, "elected or appointed official" includes, but is not limited to, all of the following:

I am presently serving as a member of the Development Customer AdvisoryGroup (DCAG) as a resident representative.
I am excited to see the implementation of the Development Center Pilot Program to improve customer experience. Since
2007, I have been engaged in the College Terrace Residents' Association (CTRA) both as a volunteer and as a Board
member. Through my activities in the CTRA, I became involved in many other community activities. As part of these
activities, I have attended and contributed to a wide variety of community meetings rangingjrom City Council meetings to
Planning and Transportation Committee Meetings to Palo Alto Neighborhoods (PAN) meetings. I have worked with city
staff to help design and implement neighborhood programs such as the College Terrace Traffic Calming program and the
College Terrace Residential Parking Permit Program.
4. What is it about the Planning & Transportation Commission that interests you? What qualities, experience and expertise
would you bring to the Planning & Transportation Commission?
As a 25 year resident of Palo Alto, I have a great appreciationfor the quality of life that we enjoy. We are fortunate to live
in a setting of tremendous natural beauty and are the beneficiaries ofthoughtjul planning on the part of previous city
administrations. I believe that maintaining our quality of life will require.a careful balance among the needs of businesses,
residents, and the environment. I am interested in working on the Comprehensive Pion Update that will reflect this balance.
I am JXlSsionate about maintaining these high standards for all stakeholders. Through my civic engagement, I have gained a
deep appreciation for the importance of good planning and the complexity of the decisions involved

were necessary to change current roles, how would you approach making such changes?
I believe that the primary role of a Commission member is to evaluate proposed projects with respect to their consistency
with City policies and the Comprehensive Plan. The Commission serves as an advisory body to the City Council regarding
planning and transportation matters including: land use, development and zoning. The City Council retains decision-making
authority on these matters.
6. What are the current issues facing the Planning & Transportation Commission?
I believe that some of the key issues currently facing the Planning and Transportation Commission are:
Comprehensive Plan Update,
Regional housing needs allocation (RHNA)
High-speed rail and Caltrain,
Transportation planning,

The Commission should maintain a balance between the built environment and the natural environment -that is, enabling
economic vitality and growth that preserves the character and "feel" of Palo Alto.
I would like to see the commission promote community involvement; getting members of the public involved in planning
issues in a positive way and early in the process.

that the planmng process needs to have hmdslght as well as takmg a longer range

the community good. We can't always have the one size fits all mentality. I feel that I

vocal grollps or persons I wOllid like to work toward giving the "planners" more

I have a lot of passion and strong interest in our community. Although I've thoroughly enjoyed my time on PARC, I am ready to
broaden my knowledge and contribute my energy ideas and skills to the PTC. This would be an extension of my long historv of
volunteer work. I have vast experience working with public and private sectors, organizing events and getting community input,
solving problems and collaborating, creating ideas and implementing policies. I see myself playing an active role in reaching out
to the community and advIsing the Council based on community concerns. I moved to PA nearly 20 years ago because of Its
high quality of life and excellent schools and services. During those years, I sold many homes, spoke with thousands of

profession exposed me to all kinds of people and gave me much knowledge of what makes Palo Alto a great community. I

The role is fairly well defined. Commissioners learn the Comprehensive Plan and use it as a guide in determining

