HomeMy WebLinkAboutStaff Report 385-06City of Palo Alto City Manager’s Report TO:HONORABLE CITY COUNCIL FROM: DATE: SUBJECT: CITY MANAGER DEPARTMENT: PUBLIC WORKS OCTOBER 10, 2006 CMR:385:06 EXPANSION OF NO PARKING ON SWEEP DAY PROGRAM TO AREA 3 IDENTIFIED IN RESOLUTION #8610 This is an information report and no Council action is required. BACKGROUND On May 15, 2006, Council approved a resolution to expand the No Parking on Sweep Day program to additional areas throughout the City (CMR:200:06). In July 2006, No Parking on Sweep Day was implemented in the area bounded by Lytton Avenue, Palo Alto Avenue, Bryant Street and Cowper Street. In general, the program has been a great success. On average, 32 vehicles have been cited by Police staff each week. DISCUSSION In November 2006, another area identified in resolution #8610 will be added to the No Parking on Sweep Day Program (Attachment B). Area 3 is bounded by the following streets: Lytton Avenue, Palo Alto Avenue, Cowper Street and Middlefield Road. As with the other areas, the program for area 3 limits parking along the curb to one to two hours per week in order to allow street cleaning equipment to pass through unobstructed. All signage will be placed at the ends of each block rather than along each street in order to minimize the visual impact to those areas. Staff does not use trees for posting signs. Sufficient notification will be provided to residents in each area prior to the start of the program so that alternate parking arrangements can be made. RESOURCE IMPACT Funds are budgeted for signage in the Public Works Department operating budget for Area 3. The Police Department may require additional staffing for parking enforcement should the program be expanded to all areas as indicated in an earlier report to Council (CMR: 165:05). The Police Department estimates it will be able to monitor one additional area with the current level of staffing for parking enforcement, but if expansion is implemented beyond one additional area, one full time staff (FTE) may be needed. If additional staffing becomes necessary, the Police Department will address the addition of a FTE through the Fiscal Year 2008-2009 budget process. Revenue generated through citations may offset any increased staffmg cost. POLICY IMPLICATIONS This resolution does not represent any change to existing City policies under Palo Alto Municipal Code, Section 10.44.050, Temporary Parking and Street Sweeping Restrictions. CMR:385:06 Page 1 of 2 ENVIRONMENTAL IMPACT Prohibition of parking for purposes of street sweeping is California Environmental Quality Act (CEQA) under Title Regulations, section 15301 (Existing Facilities).