6254.21. (a) No state or local agency shall post the home address or telephone number of any elected or appointed official
on the Internet without first obtaining the written permission of that individual.
(b) No person shall knowingly post the home address or telephone number of any elected or appointed official, or of the
official's residing spouse or child, on the Internet knowing that person is an elected or appointed official and intending to
cause imminent great bodily harm that is likely to occur or threatening to cause imminent great bodily harm to that
individual. A violation of this subdivision
is a misdemeanor. A violation of this subdivision that leads to the bodily injury of the official, or his or her residing spouse or
child, is a misdemeanor or a felony.
(c) (1) (A) No person, business, or association shall publicly post or publicly display on the Internet the home address or
telephone number of any elected or appointed official if that official has made a written demand of that person, business, or
association to not disclose his or her home address or telephone
number.
(8) A written demand made under this paragraph by a state constitutional officer, a mayor, or a Member of the Legislature,
a city council, or a board of supervisors shall include a statement describing a threat or fear for the safety of that official or of
any person residing at the official's home address.
(C) A written demand made under this paragraph by an elected official shall be effective for four years, regardless of
whether or not the official's term has expired prior to the end of the four-year period.
(D) (i) A person, business, or association that receives the written demand of an elected or appointed official pursuant to
this paragraph shall remove the official's home address or telephone number from public display on the Internet, including
information provided to cellular telephone applications, within 48 hours of delivery of the written demand, and shall continue
to ensure that this information is not reposted on the same Internet Web site, subsidiary site, or any other Internet Web site
maintained by the recipient of the written demand.
(ii) After receiving the elected or appointed official's written demand, the person, business, or association shall not transfer
the appointed or elected official's home address or telephone number to any other person, business, or association through
any other medium.
(iii) Clause (ii) shall not be deemed to prohibit a telephone corporation, as defined in Section 234 of the Public Utilities
Code, or its affiliate, from transferring the elected or appointed official's home address or telephone number to any person,
business, or association, if the transfer is authorized by federal or state law, regulation, order, or tariff, or necessary in the
event of an emergency, or to collect a debt owed by the elected or appointed official to the telephone corporation or its
affiliate.
(E) For purposes of this paragraph, "publicly post" or "publicly display" means to intentionally communicate or otherwise
make available to the general public.
(2) An official whose home address or telephone number is made public as a result of a violation of paragraph (1) may
bring an action seeking injunctive or declarative relief in any court of competent jurisdiction. If a court finds that a violation
has
occurred, it may grant injunctive or declarative relief and shall award the official court costs and reasonable attorney's fees. A
fine not exceeding one thousand dollars ($1,000) may be imposed for a Violation of the court's order for an injunction or
declarative relief obtained pursuant to this paragraph.
(3) An elected or appointed official may designate in writing the official's employer, a related governmental entity, or any
voluntary professional association of similar officials to act, on behalf of that official, as that official's agent with regard to
making a written demand pursuant to this section. A written demand made by an agent pursuant to this paragraph shall
include a statement describing a threat or fear for the safety of that official or of any person residing at the official's home
address.
(d) (1) No person, business, or association shall solicit, sell, or trade on the Internet the home address or telephone
number of an elected or appointed official with the intent to cause imminent great bodily harm to the official or to any person
residing at the official's home address.
(2) Notwithstanding any other law, an official whose home address or telephone number is solicited, sold, or traded in
violation of paragraph (1) may bring an action in any court of competent jurisdiction. If a jury or court finds that a violation
has occurred, it shall award damages to that official in an amount up to a maximum of three times the actual damages but in
no case less than four
thousand dollars ($4,000).
(e) An interactive computer service or access software provider, as defined in Section 230(f) of Title 47 of the United States
Code, shall not be liable under this section unless the service or provider intends to abet or cause imminent great bodily harm
that is likely to occur or threatens to cause imminent great bodily harm to an
elected or appointed official.
(f) For purposes of this section, "elected or appointed official" includes, but is not limited to, all of the following:
(1) State constitutional officers, 2) Members of the Legislature, (3) Judges and court commissioners, (4) District attorneys,
(5) Public defenders, (6) Members of a city council, (7) Members of a board of supervisors, (8) Appointees of the Governor,
(9) Appointees of the Legislature, (10) Mayors, (11) City attorneys, (12) Police chiefs and sheriffs, (13) A public safety
official, as defined in Section 6254.24, (14) State administrative law judges, (15) Federal judges and federal defenders, (16)
Members of the United States Congress and appointees of the President.
(g) Nothing in this section is intended to preclude punishment instead under Sections 69, 76, or 422 of the Penal Code, or
any other provision of law.

A well planning can benefits huge population in the city and can even benefit other cities too. IfI am assigned to

interview with residents and collecting their opinions.

Environmental review for the city constructions, both for public and residential.
Lack of frequent and high capacity public transportations.
High demanding in allocate more spaces for elementary schools.
Comprehensive planning and amendment.

A clear communication channel build up between resici",nts and the Commission

I have not had an opportunity to get actively involved until
now and hope to correct that by serving on the Planning &
Transportation Commission.
What is it about the Planning & Transportation Commission that interests you? What qualities, experience and
expertise would you bring to the Planning & Transportation Commission?

The state of the economy has contributed to many changes in
this area.We only need to look at the retail vacancy along the
University Avenue-"Facebook" move to Menlo Par~ has contributed
to some changes too. Low income housing demands are still a
concern but single family residential market has held its own.
Multi-family senior housing will become a future concern. Land
use is a very complex balancing act and we do have "jobs" vs
"housing" imbalance as there are still more people commuting to
Palo Alto for work than living here. This creates more traffic
and new set of challenges. However, I believe that well
informed local leadership will be able to meet these
challenges.

5. How would you see your role as board member when recommending policy and working with the Council? Ifit
were necessary to change current roles, how would you approach making such changes?
The City Council makes policy. The Planning and Transportation
Commission is advisory to the City Council on issues relating
to land use planning and transportation systems affecting the
city. There are two parts in this: Current Planning and
Advanced Planning. Obviously, in the Current Planning role the
Commission reviews proposed projects to determine how they fit
within current zoning regulations, the comprehensive general
plan and land use policies. In the Advance Planning role, the
board is a public forum where different discussions and reviews
help formulate policies and recommendations of a course of
action to Council.

I would like to help manage effectively some difficult land-use
and traffic issues that our community faces, make right choices
for the environment and give a chance of a high quality of life
we enjoy as a community now to the future generations.
